109年度土壤及地下水污染調查及查證工作計畫-臺南市
| 中文摘要 | 本計畫延續歷年土壤及地下水污染調查及查證工作計畫之工作內容，計畫執行期間已完成臺南市轄區內土壤調查作業、地下水調查作業、監測井巡查維護、地下儲槽系統審查及調查作業、公告事業申報審查及查核作業、污染場址監督查證、監測及驗證作業、緊急應變工作、教育宣導及行政配合事項等工作。 土壤定期監測已完成29筆農地與2處非農地場址，除日農科技之重金屬砷超過土壤污染管制標準，其他監測結果均低於土壤及食用作物農地之管制標準或監測標準，其中有13筆農地地號建議可停止監測。 地下水定期監測已完成29口次，地下水質與歷年監測結果相似；安定區安定段2087~2089地號東側監測井R00672之順-1,2-二氯乙烯及三氯乙烯有顯著下降趨勢，監測井D00295之三氯乙烯無顯著變化趨勢；烏山頭區域監測井R00552之砷持續超過第一類地下水污染管制標準，透過地質取樣分析結果，顯示砷超標與環境地質有關。 監測井外觀巡查維護上半年及下半年均已完成，依據監測井巡查結果完成監測井修繕152口次、修復9口次、內部功能維護作業12口次及再完井作業6口次，並針對已無監測用途之13口監測井完成廢井作業。 地下儲槽網路申報率均為100%，現場稽查作業完成29站，並完成15處新增事業之法規符合度確認，其中4處不符合地下儲槽設置規範，2處已設置監測設施，其餘9處事業之地下儲槽設施尚未設置監測設施。 公告事業共計審查242件次，另已完成35家公告事業採樣現場查核作業，以及5件評估調查人員申報現勘查核作業。高污染潛勢工廠已完成12家事業之查核及輔導作業，查核缺失業者均已改善完成。 列管場址監督已協助報告審查95件、場址巡查470場次。驗證8處場址中，6處場址可解除列管，2處場址仍超過法規標準；另10處查證場址，3處場址超過法規標準需進行列管或持續調查，2處場址須持續列管，5處場址無污染之虞。緊急應變共執行4處查證，1處場址須持續列管，3處場址無污染之虞，並支應計畫外工作項目。 行政配合事項，已協助環保局舉辦4場次宣導說明會、1場交流研討會議、1場研商會議、13場次校園教育宣導相關活動，並協助辦理土污法20週年特展，每月發佈土水相關新聞稿或文章以及進行社群網路宣導。 | ||

Investigation and Verification of Soil and Groundwater Pollution in Tainan City
| 英文摘要 | The project, Investigation and Verification of Soil and Groundwater Contamination, had continued the works over the past few years of Tainan District. Work contents of the project include soil and groundwater contaminated investigation; monitoring well external appearance patrol, maintenance and repeal; review and on-site systematic inspection of underground storage tank; declaration inspection and verification of regulated enterprise； supervision, monitoring, verification and inspection of soil and groundwater contaminated site; emergency response and educational promotion and administrative assistance. For regular soil monitoring, it had finished 29 lots of farmland and 2 lots of non-farmland. The results are lower than Soil Pollution Control Standards and 13 of 29 are suggested being stopped monitoring next year except for “JIH NONG SCIENCE CO., LTD.” Which the soil result is larger than the Soil Pollution Control Standards. For the regular groundwater monitoring, it had finished 29 wells which the results are similar with past few years. The Cis-1,2-dichloroethylene and Trichloroethylene results of monitoring well R00672 had decreased significantly；the Trichloroethylene results of monitoring well D00295 maintain the same level with former results. Arsenic (As) results of monitoring well R00552 which locate in Wu Shan Tou region had continuous exceeded the first category groundwater contaminated control standard. According to the geological analysis, it shows that the fact of exceeding standard arises from geological deposit. Patrol and maintenance of monitoring well appearance had finished, include appearance repair, 152 main body repairing of monitoring well, 9 nonfunctional well repealing, 6 well condition assessment, 12 intra-well repairing and 13 of well abandon which had no more monitoring purpose. Declaration of underground storage tank reach 100%, 29 stations on-site inspection; 15 sites of confirmation of regulatory compliance for additional enterprise, 4 of 15 enterprise didn’t meet the underground storage tank regulation；2 of 15 had finished monitoring instrument setting；the rest of 9 enterprises still not complete the monitoring instrument. 242 of announced enterprises had already reviewed. 35 of announced enterprises had finished sampling and investigation, 5 of contaminated site evaluators had finished the prospecting declaration. 12 of high contaminated potential factories had finished verification and guidance. The project had review 95 site reports, 470 of site patrolling. 6 of 8 investigated sites could be unregulated, 2 of 8 sites still maintain at illegal level. 5 of 10 verification sites should be regulated, 3 of the sites should continue monitoring and the rest of 5 sites had no more contaminated concern. 1 of 4 emergency response sites should be regulated and the rest of 3 sites had no more contaminated concern. For the administrated assistant, 4 propaganda orientation, 1 exchange seminar, 1 business meeting, 13 campus educational promotion had been held. Assisting the special exhibition on the 20th anniversary of the Soil and Groundwater Pollution and Remediation Law, announcing the related soil and groundwater news, articles and press releases into the social media. | ||
