109年南投餐飲油煙畜牧異味加油站油氣回收管制計畫

中文摘要 本計畫主要工作項目分別為:1.異味巡查管制成果。2.異味污染防制技術輔導與宣導成果。3.加油站油氣回收設施管制作業。各工作計畫執行進度與成果說明如下。 一、異味巡查管制成果 (一)餐飲業:共巡查236家(253家次),輔導結果有165家完成(或部分)改善。其中增設或改裝管末防制設備者共101家(其中25家為今年新設店家),而新增或改善前處理設備者共2家,調整改善設備維護(清潔、保養)頻率或排風管(口)位置者共62家。推估改善後TSP削減量為5.076公噸/年、PM10為4.873公噸/年、PM2.5為3.350公噸/年、THC為7.423公噸/年、NMHC為3.266公噸/年。 (二)畜牧業:共巡查11家(31家次),針對巡查有缺失者,於現場提供改善建議,如堆肥場(舍)圍封或增加黑網,畜舍周界設置鐵皮圍籬並加裝瀰臭噴霧,場內亦定時噴灑次氯酸水等,以降低異味逸散。本團隊亦配合陳情中心、相關協會進行輔導作業,且主動複查追蹤改善進度。 二、污染防制技術宣導成果 (一)辦理速食連鎖餐飲業減量輔導協談,宣導連鎖餐飲業者設置管末防制設備並落實定期設備維護作業,今年度與知名連鎖品牌業者「爆Q美式炸雞」達成減量協議,目前轄內所有分店皆已提交「連鎖速食餐飲業污染管制『減量協談』輔導計畫書」,並完成改善。 (二)辦理「餐飲業油煙排放減量管制趨勢」說明會,會中針對烹飪型式規範共通性設置建議,優先以油煙排放特性和污染程度影響較大之餐飲,進行防制設備設置組合、操作參數、設備操作自主檢查及維護保養等內容說明;提前使業者瞭解餐飲業空污防制管理辦法之未來管制趨勢,並可自主檢視油煙防制設置是否符合規定,使餐飲業者有充分時間因應調整,確保油煙防制設備能維持一定的處理效能。 (三)透過跑馬燈及電子看板提供民眾(業者)第一手消息,協助宣導餐飲油煙防制訊息,全民共同提升環境空氣品質;托播宣傳內容為「油煙淨化效能好.守護環境有功勞,南投縣政府環境保護局關心您!」 三、加油站油氣回收管制與檢測作業成果 南投縣目前營運中共有94座加油站,篩選30站進行氣油比檢測,總計完成344槍次(其中34槍為複查),初測平均合格率為89%,不合格油槍均複測至合格為止。另外辦理1場次加油站油氣回收法規宣導說明會,針對環保署預修訂之油氣回收設施檢測作業參考原則草案內容進行說明,如主管機關稽查檢測之公正性及業者定檢作業應配合事項等問題,總計參與人數為83人次。

This year, it has reached a reduction agreement with the well-known chain brand "Boom Q American Fried Chicken".
