109年度嘉義市民俗活動及露天燃燒空氣污染稽查管制計畫、餐飲業空氣污染稽查管制暨低油煙商圈輔導計畫

中文摘要 一、推動民俗活動燃燒減量與寺廟空氣污染減量措施 (一) 維護響應空氣污染自主管理之寺廟，本年持續維護154座寺廟響應(包含民政處未登記寺廟4家)，使響應比例達100%。 (二) 推廣「宗教場所低碳認證實施計畫」，結合民政處共同輔導寺廟提出申請，本年度總計10座寺廟提出認證，分別為佛教5座，道教5座，並於11月6日辦理低碳認證環保寺廟之表揚和頒獎活動，加以帶動宗教場所齊聚響應。 (三) 清明節、中元節以善代金推廣，共實施9場次以善代金宣導和推廣活動，工作達成率100%；統計本年以善代金響應金額總計32萬9,675元，相較108年度減少5%，主要受到新冠肺炎影響，賣場設攤宣導人流減少所致，本年超商響應金額達19萬1,100元，相較108年度增加40%。近年來金額呈現成長趨勢，本年也開辦7-11以善代金響應管道，促成響應管道多元化。 (四) 本年以善代金活動，搭配以善代金功德感謝狀2,000份實施，民眾響應環保祭祀之餘，將心意及功德做更圓滿之處理，並委由九華山地藏庵於中元節法會協助功德迴向及焚化。 (五) 本年以糧代金活動，共製作代金米 500 份，並輔導嘉邑城隍廟與九華山地藏庵帶頭響應以糧代金，分別自購750份，總計2,000份進行推廣，均在七日內使用完畢，顯示民眾接受度高，又具話題宣導效果。 (六) 辦理重要節慶紙錢集中燃燒活動，本年度紙錢集中燃燒目標為170公噸，統計計畫期間總計集中處理共279.26公噸，達成率100%；整年度集中處理共326.16公噸，相較108年度提升8%，顯示紙錢集中燃燒觀念長期推廣下逐步受到寺廟、民眾認同。 二、推動露天燃燒空氣污染管制 (一) 針對寺廟神壇及露天燃燒陳情案件辦理稽查和巡查作業，年度作業目標為250件，統計本年度計畫期間案件共269件，分別為稽查案件90件，巡查案件179件，工作達成率100%。 (二) 本年度露天燃燒陳情稽查件數為102件，案件數較上年同期124件，減少23件，幅度降低18.5%，顯示露天燃燒污染行為改善。各類陳情比例分別為露天燃燒74%，宗教相關24%，異味2%，仍以露天燃燒陳情案件佔多數，也是主要管制類型。 (三) 辦理禁止露天燃燒及再利用宣導活動，本年結合建設處農林畜牧科共同實施，5月19日宣導會邀請農業專家苗栗區農業改良場分享液態腐化菌效益和使用方式；11月13日、12月9日宣導會分別邀請民雄草繩生產合作社、嘉義縣頂菜園發展協會分享稻草再利用之應用。 (四) 辦理空拍巡查作業-鷹眼計畫，針對稻作收割後期間透過空拍機實施露天燃燒行為稽查，共完成20點次，工作達成率100%，累計巡查面積1,492公頃，皆採現地翻耕掩埋方式處理。 (五) 辦理稻作收割期間後實施去化管道調查，調查面積目標140公頃，以推估本市稻草再利用或露天燃燒比例，統計調查第一期稻作收割後去化情形，調查掌握140.10公頃，工作達成率100%。 三、推動餐飲業油煙污染防制及減量作為 (一) 本年參考我國各縣政府針對餐飲業研訂之自治條例或作業要點內容，予以研擬本市餐飲油煙防制辦法(草案)初稿，達成率100%；符合納管條件之餐飲業，應設置集排氣系統、油煙及異味處理設施，並正常操作和定期維護保養，達到維護本市民眾生活環境與健康之目的。 (二) 為加強住宅區餐飲業油煙防制管理，參考新北市政府辦理住宅區餐飲業燒烤店空氣污染防制管理作業要點內容，予以研擬本市住宅區餐飲業油炸及燒烤類油煙防制辦法(草案)初稿，達成率100% (三) 辦理餐飲業污染防制概況調查作業，本年依照作業表單實施調查工作，總計完成546家，工作達成率100%。 (四) 經調查新設與既設各類餐飲，有裝設集排氣系統者，分別佔75%、84%，顯示餐飲業者多俱備污染防制觀念，大多設有油煙和異味的集排氣設備。新設餐飲推廣上仍需努力和加強，後續可透過餐飲業油煙防制辦法進行規範，使新設業者提高污染防制和管理效果。 (五) 本年度於餐飲業污染防制觀念宣導和推廣活動，協同嘉義市衛生局分別結合餐飲業職業工會、廚師職業工會辦理之衛生講習課程實施2場次，宣導人數共計177人，作業達成率100%。 (六) 執行餐飲業陳情稽巡查，年度作業目標為250件，統計本年度計畫期間案件共513件，整年度共527件。分別為陳情稽查167件，一般巡查234件和複查126件，工作達成率100%；經稽查後總計列管68案應改善案件，共63家完成改善，改善完成率達九成。 (七) 本年度辦理餐飲業油煙污染減量輔導作業目標為40家次，統計本年度共完成輔導46家次，工作達成率100%，作業上委請專家學者現勘輔導，並提供改善指導和建議。其中包含21案的燒烤類餐飲業者專案輔導工作，藉由輔導督促業者做好異味和油煙防制工作。 四、配合執行空氣品質不良或嚴重惡化時之管制措施 本年度共計接獲通報62次，餐飲業油煙污染空品不良巡查配合實施，於通報後查核共計114家次，露天燃燒空品不良巡查配合實施，於通報後巡查稻作種植區域至少2個里別或巡查200公頃，共計巡查62點次。

2020 The air pollution emission investigation and promote reduction at temple ,open burning and catering industry of Chiayi City

英文摘要 The main content of this project included：air pollution emissions investigation at temples and altars, pollution reduction promotion, open burning air pollution control operations and catering industry air pollution control operations. The results of the implementation report are summarized below： A. The Investigation of air pollution emissions at temples and altars and pollution reduction promotion. I. Temple implement air pollution management：This year there are 154 temples implementation of air pollution management in Chiayi City. Temple implementation of pollution control has 150 government units registered, accounting for 100% of the total temple. II. Promote the low-carbon certification implementation plan for religious sites, with 10 temples participating. III. With the promotion of social welfare contributions, instead of burning paper money, reduce air pollution. During the Tomb Sweeping Day and Chungyuan Festival events, statistics and donations amounting to TWD 329,675, decrease 5% than last year. (including FamiPort system) IV. Promote paper money reduction measures and produce 2,000 certificates of appreciation. V. Promote the use of rice to replace paper money to reduce air pollution. A total of 2 temples were promoted to participate, and 2000 copies were promoted VI. Handle joss paper burning activity in 2020, from January till September, after activity statistics, total combustion 326,160 kilograms of joss paper, grow 8% than last year. B. Open burning air pollution control operations. I. Implementation of open burning control efforts, this year is expected to complete the 250, at this stage has been completed 269, work rate reached 100%. II. According to statistics, the number of complaints from the open burning public was 102, a decrease of 23 from 124 in the same period last year. III. Open burning air pollution control technology advocacy conference,respectively, in June 19, November 9 and December 9 finish the activity, work rate reached 100%. IV. Air-cameras were used to conduct open-air burning inspections, with a total inspection area of 1,492 hectares. The straw was reused without open burning. C. The restaurant industry air pollution control operations. I. Develop the first draft of Chiayi City's catering oil fume prevention and control measures, with a 100% achievement rate. II. Executive catering petition air pollution control, control efforts as of December, 546 checks have been completed, work rate reached 100%. III. Handle the catering industry pollution prevention and guidance activities, and coordinate with the Chiayi City Health Bureau, the catering industry trade union, and the chef trade union to complete 2 sessions, with 177 participants IV. A total of 527 cases were handled in the catering industry. A total of 68 cases should be improved after the audit. After the follow-up, the improvement was completed in 63 cases, and the improvement completion rate reached 90%. V. Implemented the restaurant's fume pollution control counseling and improved the target 40, and completed 46 in ,December with a completion rate of 100%. After the counseling, 46 restaurants completed improvement, and the improvement rate was 100%. D. Carry out the control of poor air quality, received a total of 62 notifications, completed 114 inspections of oil fume pollution and bad air products in the catering industry, and 62 inspections of open burning hot spots.
