廢太陽能光電板回收清除處理運作專案工作計畫

中文摘要 因應能源發展轉型,臺灣致力綠色能源發展,於行政院能源與減碳辦公室邀集經濟部及環保署召開研商會議中,討論廢太陽光電板回收機制之推動及分工,由環保署建立後期之太陽光電板回收處理機制。爰此,本計畫延續前示範計畫完成建置之太陽光電板回收處理體系,依實際推動情形滾動式調整相關作業規範與流程,妥善處理未來裝置後除役之廢太陽光電板。 為使廢太陽光電板回收清除處理體系趨於完善,本計畫建立緊急狀況標準作業程序,供相關單位於緊急狀況時可依循辦理迅速應變;另透過系統功能開發與稽核表單電子化,稽核作業人員透過「廢太陽光電板回收服務管理資訊系統」掌握清運行程、處理廠處理量及衍生廢棄物流向,促使稽核作業效能有所提升。 考量廢太陽光電板未來具大量排出可能性,以我國現行可處理量能與環境條件需求為基礎,規劃適合我國之廢太陽光電板處理廠設置方向,並提出處理廠設置時程關鍵點與設廠期程,以因應未來政策彈性調整規劃。 於本計畫推動過程中,專案管理小組將回收處理資訊製作完成1款「廢太陽光電板回收3C1R八步驟」,並上傳至「廢太陽光電板回收服務管理資訊系統」;另辦理2場次專家諮詢會議及中、南2場次宣導說明會,強化相關回收資訊宣導週知。 在妥善回收處理廢太陽光電板工作中,由排出者於前述系統登錄後,透過專案管理小組媒合清理機構,約定時間執行清理與稽核作業;於本計畫執行期間已完成363片(約10.1公噸)清理作業。於清理過程中,專案管理小組逐一確認清理體系、允收標準、費用核算及稽核程序,採以模組序號為主、案場設置總量管制為輔,提出滾動式調整修正建議,以促使體系更貼合實務現況運作。

Work Plan for Operation of the Recycling and Disposal of Waste Photovoltaic Panels

英文摘要 In respond to the transformation of energy development, Taiwan is dedicated to enhancing the green energy development. The Office of Energy and Carbon Reduction, EY invited the Ministry of Economic Affairs and the Environmental Protection Administration (EPA) to call a meeting to discuss the promotion and division of labor for the waste photovoltaic (PV) panels recycling mechanism, and it was decided that the EPA should formulate the mechanism for the waste PV modules recycling and disposal. Therefore, the work plan comes to being for the purpose of setting up the waste PV panels recycling and disposal system for the proper, future treatment of the decommissioned PV modules once installed. In order to improve the recycling and disposal system of waste solar photovoltaic panels, this plan establishes emergency standard operating procedures for related agencies to follow and respond quickly in emergencies. In addition, through system function development and electronic audit forms, audit operators can grasp the cleaning process, treatment plant capacity and the flow of derived waste through the "Waste solar photovoltaic panel recycling, cleaning and disposal information system", which promotes the improvement of the efficiency of the audit operation. Considering the possibility of a large amount of waste solar panels being discharged in the future, the project office planed a suitable setting direction for waste PV panel treatment plants based on Taiwan’s current demand for processing energy and environmental conditions, at the same time propose the key points and design of the treatment plant installation schedule to respond the adjustment of future policies. During the promotion of this project, the project office will complete 1 "3C1R Eight Steps of Waste Solar Panel Recycling" and upload it to the " Waste solar photovoltaic panel recycling, cleaning and disposal information system ". Furthermore, handle two sessions of expert consultation meetings and two seminars, which will locate in the middle and south of Taiwan, in order to enhance the knowledge of recycling information. For proper recycling and disposal of waste PV panels, the producers, after registering through the above-mentioned system, have been assisted by our project office to contract with the disposal firm for the disposal date and audit work. Totally, 363 pieces (approximately 10.1 tons) have been cleaned during the plan execution. During the disposal process, our project office has verified, one by one, the disposal system, acceptance standards, fee calculation, and audit work which is conducted based mainly on the module serial numbers and aided by the total quantity control on each case site, so we may propose rolling suggestions to make the systems further match the operation in practice.
