109-110年度技師簽證管理制度研修專案工作計畫

中文摘要 本計畫係依照行政院環境保護署公告109-110年度技師簽證管理制度研修專案工作計畫,主要執行「研修環工技師管理制度精進作法」、「辦理功能測試期間進行環工技師簽證查核之可行性評估」及「維運機關環工技師相關網頁及系統」等三大工項。 在研修環工技師管理制度,彙整「技師法」、「環境工程技師簽證規則」以及「公共工程專業技師簽證規則」等相關法規,並彙整查核之相關資訊及執業技師意見,利用AI Python軟體,針對近3年之技師查核案件等條件,進行綜合比較與研析,最後提送查核管理制度與積點調整草案。在辦理功能測試期間進行環工技師簽證查核之可行性評估,本團隊將環工技師簽證查核做情境分析,透過人、事件、時間、地方和物等5個變數來對「功能測試期間進行環工技師查核」的情形進行模擬,並製作各類別缺失記點建議表,配合現行查核積點項目逐一評估適用及不適用。若要於功能測試階段進行查核,則需進行修法,依現行的「環工技師簽證查核標準作業程序」所規定之環工技師查核皆屬事後查核,因此相關流程及缺失點數等,則須重新修訂。在維運機關環工技師相關網頁及系統,本團隊計畫執行期間使用「HCL AppScan Standard 所建立 9.0.3.14 iFix001,規則:21006」軟體,掃描環工技師相關網頁及系統,檢視Web 應用程式等重要安全資訊,均無立即性資安問題。此外,計劃期間製作常見缺失手冊及簽證線上提報系統操作教學影片,並置於網頁上供技師或環保局參考。 本計畫為專案管理計畫,以上工作項目均符合合約內容或相關要求。

A Study on the Administration System Improvement of Environmental Engineering Certification by Professional Engineers 2020-2021.

英文摘要 This project is based on the requirement of The Improvement of Professional Environmental Engineers Management Information System 2020-2021, Executive Yuan Environmental Protection Administration. There are three parts in this study: 1. the improvement of the inspection professional environmental engineers management information system, 2. the feasibility study of the environmental engineering certification auditing during the functional testing stage, and 3. The website maintenance of professional environmental engineers management information system. In the first part, the “Professional Engineers Act”, “Regulations Governing Certification by Professional Environmental Engineers” and “Regulations Governing Professional Engineer Certification for Public Constructions” were studied and synthesized the information and opinions from relevant professional engineers. With the help of AI Python software, a comprehensive basic information of the professional engineer certification inspection in past three years were compared and analyzed, then, a draft revision of the amendment inspection management and pointing system was submitted. Second part comes the feasibility study, we conducted a situation analysis, in which a “people”, “events”, “time”, “place” and “object” as items to simulate the situations of the inspection on the professional engineer certification during the functional testing stage, and also made a point record suggest form to evaluate the applicability of this plan. Nevertheless, the current “Regulations Governing Certification by Professional Environmental Engineers” need to be amended, because it states that “auditing environmental engineer certification should be after the stage of functional testing”. In the last part, the security analysis of website of "9.0.3.14 iFix001 created by HCL AppScan Standard, rule: 21006". During the exam period, no any immediate risk existed. Meanwhile, an examination manual was made and added into the website. A teaching videos was provided for the operation of professional environmental engineers management information system.
