109年度廢機動車輛智慧化回收及雲端認證作業推動專案工作計畫

中文摘要 本計畫協助環保署規劃廢車回收作業e化及雲端稽核認證全新制度,並配合制度大幅度的調整,完成建置第三代廢車系統(CAR 3.0系統)。今年度為延續推動廢車回收作業e化及雲端稽核認證制度,本計畫完成工作內容,包含辦理回收業者實地輔導、辦理制度與系統操作說明會議、配合雲端稽核手冊調修與整合系統新舊功能、規劃廢車一站式服務、研擬引擎號碼自動辨識、提供系統維運服務與辦理新制度宣傳作業等。 為協助使用者順利銜接系統作業異動,透過宣導文件、系統操作示範影片及操作手冊等輔助教材,針對相關業者辦理6場次說明會議進行制度說明與系統操作教學,並辦理148場次(共計202家回收商)實地輔導作業,現場操作演示,提供系統新功能說明、常見問題與疑慮解答等資訊,確保業者適應制度之轉換。 因應雲端稽核認證手冊之修訂,同步調修與整合系統新舊功能,主動提出系統擴充規劃以提升操作效能及友善度。另配合行政院「智慧政府2.0推動計畫」,協助環保署規劃與協商跨部會合作,預先部署MyData介接資料數位應用導入現行廢車回收作業程序,規劃與推動數位便民的廢車一站式回收服務。 現行廢車引擎號碼採用人工判讀方式,耗費大量人力與時間,透過本計畫測試了商用與開源等多種OCR軟體與演算法,導入合適的AI自動辨識軟體,訓練自動化辨識雲端稽核照片中的引擎號碼,並與環保署的列管系統做比對。將蒐集的10,500張引擎實體照片,進行自建模型訓練學習,目前辨識準確率為89.1%,未來持續提供訓練素材以精進模型、提高辨識率,實現雲端稽核智慧化。 配合CAR3.0系統預計於110年正式上線,為順利完成系統與資料庫轉換,降低使用者衝擊及維持系統穩定性,本計畫預先承接舊系統的無償維運,規劃新系統壓力測試、資安防護策略、持續營運計畫、系統服務水準及客服人力建置等。此外,廢車回收新制將影響民眾報廢車體習慣,本計畫辦理宣導相關工作,以海報、文章電子報、影片等方式,藉由多元媒體管道進行宣傳行銷,提升大眾對新制度的認同感與配合度。 新制度推行後,預期可大幅降低作業時間與人力成本。回收業部分,可節省稽核認證配合人力23%、提升引擎貯存空間利用率80%、節省紙張使用226萬張/年;稽核認證團體部分,可節省稽核交通時間35小時/月、提前1個月完成稽核認證作業;民眾部分,可縮短補助申請時間3至5天、簡訊即時通知及資訊即時揭露;環保署部分,可精簡稽核認證成本,並強化計畫監督品質。

2020 Implementation Project for Waste Vehicle Smart Recycling and Cloud Audit and Certification

英文摘要 This project assisted the Environmental Protection Administration (EPA) in planning a new cloud audit and certification system for recycling waste vehicles, as well as completed the third-generation system, CAR 3.0, with significant adjustments. To implement the smart system for waste vehicle recycling and improve the cloud audit and certification function, this project completed several tasks, namely providing on-site counseling for recyclers, organizing system introduction seminars, adjusting the manual of cloud audit function, integrating new and existed functions, planning one-stop services for waste vehicles, developing a system for automatically recognizing vehicle identification numbers (VINs), providing system maintenance services, and promoting the new system. To help users adapt to the changes, this project introduced the system by using supporting materials such as promotion leaflets, system demo clips, and manuals. Six seminars were held for recyclers to introduce and demonstrate the system. In addition, 148 on-site counseling sessions were organized (for a total of 202 recyclers) to show new system functions and provide answers to frequently asked questions and concerns to ensure that users could adapt to the new system. In response to the revision of the Cloud Audit and Certification Handbook, this project simultaneously adjusted and integrated the new and existed system functions and took the initiative to propose system expansion plans to enhance system efficiency and friendliness. In addition, in line with the Smart Government 2.0 Program proposed by the Executive Yuan, this project assisted the EPA in planning and improving inter-ministerial communication. MyData was introduced to the current waste vehicle recycling in advance to plan and implement the digital one-stop waste vehicle recycling service. The current method of recognizing VINs of waste vehicles by eye is labor-intensive and time-consuming. Therefore, this project tested various optical character recognition (OCR) software and algorithms (both commercial and open-sourced) to introduce appropriate AI auto-recognition software. This project also conducted automated training to identify the VINs in the photos stored in the cloud audit system and compared them with those in the EPA regulatory system. After collecting nearly 10,500 engine photos for self-built model training and learning, the identification precision reached 89.1%. In the future, this project will continue to provide training materials to improve the model and recognition rate to implement smart cloud audit. The official launch of CAR 3.0 is expected to be in 2021. To smoothly convert the system and database, reduce the influence on users, and maintain system stability, this project voluntarily maintained the previous system. This project adopted numerous measures to improve the system, including stress testing, information security strategies, sustainable operation plans, system service standards, and customer service human resources. In addition, the new system will affect people’s habit of car disposal. This project will promote the new system through multiple media channels, such as posters, articles, e-newsletters, and videos, to increase public recognition and then enhance their cooperation with the new system. Significant reduction in operating time and labor costs is expected after the new system implementation. For the recycling industry, the new system will save 23% labor for audit and certification, increase 80% of the utilization rate of engine storage space, and save 2.26 million sheets of paper per year. For the audit and certification groups, the system will save 35 hours of travel time per month and complete the audit and certification one month in advance. For the public, the system will shorten the application time for subsidies by three to five days and provide instant notification and information disclosure through instant message systems. For the EPA, the system will streamline audit and certification costs and enhance project quality monitoring.
