應回收廢棄物回收處理體系環境管理輔導暨廢容器處理廠流程診斷專案工作計畫

中文摘要 我國部分回收業有環境整潔問題,影響民眾觀感,本計畫請各地方環保局提供轄內3家適合擔任示範廠之名單,共計61家,並協助本計畫共同輔導改善,平均得分未達70分者複勘,最終在各縣市中挑選轄內表現較佳之2家廠商作為其他廠商標竿學習之對象,並於全國挑選2家具代表性廠商作為環保局示範觀摩之對象。 本計畫亦輔導受補貼廢容器處理業強化其自動分選效能與製造流程,期能提升資源回收物的質與量,並促成廢棄物燃料化,可協助政府收受更多資收物。 另我國多個縣市焚化廠有延役整改計畫,整體焚化量能不足,環保署預計利用工業鍋爐協助處理分類後衍生性廢棄物之需求,以降低焚化量能的壓力,並使具熱值之廢棄物可透過能源回收方式發揮其殘餘價值,相對於焚化處理與掩埋而言,較具環保與經濟效益。本計畫促成2家受補貼廢容器處理業,將其衍生廢塑膠送交SRF製造廠製成之SRF後,以1座流體化床鍋爐燃燒煙煤混燒SRF方式,以能源回收方式去化廢塑膠,符合循環經濟精神,並檢測廢氣之空氣污染物及廢棄物特性,檢視此去化方式是否造成環境衝擊,結果可符合環保相關法規要求並具有經濟效益,適合作為長期去化管道。

Counseling environmental management system of recycling regulated recyclable waste and process of waste container treatment plant plan

英文摘要 In Taiwan, some recycling enterprises have to deal with the sanitary problem to improve the impression of people. This project collected 61 recycling enterprises which are recommended by local authorities has the potential to be a model. By review and evaluation, the top two recycling enterprises in the county or city could be the model for the other enterprises. Besides, the top two recycling enterprises in the nation could be the model for the local authorities. This project helps the subsidized container recycling enterprises to strengthen their automatic separation performance and manufacturing process, looking forward to improving the quality and quantity of recycled resources and promoting the waste to energy for increasing recycling capacity for local authorities. Also, the waste treatment capacity of the incineration system is insufficient and aged, and some local authorities have to revamp the plans for the incineration system. Taiwan EPA is going to the joint industrial boiler and implements energy recovery of recycling derivate waste to reduce the burden of incineration capacity, and increase the value of solid waste rather than incineration or landfilling. This project contributed two recycling enterprises joint fluidized bed boilers to pilot Solid Refuse Fuel (SRF) and detect the characteristics of air pollution and waste, and review whether this method causes an environmental impact. If it can meet the relevant environmental protection regulations, it can become a long-term alternative scheme.
