廢輪胎及廢鉛蓄電池回收再利用產業高值化技術提升

中文摘要 本計畫分為廢輪胎及廢鉛蓄電池回收再利用產業高值化技術提升專案工作計畫,分別針對資料蒐集研析及現場調查輔導執行工作成果簡述如下:(一)檢討輪胎與鉛蓄電池基金與費率結構因子,調查回收清除處理再利用成本,以探討與市場價格關係,並分析新建廠投資成本與利潤,同時研擬回收物品保證收購價與定期浮動調整費率可行性,妥善穩定基金與回收體系;(二)蒐集輪胎與鉛蓄電池近10年相關資料,以研析並推估未來發展趨勢,同時估算特種胎與特用電池的前處理花費,以評估調整費率可能性,針對再生料高值化應用研擬策略、分級補貼、產業異業結盟配套措施等,並研擬將資料以循環經濟能資源平台方式進行整合,提供業者與大眾參考;(三)蒐集與彙整國內廢輪胎及廢鉛蓄電池回收處理量能,並整理透過儀表板呈現的數據與資料來源,同時檢討回收處理法規,以使法規制度與時俱進,穩定回收物之妥善處理再利用管道,針對輪胎與鉛蓄電池徵收端未登記責任業者進行調查與資料蒐集,提供環保署進行電話或信件輔導,以期增加責任業者登記家數,同時針對兩個物品拍攝回收處理再利用宣導影片,說明每個環節、每位民眾在回收處理再利用體系中皆很重要。

The Project of Promoting High-Value Technology to Industrial Recycling and Reuse for Waste Tire and Lead-Acid Battery

英文摘要 This project is to promote high-value technology to industrial recycling and reuse for waste tire and lead-acid battery. The completed work items are as the following: 1. Investigating recycling fee rate structure factors and updating the recycling and treatment costs and resource benefits for waste tires and lead-acid batteries, and then discussing the relationship with market prices and analyzed the costs and profits with building a new treatment plant. And through discussing guaranteed purchase price and float rate for waste tires and lead-acid batteries to properly stabilized the fund and recovery system. 2. Surveys and collection of information and data in the past 10 years for waste tires and lead-acid batteries, to analyze and estimate future trends. And Analysis pre-treatment costs of waste tires and lead-acid batteries to assess the possibility of adjusting recycling fee rate. For promoting the high-value application, formulate strategy, graded subsidy, and the relevant accompanying measures of cross-industry alliance, etc. Moreover, make a circular economy energy resources platform to gather information to provide for industry and the public. 3. Analysis of basic data and recycling and treatment capacity of waste tire and lead-acid batteries, and through the dashboard to sorting out the data and information. In order to effectively manage the recycling storage and disposal market, and meets the current situation, we propose amendments to the recycling and disposal methods and facilities standards for waste tires and lead-acid batteries. Investigate and gather information for unregistered responsible enterprise to EPA to telephone or letter counseling expect to increase the number of responsible enterprise companies. And through filming a promotional video for recycling, disposal and reuse for waste tire and lead-acid batteries to explain that every step and every citizen for recycling, disposal and reuse is very important.
