109年畜牧糞尿資源處理利用推動計畫

中文摘要 本計畫係協助彙整指定11河川之流域環境、水質現況、污染分布及排放清冊、畜牧資源化與水質關聯性分析等,滾動檢討並提出資源化利用情形與推動建議,並經辦理管考會議過程進行追蹤,掌握各項畜牧糞尿資源化目標達成情形並就重要議題與相關權責單位研商。此外,本計畫亦配合彙整分析環保署補助地方政府加強畜牧業稽查管制、沼液沼渣作為農地肥分使用案件實際施灌量、後續進行2次地下水水質與土壤品質監測結果分析。 為提升畜牧糞尿大場代小場或集中處理之推動效益,本計畫協助辦理5場次督導工作,分別為桃園市1場、雲林縣3場及屏東縣1場,每場次邀集2位委員現勘及提出改善建議,此外亦協助完成3場申請案之審查,分別於雲林縣2場及臺東縣1場,並協助協助進行生質能(有厭氧發酵設備)躉購費率評估研析。 本計畫於執行期間完成10場媒合說明會、10場行動服務站、80場沼液沼渣施灌現況訪查及30場小型畜牧場現勘輔導作業,於說明會、服務站、訪查及輔導過程中,除針對畜牧場進行法規規定及相關資源化途徑說明,亦針對農戶說明資源化優勢與管制方法,提升信心及收集問題與建議;本計畫亦每月至少1次至1處地方(縣市)政府環保機關或農業機關會談,強化掌握地方推動流程與課題,作為建議與簡化之依據。 本計畫由既有10處示範鄉,選定2處持續推動,分別為臺南市八翁酪農區及屏東縣內埔鄉,於計畫執行期間親訪每處示範鄉之畜牧業、產銷合作社或相關單位機關至少25處次,共計50處次,同時輔導沼液沼渣肥農地肥分使用申請10家,並與關鍵人士各辦理1場次座談會,共計2場,另於示範鄉辦理1場參訪活動,展現沼液沼渣施灌成效,並藉由農民現身說法,提高農民媒合意願。 為加速直轄市、縣市政府推動畜牧糞尿資源化及生質能技術之運用,本計畫協助製作5張說明資料,並辦理2場次研討會、2場次研商會及5場次現勘或協商會議,並期能汲取各單位執行經驗及運作方式,提高資源循環利用成效及提供最新技術和知識;本計畫亦協助辦理記者會1場次,期透過媒體露出傳播效果,展現畜牧資源化推動成效,並藉此擴大畜牧糞尿政策推動宣傳及持續提升資源化比例,減少畜牧廢水排入河川。 本計畫仍持續維運現行的「全國農牧媒合平台」,並協助規劃建置管考追蹤管理系統,基於畜牧相關制度的核定資料作為整體系統的基礎,利用資料介接技術,匯入來自環保署水污染源管理系統以及農委會相關系統及資料檔案等,整合呈現畜牧業3項資源化成果,釐清並規劃數據填報、成效管控功能,並結合GIS地理資訊系統資料,完善資料追蹤與評估能力,根據推動成果並完成辦理北中南3場次實機系統教育訓練。

The promotion project for the treatment and utilization of livestock manure resources 2020.

英文摘要 This project were to collect and organize the data for 11 specify rivers, containing environment basin, water quality status, pollution distribution, emissions list, and relevance of animal husbandry resources & Water Quality…etc. Continuously to review the resource utilization situation and provide promotion suggestions. Also follow up in meetings to control the achievement of various livestock manure resource utilization goals and further discuss with relevant authorities on important issues. In addition, this project also focus the cases by EPA subsidizing local governments of strengthen the inspection & control of the animal husbandry and use of biogas slurry as fertilizer for farmland. According to the actual irrigation volume, the groundwater quality and soil quality are monitored and analyzed twice. In order to improve the promotion efficiency of the livestock manure by large farms to “collect & treatment” small farms or centralized treatment, this project assisted in 5 sessions site supervision, including 1 in Taoyuan City, 3 in Yunlin County, and 1 in Pingtung County. Each session invited 2 committee members to conduct surveys and make suggestions for improvement. In addition, this project were also completed review three applications cases with 2 in Yunlin County and 1 in Taitung County, and assisted in the evaluation and analysis of the bulk purchase rate of biomass energy (with anaerobic fermentation equipment). During the implementation of this plan, a total of 10 matchmaking briefings, 10 mobile service stations, 80 biogas slurry and residue irrigation visits and 30 small-scale livestock ranch site surveys were completed. During the briefing, service stations, visits and counseling process, not only the regulations and relevant resource utilization methods are explained for the livestock farms, but also to explain about the resource utilization advantages, control methods, the collection of questions and suggestions for farmers to enhance the confidence in implementation. This plan also visits one local (county and city) EPB or agricultural agency with at least once a month to understand local promotion processes and issues as a basis for further recommendations and simplification of procedures. There are 10 existing townships selected and 2 townships to promote the demonstration project, namely Baweng Dairyu District in Tainan City and Neipu Township in Pingtung County. During the implementation period, visit animal husbandry, production and marketing cooperatives or related units in each demonstration village at least 25 times, a total of 50 times, and counsel 10 applications for the use of biogas slurry and residue as agricultural land fertilizer, and symposium with different key persons , 2 sessions in total. In addition, a visit was hold in the demonstration township to demonstrate the effectiveness of the application of biogas slurry and residues, to increase farmers' willingness by let the farmers show up directly. In order to accelerate the municipal, county and city governments to promote the utilization of livestock manure resources and biomass energy technology, this project assisted in the production of 5 explanatory materials, and handled 2 seminars, 2 research conferences and 5 on-site surveys or consultation meetings. Expect to learn from the implementation experience and operation methods of various units, improve the effectiveness of resource recycling and provide the latest technology and knowledge. The plan also assisted in the handling of a press conference. It is expected to show the effect of communication through the media, show the effectiveness of the promotion of animal husbandry resources, and to expand the promotion of animal husbandry manure policies and continue to increase the proportion of resources to reduce the discharge of livestock wastewater into rivers. The plan will continue to maintain the current "National Agriculture and Animal Husbandry Matching Platform" and assist in the planning and establishment of a management examination tracking management system. According to the approved data of the animal husbandry-related system as the basis of the overall system, the data interface technology is used to import the water pollution source management system from the EPA and the relevant systems and data files of the COA. The project has completed the integration and presentation of the 3 resourceful achievements of the animal husbandry industry, clarified and planned data filling, effectiveness management and control functions, combined with GIS geographic information system data, and improved data tracking and evaluation capabilities. According to the results of the promotion, 3 real-machine system education and training were completed in North, Central and South area.
