Abstract:
In order to effectively reduce the air pollution caused by construction
projects, the Environmental Protection Agency of the Executive Yuan has
promoted “Strengthening Pollution Control at Construction Site Plan Since”1996
to reduce the pollution emission from various construction sites. And it has
implemented the “Measures for the Management of Air Pollution Prevention and
Control Facilities for Construction Projects” on July 1, 2004, which has
accordingly provided clear job specifications for pollution prevention and control
facilities on construction sites. In order to improve the air quality of Chiayi City
and enhance the living quality of citizens, the city implemented “2020 Chiayi City
Pollution Source Inspection and Control Annual Plan”, which was expected to
reduce air pollution, know the pollution discharge situation, and implement the
prevention, control and improvement of pollution sources. Through inspections
and air pollution checks, the government tracks pollution sources and helps
improve the situation to achieve goals, such as maintaining the air quality of the
county, and improving people's life satisfaction.
This project implements construction pollution control by means of
2,364 audit patrol. Among the audit results, 99 construction sites not
compliance to laws and regulations were found and the counseling was
conducted and traced to the completion of improvement during the project
implementation period. Aiming at the reduction of pollutants discharged from
construction sites in this city, 452.48 tons of fugitive particle pollutants
were reduced, the TPS reduction was 126.24 tons. PM10 reduction was
70.13 tons, and the overall reduction was 55.26% of total emission.
In addition, the CCTVs were installed aiming at 7 regional development, dredging or constructions with large emission. 52 dust pollution petitions were managed and completed of improvement via counseling of auditors on site. There were also 2 conferences to reinforce the counseling of constructors in respect of air pollution prevention and construction noise control. The project further assists 6 construction sites for using environmental construction materials, 12 sites using environmental paints. As to the greening, 45 fence greenings wereestablished on construction sites. Among them, 10were plant fences. 20 construction site road adoptions were assisted, total length of road washing and sweeping was 6,739.53km.As to the audit and patrol of noise from construction sites, 282 active patrol and petition audit aiming at noise of construction site have been implemented. The survey of 36 construction equipment, including the name, brand and model of equipment were completed. Among them, most frequently used item was excavator, total in 26 items. 64 noise petitions were managed and they were all improved via the counseling of auditors on site.The plan implements regulatory recommendations. In the analysis of the investigation, the main survey items are entrances, exits and surrounding roads, accounting for 92%. That is because the vehicle enters and exits the construction site without cleaning the tires so that the sand and dust are brought out of the construction site. In addition to urging practitioners to implement preventive measures, inspectors also give advice on prevention and control to practitioners who have been investigated multiple times, and intensify and improve the review, and report site condition every day on LINE. Difficulty in the increase of cutting rates: because the building of this city mostly belongs to RC building and the project is mainly paved with AC or PC according to prevention and control measures, cutting rates cannot be increased according to the management regulations that the laying area of the first and second bare land is only 80% and 50%. So it is advised that total inspection can be reduced and newly declared construction sites and the top 50 sites for monthly pollution discharge could be locked to guide them to grow plants.
Moreover, it is advised that the unit undertaking the project should be allowed to,
during the planning of the project, reasonably arrange the relevant funds for
prevention and control by relevant cross-bureau meetings so as to improve the
effect of the public perception of public works and pollution reduction.
