109年度前瞻河川水質環境管理計畫 (北區)

中文摘要 行政院環境保護署為推動前瞻基礎建設-水環境建設計畫之「全國水環境改善計畫」,辦理水體污染削減、水質改善管理、水環境營造相關工作,106至109年核定補助辦理76項資本門計畫、16個縣市之水環境改善工作,經常門計畫補助11個縣市辦理水質監測、14個縣市業務支援及14個縣市執行清淨河面工作。截至109年11月已完工工程提供水環境亮點32處、占全國水環境改善計畫總目標(88處)36%,營造親水空間23.25公頃、占全國水環境改善計畫總目標(420公頃)5.5%;以水質改善為主的目標包含處理水量及BOD污染削減量,完工案可處理水量133,055 CMD、占規劃總水量33%(規劃總水量為402,922 CMD),預期可削減BOD污染量2,168 kg/day、占規劃削減總量20%(規劃削減總量為11,062 kg/day)。另水質監測共1,700點次以上、清除河面垃圾902.254公噸。持續追蹤地方前瞻辦理情形,辦理前瞻相關行政會議5場次,共有222位機關代表參與,促使前瞻業務順利推動。完成76案件之生態檢核相關成果蒐集,相較於早期核定批次案件,第三、四批次案件已提高生態調查的深度,評估人員亦能確實掌握現場環境,有助於生態檢核的揭露。 計畫執行期間共完成宣導圖文22則,結合潮流用語與活潑的圖卡,展現水環境改善計畫的成果,獲得相較於同質性粉絲專頁數倍以上的按讚數。記者會活動結合世界土壤日宣傳及科普實驗,成功吸引18家媒體採訪及近1,800位民眾轉載分享。 本計畫選定大漢溪浮洲橋下游至淡水河本流重陽大橋河段、南崁溪大檜溪橋下游河段及老街溪環鄉橋(含支流平鎮第一號橋)下游河段為3處指定河段,搭配今年執行重金屬排放科學快篩作業,共完成水質水量補充調查55處次、重金屬40項次調查,更新繪製3條指定河川污染負荷魚骨圖,提出後續整治執行建議及新海大橋嚴重污染測站降級改善行動。透過跨部會河川整治會議滾動檢討既有整治措施推動情形,包括研提淡水河系截流站啟閉原則建議、107年至112年執行計畫執行情形檢討,待所有措施完成後,流域各測站年平均水質可脫離嚴重污染;南崁溪流域透過既有整治計畫(污水下水道建設、現地處理設施)完成後,大檜溪橋及竹圍大橋可望脫離嚴重污染。老街溪RPI穩定維持在中度污染,銅濃度仍高於保護人體健康環境基準值,已推動工業區協談納管事業(平鎮工業區3家、竹科龍潭園區1家)辦理自主源頭減量,確實削減以提高下游測站水質達標率。 針對新北市塔寮坑溪及大安圳幹線排銅事業推動自主減污工作,本計畫安排專家至廠輔導,研提具體可行改善措施,2家協談對象均承諾將配合執行,透過友善且專業的輔導,可提高事業單位的合作意願。在達到預期的成果後,可規劃相關業者觀摩,放大輔導效益。 重金屬科學快篩試辦可協助鎖定塔寮坑溪內污染熱區、潛在對象及污染好發時段,其測值同步委託機關認證的實驗室進行分析比對呈現顯著相關,能即時判讀並反映現場水質供警示。經評估此技術具參考性,地方縣市可擇優採用,提高稽查的強度。 透過農土水跨部會合作平台會議定期檢討監測與稽查成果,重金屬高污染潛勢圳路已從44條解列至5條,經農政機關及環保單位共同合作水質監測及污染源稽查作業,水質改善成效顯著。總量管制或加嚴排放標準之管制水體水質未達改善目標者,應持續督導地方縣市加強稽查,並增加水質水量補充調查監測,分析水體主要污染負荷來源及污染熱區。 為協助環保署掌握環境保護政策與水質改善績效,透過本計畫執行成果,分別完成全國水環境改善計畫執行績效報告、全國廢(污)水排放總量管制計畫成果報告、2家推動事業污染減量與回收再利用評估作業報告書、指定河段重金屬排放科學快篩檢測分析評估報告、3條河川整治成果圖說及整治大事紀要,並以整治措施或重要事件完成後比對水質改善趨勢。

Forward-Looking Plan for River Water Quality Management in Northern Taiwan, 2020

英文摘要 To promote the “National Water Environment Improvement Project” and “Water Conservation Strategy for Reservoir Watershed Project,” which have been designed to achieve the objectives of the Forward-looking Infrastructure Development Program pertaining to the water environment, Taiwan’s Environmental Protection Administration (EPA) has initiated a project related to water pollution reduction and water quality improvement management. The Ministry of Economic Affairs not only approved 76 projects belonging to capital accounts in 16 counties/cities but also aided 14 counties/cities to approve projects belonging to current accounts in 2020.   To assist the Forward-looking Infrastructure Development Program management test and tracking performance. The project attended the budget tracking monthly meeting, conducted three ecological study conference, and co-organized three local government supervision meetings. Moreover, to preview the implementation performance of the Forward-looking Infrastructure Development Program, the project completed 22 article materials and promotional graphics to forward-looking water environment community website. (@iwater TW). In this way, the promotion of river water quality improvement results have expanded, which can be demonstrated through the government’s performance. Meanwhile, it is expected to raise public awareness of river remediation, thereby not only making people more aware but also increasing participation. The project also aims at improving the effectiveness of water quality improvement strategy research and remediation measures for three designated rivers in Northern Taiwan. Yet, the water quality supplement survey (including 55 surveys for general water quality and quantity and 40 heavy metal surveys) was completed, three designated cause-and-effect diagrams of river pollution load was updated and drawn. Apart from what is mentioned above, three river remediation tracking reviews were organized to discuss the pollution remediation strategy by coordinating the rectification of various units, thereby achieving the goal of having no severely-polluted stations in Taiwan by 2021.   So as to continue to promote the total quantity control methods of water pollution in Taiwan, the plan involves conducting review sessions of the Agricultural Water and Soil Pollution Control Inter-departmental Cooperation Conference and local government total quantity control methods’ meeting. Thus, the updating of the list of total quantity control methods of water pollution was completed, and the effectiveness of the implementation of the total quantity control methods of local government and the review of the assessment mechanism was also evaluated. To promote industrial wastewater pollution reduction work in New Taipei, two businesses that have met the current regulations and standards and are willing to cooperate with the implementation were selected to negotiate the reduction of heavy metal copper and promote the accelerated improvement of river water quality.   To assist the EPA in mastering the synergy between environmental protection policies and water quality improvement, the Forward-looking Infrastructure Development Program performance report, total quantity control methods of national wastewater discharge report, two industrial wastewater reduction reports, heavy metal discharge scientific rapid test analysis reports, and a summary of designated river remediation events in Northern Taiwan were completed through the implementation of the project.
