109年向海致敬- 臺中市海岸整體清潔維護計畫

中文摘要 本計畫依據海洋委員會海洋保育署配合行政院推動「向海致敬」政策,強化本市海洋污染應變能量及推動海洋廢棄物處理相關工作,保護海洋生態環境與珍貴海洋資源,使海洋能夠永續經營與發展。為達成上述目標,本案辦理主要四核心分別為潛海戰將及環保艦隊招募及海洋環境教育活動辦理、海漂(底)廢棄物清除淨海活動、潛海戰將及環保艦隊評比及獎勵計畫及相關配合辦理事項等。 臺中市環保局自106年開始招募環保艦隊,今年度首度招募潛海戰將並成立本市淨海聯盟,故本計畫辦理4場次潛海戰將及環保艦隊招募說明會,共新招募50位潛海戰將並新增35艘環保艦隊,截至11月本市淨海聯盟已有81位潛海戰將及178艘環保艦隊共同守護海洋! 另外為加強艦隊成員自主清除分類及強化艦隊成員目視海漂垃圾及資料回傳之能力,本計畫辦理1場次環保艦隊教育訓練及1場次公民科學家活動,透過ICC海洋廢棄物紀錄表之說明及紅綠網袋之發放,期許環保艦隊成員能自主作好垃圾分類,並透過室內講習及海上演練,使艦隊成員了解平時除隨手打撈海漂垃圾外,亦能提供更多資訊供政府及學術單位參考,成為大規模調查的好幫手! 今年度於松柏漁港及環境敏感區辦理2場次海洋環境教育活動,分別針對港口漁民及高美濕地導覽民眾進行宣導,希望藉由活動辦理及文宣海報講解,提高民眾源頭減量及減塑撿塑之觀念,使更多漁民及民眾重視海洋環境。 依據環保署制定之「臺灣海洋廢棄物治理行動方案」四大方向之一的預防及移除,本計畫共配合辦理7場次海漂(底)廢棄物清除淨海活動,其中海漂垃圾4場次於梧棲、溫寮及松柏漁港外海辦理,2場次於環境敏感區之高美濕地外海進行,另1場次則於梧棲漁港港池辦理海底廢棄物清除活動,共清除約335公斤之海洋垃圾。海底廢棄物清除部分,本計畫今年度首次與潛海戰將合作,於梧棲漁港港池辦理海底廢棄物清除活動,共出動70位戒護人員及潛海戰將們。分析本市清除之海洋廢棄物性質,85%為一般垃圾,其中又以廢棄漁具為大宗,為解決廢棄漁具問題,本計畫於梧棲漁港小船浮動碼頭上岸處新設2處海漂廢棄物暫置區,並發放垃圾網袋共200個及撈網16組予環保艦隊使用。 為提高本市船主及潛水愛好者加入淨海聯盟行列,今年度首次舉辦評比及獎勵計畫,藉由實質獎金提高誘因,吸引更多民眾及漁民對海洋環境的重視,透過3場次評比獎勵說明會,講解辦理方式及各項評比原則。經本團隊統計,說明會後艦隊成員之活動參與度增加,且松柏及溫寮漁港之平均清除量分別增加40%及18%,顯示評比獎勵計畫成效顯著,故建議本工項持續辦理。 據海保署108年利用衛星及遙控無人機系統(UAS)分析沿海19個臨海縣市海岸及河川出海口之海岸垃圾分布情形,結果顯示本市大甲區海岸及大安區海岸有垃圾涵蓋面積高達152,937 m2。本計畫透過無人機拍攝北汕漁港至梧棲漁港北堤長約16公里之海岸線,拍攝影像透過電腦軟體進一步分析海岸垃圾種類及垃圾聚集熱點,經本團隊調查結果發現,海岸垃圾多集中於大甲溪出海口、五甲漁港、北汕溪出海口、溫寮溪以南大甲溪以北及高美濕地木棧道以北大甲溪以南等區域,垃圾覆蓋面積約190m2,廢棄物種類多為廢棄漁具、保麗龍、塑膠垃圾及一般垃圾等。 將海保署之拍攝面積及垃圾涵蓋比例與本團隊覆蓋率調查內容比較發現,垃圾覆蓋面積差異主因為海保署與本團隊使用之分析運算模式不同,海保署為大面積圈取,而本計畫可精確指出垃圾面積,然垃圾種類調查皆為廢棄漁具、保麗龍、塑膠垃圾及其他垃圾等,本工項結果後續供本市環衛科做後續清除及淨灘地點參考使用。 為便於本市環保艦隊妥善處理攜回之海漂垃圾,本計畫於梧棲漁港小船浮動碼頭上岸處增設2處環保艦隊暫置區,另將既設暫置區進行綠美化改造工作,使環保艦隊成員在努力維護海洋的同時,亦使廢棄物能妥善處理。 除上述活動辦理外,本計畫亦購置撈網24個、護目鏡20個及D型防護衣20件,供本市有海洋污染事件應變使用;另本計畫將今年度所有淨海成果拍攝影像及影片剪輯成2分鐘短片及30秒精華版,供本局網路行銷宣傳使用。 根據本計畫合約規定,製作文宣摺頁及海報共550分,購置環保宣導品1,500份並貼上宣導標語,另購置淨海及工作人員配件300份,並完成5則新聞稿撰寫,主題分別圍繞在招募、清除、教育、獎勵及鼓勵等計畫成果展現,使民眾快速了解海洋廢棄物對環境之危害及本局相關宣導措施。

This project uses drones to capture the 16-kilometer coastline from Beishan Fishing Port to the north dike of Wuqi Fishing Port.
