The scope of this project includes: 1) analyzing the ambient air quality and carrying out the action plan during the poor air quality period; 2) updating the environmental background information and emission inventories; 3) reviewing the air pollution control strategies and evaluating the implementation effectiveness; 4) investigating the street dust and monitoring the hazardous air pollutants for New Taipei City; 5) management and inspection of air quality purification zones, promotion of the Ghost Festival joss paper reduction; and 6) providing the related administration support.
In respect of air quality analysis between 2017 and 2019, It is showed that the days with AQI≦50 accounted for 52.6% over the period, with the most frequent annual occurrence in 2019. The results have also shown that the days with AQI>100 in the last three years accounted for 8.8% over the period. Air quality in New Taipei city has demonstrated an improving trend from a long term inspection. The pollutant that caused for AQI>100 recently has changed from PM₂.₅ to the 8-hour value of ozone concentration. Therefore, ozone concentration will be the critical air pollutant for the future air quality management. Dioxin and heavy metals ambient air concentration showed compliance with the ambient air standards of EU, Japan and Taiwan. However, the data of heavy metals ambient air concentration was less sufficiently. Volatile organic compounds (VOCs) and benzene concentration at Tu-cheng photochemical assessment monitoring station has been declining gradually year by year which implies great results from the industrial solvent management.
Monitor changes in air quality at any time during the execution of this project. Furthermore, whenever air quality index reached the “Unhealthy for sensitive groups” level, this project helped EPA launch the emergency response plan and inform emission sources for emission reduction. The plan includes on-site inspections of the air pollution prevention implementation, ambient air analysis on the bad air days, informing sensitive groups for essential protection, investigation on the sources and constructing review reports.
Air pollution controlling strategy was developed based on the Air Pollution Control Act adjusted in 2018, Air Pollution Control Program released in 2020/05 and Air Pollution Control Management Plan (APCMP) offered in 2020/09. Currently, report writing of APCMP of New Taipei City is completed. The goals and strategies were discussed with nearby counties in northern Taiwan to achieve goals set by Environmental Protection Administration Executive Yuan (EPAEY) together.
As for the investigation of street dust, there are totally 157 streets were examined each month through this project. The total length of the road investigated has reached 612.7 kilometers. According to the examination results from December 2019 to September 2020, 90% of the examined streets were ranked “A”. Only a small proportion of the streets were ranked “B”. The street dust investigation in each season were conducted. It was founded that there are 5 streets which were ranked B, the concerned department was informed to enhance the cleaning duty in the area. According to the monitoring results of PAHs, VOCs, ammonia, inorganic acids and aldehyde compounds in the first season, the concentration of the substances were all lower than the corresponding standards in the draft of Stationary Pollution Source Hazardous Air Pollutant Emissions Standards. The second season monitoring will be conducted in November.
As for administration support of this project includes examination of the air quality purification zones for each season, hosting the annual evaluation meeting, assistance of the promotion of Ghost Festival joss paper reduction, examination of Air Pollution Control Fund project implementation and other technical support needed by EPA.
