Climate change is one of the greatest challenges people face. The government is proposing adaption measures and exploring governance practices in order to respond to the climate change crisis. Resilience environmental governance strategy plays a key role particularly facing challenges on resource scarcity. This study attempts to integrate relevant literature and practice facilities with the framework of resilience governance to effectively strengthen international collaborations and integrate relevant resources. The main tasks of this research include 1) Summarize and analyze relevant literature, 2) Design and construct a resilience facility pilot zone, and 3) Host an international conference and workshop.
