高雄市政府環境保護局興建區域型資源回收細分類廠先期可行性評估計畫

中文摘要 高雄市政府環境保護局為提升資源回收物分類效率及降低清潔隊員之資源回收工作負荷,並克服現有場地不足等問題,遂辦理「興建區域型資源回收細分類廠先期可行性評估計畫」(本計畫)。 依環保署「行政院環境保護署補助直轄市、縣(市)環境保護機關辦理資源回收貯存場暨細分類廠興建計畫」之規範,資源回收細分類廠應將資源垃圾細分成56類資源回收物(或稱二次料),以提升其再利用處理價值。本計畫依其相關規範、並考量潛在處理規模,及根據與各區清潔隊討論會議之結論,已規劃清潔隊後續將分成3大類資收物載運至細分類廠進行細分類作業,分別為玻璃類、綜合類(含塑膠及紙類)、及無須再分類者(約36種資收物),其中玻璃類規劃以磁選機及輸送帶人工挑選分類後貯存;綜合類則以磁選機及渦電流、近紅外線(NIR)光學分選機及輸送帶人工挑選,分類後壓縮貯存;無須再分類者則由人工進行分類後貯存。 本計畫共評估8處潛在廠址後篩選出2處候選場址,分別為仁美資源回收貯存廠及海巡署南區分署機關用地,考量資源回收物經濟處理規模以及土地利用等相關法令,擬以仁美資源回收貯存廠為優先推動廠址,其面積約12,909平方公尺,可設置處理規模約每月約2,800公噸,全廠配置66名工作人員。仁美資源回收細分類廠初期興建成本約需1.8億元新台幣,本計畫以民間參與BOT方式規劃,在民間參與投資者的自有資金成本率(即「股東預期報酬率」)為10.0%,及權利金0.60元/公斤時,則資源回收物二次料銷售價格在達到每公斤2.54元時,對於民間參與投資者而言,才能夠具備財務可行性;另於未包含權利金之情境下,則資源回收物二次料銷售價格每公斤1.94元,對民間參與投資者而言,具財務可行性。 本計畫經相關技術、市場、土地、法律、以及財務可行性等評估作業後,已經辦理完成民間參與公共建設預評估作業,建議應依促參法繼續辦理相關可行性評估及先期規劃,以利計畫順利推動。

The Preliminary Feasibility Analysis of Constructing Regional Material Recovery Facilities within Kaohsiung City

英文摘要 The Environmental Protection Bureau of Kaohsiung City, in order to improve the classification efficiency of recyclables and reduce the resource recycling workload of cleaning squad, and to overcome the shortage of existing space and other problems, it carried out the "The Preliminary Feasibility Analysis of Regional Material Recovery Constructing Facilities within Kaohsiung City" ( This project). In accordance with the EPA’s “Environmental Protection Agency’s subsidizes municipal, county (city) environmental protection bureau to handle resource recovery storage sites construction plans", the resource recycling plant should subdivide resource into 56 types of resource recycling materials (or secondary materials) in order to raise their reuse value. This project is based on its relevant specifications, considering the potential scale, and according to the conclusions of discussions with the cleaning squad in each district, This project planned cleaning squad will has only to divide resource recycling into 3 categories and deliver to the material recovery facility for sub-categorization. They are glass, comprehensive (including plastic and paper), and those non-necessary to be reclassified (about 36 types of materials). The glass category is planned to be manually selected and stored in different colors after magnetic separators; the comprehensive category is manually selected by magnetic separators, eddy current, near infrared (NIR) optical separators, and compressed and stored after classification; no further classification is required sorted manually and stored. After evaluating totally of 8 sites, this project selected 2 potential sites, namely the Renmei Resource Recovery and Storage Plant and the land used by the Southern Division of the Marine Patrol Administration. Considering the economic scale of resource plant and land use related laws and regulations, the Renmei Resource Recovery and Storage Plant will be the priority promote site. Its area is about 12,909 square meters, and the potential processing capacity is about 2,800 metric tons per month. The entire facility will have 66 staff. The initial construction cost of Renmei Material Rssource Recovery Facility is about NT$180 million. This program is planned by private participation in BOT. The cost of private investors’ own capital cost rate (ie, the "shareholder expected rate of return") is 10.0% , And the royalties are 0.60 NT$/kg, when the sales price of the secondary materials reaches 2.60 NT$ per kg, it is financially feasible for private investors. In the case of not included royalties, the sales price of secondary materials is 2.00 NT$ per kg, which is financially feasible for private investors. After feasibility analysis of relevant technology, market, land, law, and finance , this project has completed the pre-evaluation of private participation in public construction. It is suggested that the further feasibility study and advance planning should be continued to promote the material recovery plan smoothly.
