109-110年度建構安全化學環境計畫-環境事故諮詢監控及危害預防推動專業技術服務計畫

中文摘要 環境事故專業諮詢監控中心全年無休24小時值勤,辦理環境事故預防、整備、應變以及復原等工作,化學品諮詢監控件數有3,245件(109年1,745件、110年1,500件),事故應變80場次(109年44場次、110年36場次),縱向與橫向通報次數34,277次(109年17,009次、110年17,268次),簡訊接收率為99%。 建置聯防與支援量能,辦理聯防備查文件審視78件,完成備查文件輔導檢核121場次、辦理4場次聯防說明會與60場次聯防組織實作測試;更新與建置341種列管毒化物與3種具危害性關注化學物質防救災資料庫,辦理環境事故應變人員年度訓練與測驗,計34場次,對專業技術小組實施儀器設備訓練、盲樣分析能力檢測以及仿真事故情境演訓,計42場次,計1,147人次參與,完成環境事故分析檢測數值查核80場次,計3,166筆監測數值(109年44場次,計1,723筆監測數值、110年36場次,計1,443筆監測數值);建立危害性化學鋼瓶正確處置程序,完成5類化學品處置方式與150種化學品及氣體特性與處置建議,辦理年度全國環境事故案例研討會與業務檢討會各2場次,計有1,547人次與會(109年819人次、110年728人次)。 建置列管化學物質運作潛勢及應變資訊模組與落實廠場安全管理,20種毒化物篩選原則、選定排序與完成2,520組相關模擬工作之各種模擬條件及圖層產出,完成年度輔導訪視篩選原則、輔導檢核表、輔導成員、輔導名單以及80場次輔導工作,技術資料製作與發行,包括8期環境事故簡訊電子報、5項數位訓練教材規劃及製作、e化毒性化學物質災害疏散避難說明手冊以及彙整歷年運作場所常見缺失技術手冊等,新增100組應變經驗模組,完成5場次毒災系統系統使用者需求訪談、環境事故統計平台功能設計,執行24場次結合縣市沙盤推演,301人次參與,毒災防救管理資訊系統運用與維運,執行411項高優先順序微軟更新、74系統維護紀錄與45次資安檢查等工作。

Project for Safe Chemical Environment: Promoting professional and technical service project of consulting, monitoring and hazard prevention at environmental accidents

英文摘要 The Environmental Accident Consulting and Monitoring Center operates 24 hours a day year-round handling environmental accident prevention, preparation, response, and recovery work, which included 3,245 cases of chemical consulting and monitoring (1,500 cases in 2021 and 1,745 cases in 2020) and 99 on-site accident response cases(36 cases in 2021 and 44 cases in 2020), 42,170 cases of vertical and horizontal reporting(17,268 cases in 2021 and 17,009 cases in 2020), 99% successful SMS notifications. In establishing joint prevention and support capacity, the Environmental Accident Consulting and Monitoring Center carried out 78 joint prevention report documentation audits, completed 121 report documentation guidance audits, organized four joint prevention organization system presentations and 60 sessions of joint prevention organization on-site operations status testing and training; carried out database updating through the addition of prevention and rescue data for 341 regulated toxic and chemical substances and 3 concerned chemical substances, carried out 34 sessions of environmental accident response personnel training and testing, carried out 42 sessions of situational exercise and professional and technical task force training in the use of instruments and equipment and blind sampling analysis and testing, completed 80 audits (44 in 2020 and 36 in 2021) of environmental accident analysis testing figures on a total of 3,166 monitoring figures, completed guidelines that recommend five disposal methods for 150 gases and provide safe practices for the disposal of the hazardous cylinders, and organized environmental accident case study conferences and operational review conferences with a total of 1,547 attendees(819 in 2020 and 728 in 2021). The Environmental Accident Consulting and Monitoring Center, in establishing regulated toxic and chemical substances handling potential and response information modules and implementing factory/site safety management, established selection criteria and order determination for 20 different toxic and chemical substances, completed various simulation conditions and layered generation for 2,520 modules, and completed the drafting of selection criteria for annual in-person consultation visits, consultation check lists, consultation team members, consultation recipient name list, etc. with consultation sessions for a total of 80 sessions for implementing companies; with regard to technical data production and dissemination, published 7 issues of an online environmental accident briefing, carried out 5 digital training and educational material planning sessions, completed two electronic hand books on chemical disaster evacuation and common deficiencies in workplaces, added 100 emergency response modules and completed 5 interviews with users of the toxic accident prevention and rescue management system, accomplished functional design of a web for environmental accidents, operation and maintenance of the toxic accident prevention and rescue management system wherein 411 software updates, 24 combined county and municipal sandbox deployment sessions, 74 system maintenance records and 45 information security audits were carried out.
