This project, which is choosing seven different inspection areas of the Gaoping River from the upper reaches of Liling Bridge at Dashu to the estuary at Lin-Yuan. According to the content of the project and contract, carry out the dust inspection of the Gaoping River every month. On average, there should be at least 10 days a month. The statistical project is currently implemented in June 2021 and a total of 120 inspections have been completed. At the same time, it inspected and recorded the gravel storage sites along the Gaoping River from time to time. It inspected 6 times until the end of June, purchased 4 satellite images and executed 8 aerial photographs. Follow-up on the basis of the map data and aerial photography results to handle 2 scenes of Gaoping River bare land survey operations, and indeed grasp the distribution of bare land along the Gaoping River. The bare areas of Gaoping Creek are mainly concentrated in the river sections of Dashu and Daliao District. There was no river dust incident in Kaohsiung City from January to June 2021. However, there were 1 river dust incidents from June to December 2020. Analyzing the air quality over the years, it is found that the annual average concentration of PM10 at four measurement stations, including Linyuan, Meinong, Daliao and Pingtung has decreased year by year. In addition, the annual average concentration of PM10 continued to decline in 2021 and meets air quality standards.
The 7th River Management Office also implements the dust improvement method on the bare ground of Gaoping River every year based on the bare land analysis data provided by this project to reduce the area of exposed riverbed and reduce the dust phenomenon of the Gaoping River. From January 2020 to June 2021, a total of 843 hectares of improvement related methods were implemented, such as: water cover method, mulch method, straw mat mulch, dredging works, sowing grass seeds and planting of Pennisetum. Because the number of hectares reported by the Seventh Rivers Bureau in 2020 includes greening, but there is no such list in 2021. At the same time, there was a typhoon and abundant rainfall from May to August in the 2021, so the river construction method was more difficult to implement, resulting in the overall construction method implementation progress being significantly less than the previous year. In the follow-up, the project will continue to track and discuss with the Seventh Rivers Bureau the relevant plans to be implemented in the second half of the year. During the implementation of this project, a total of 3,070 kilometers of environmental cleanup was completed. The reduction of TSP reached 42.24 metric tons and the reduction of PM10 reached 7.96 metric tons.
In 2020, this project will focus more on the promotion and improvement part, and realizes that the action should start with education. The promotion targets are divided into three parts as follows.
(1) The first part is for teachers and students of elementary and middle schools along the Gaoping River. For schools that have a serious impact along the Gaoping River, 6 sessions are planned for this year, and as of 25th June 2021, a total of 6 sessions of the Gaoping River campus self-protection publicity instruction have been handled. The number of participants reached approximately 1,402.
(2) The second part is the district along the Gaoping River. The planning and selection of the districts along the Gaoping River that are vulnerable to the daily dust incidents of the river will handle 4 sessions of the district dust protection, promotion and explanation meeting, and as of 25th June 2021, a total of 4 session have been handled. In Mino District and Dashu District, the number of participants reached approximately 870.
(3)The third part is to participate in large-scale environmental protection activities and set up booths for publicity. This year plans to handle 3 sessions, and as of 25th June 2021, a total of 3 sessions have been handled. Earth Day and Linyuan Beach Cleaning. Environmental protection activities were promoted, and the number of participants reached approximately 758.
The project has implemented various activities according to the planned schedule and has indeed completed the goals of publicity and dust prevention. In addition to enhancing the public's basic protection concept for dust incidents, it also reduces the impact of river dust on surrounding areas.
