無機循環材料環境應用與整合專案計畫

中文摘要 為推動無機循環材料(二次料)利用及管理,本計畫盤點轉爐石、氧化碴、還原碴、煤灰、無機污泥、瀝青刨除粒料等循環材料之環境用途及流向,並研析我國砂石產業量能供需,以預測及探討循環材料取代天然砂石市場需求。另為提高多元去化管道,除進行實地訪查,亦進行各類循環材料之環境用途溶出試驗,以研訂陸海域用途環境安全性參考規範,期能提升品質技術及管理整合。 同時為推廣無機再生粒料於港區內工程建設之應用,本計畫盤點我國港區工程開發使用無機循環材料之整合評估及規劃,提出臺北、臺中及高雄港等港區使用循環材料、可填築區位及用途之短中長程規劃方案建議。 為加速臺北港開發期程及促進焚化再生粒料應用用途,本計畫已完成焚化再生粒料產品安全溶出試驗及第1階段辦理現地設置阻隔設施並進行浸泡海水之溶出試驗,以確認溶出結果對環境之影響,並做為下一階段試驗之參考依據。

Project on Environmental Application and Integration of Inorganic Recycling Materials

英文摘要 For promoting the utilization and management of inorganic recycled materials (Secondary Materials), this project made an inventory of distribution from the basic-oxygen-furnace (BOF) slag, oxidizing slag, reducing slag, coal ash, inorganic sludge and recycled asphalt pavement and research on the supply and demand of sand and gravel businesses in Taiwan to predict market demand for recycled materials to replace natural sand and gravel. In order to improve the multiple distribution of inorganic recycled materials, in addition to complete field survey, this project also conducted environmental leaching tests of recycled materials to draft specifications for the use of recycled materials in land and sea areas, and to improve quality of technology and management integration. Meanwhile, for promoting the application of inorganic recycled materials in the construction of the port area, this project took stock of the integrated evaluation and planning of the use of inorganic recycled materials in the development of port in Taiwan, and proposes short-term plans, medium-term plans and long-term plans for the using recycled materials in Taipei Port, Taichung Port and Kaohsiung Port. In order to speed up the development of Taipei Port and promote the application of incinerating recycled aggregate, this project has completed the environmental leaching tests of incinerating recycled aggregate and the on-site leaching test of incinerating recycled aggregate in FRP tank to confirm the effect of the experimental results which would be used as a reference for the next phase of testing.
