109年度空氣污染事件緊急應變暨污染物鑑定監測車設置計畫

中文摘要 本計畫打造全國第一台仿實驗室監測車,具備精密儀器的熱脫附/氣相層析質譜儀(TD-GC/MS)、痕量級的各項空品監測設備及異味監測設備,並搭配氣象設備,進行連續監測,以掌握並追蹤空氣污染物及來源,強化雲林縣空品監測能量,累積環境背景資料。 車輛主體選用17噸底盤車,其移動測櫃尺寸長580cm*寬250cm*高230cm,經結構技師分析檢核合格,並採用避震設計,電力方面總計近7,902W、約36安培,並配有不斷電系統UPS加電池組,可避免不可抗力之停電,以保護各項設備,亦縮短了緊急監測移動所需時間。 監測項目包含87種揮發性有機物(參考NIEA A715.15B)、空品測項(二氧化硫、氮氧化物、二氧化氮、一氧化氮、一氧化碳、臭氧及懸浮微粒等7項)、異味測項(氨氣及總還原性硫化物等2項),以及氣象資料(風向風速及溫度濕度等4項),共100個監測項目。 監測地點則基於雲林縣污染源、民眾陳情、相關議題等考量來選擇,經測試運轉1個月後於雲林縣環保局麥寮辦公室進行定期監測作業。另本計畫針對突發事件,可配合進行監測車調動、提供監測數據或其他計畫所採樣之不鏽鋼瓶送往本計畫監測車執行即時分析。

Installation Plan of The Air Pollutant Incident Emergency Response and Pollutant Identification Monitoring Vehicle in 2020

英文摘要 “Installation Plan of The Air Pollutant Incident Emergency Response and Pollutant Identification Monitoring Vehicle in 2020” is the project to design and construct the Mobile Ambient Air Monitoring Laboratory which is not only equipped with the Precision Instruments (such as Thermal desorption Gas Chromatography Mass Spectrometry, TD-GC/MS), trace-level analyzers, but also equipped with the analyzer of odor, sensors of wind, relative humidity and temperature. With air ambient monitoring, we are supposed to control the pollutions, trace its source and strengthen the energy of air quality monitoring in Yunlin, meanwhile, collect the environmental background information in Yunlin. The vehicle is DAF CF chassis. Its space is 580(L)*250(W)*230(H), and its structure was certified by structural engineer. To protect the equipment from the unpredictable blackout and shorten the moving time, the electric power design of monitoring system is 7,902W/36A with uninterruptible power supply. And to enhance the townscape, we also painted the vehicle by teal geometry stickers. This project could provide 100 monitoring items, included 87 VOCS (by NIEA A715.15B), 7 air quality pollutants (SO2、NOX、NO2、NO、CO、O3 and PM10), 2 odor pollutants (NH3、TRS), wind speed, wind direction, temperature, and relative humid. And the monitoring sites are located for different reasons based on the monitoring objectives, such as source of pollutants, public nuisance, and others issues in Yunlin. The Mobile Ambient Air Monitoring Laboratory has been tested and run last one month and came into operation at the Mailiao Office of Environmental Protection Bureau (EPB) of Yunlin County. Over and above, as soon as the air pollution or unexpected incident occurs, we will follow the instructions by Yunlin EPB and move the vehicle, provide the monitoring data or carry out the real-time analysis of air canister sampling from others project. For other requirements, we will cooperate with the press conference or set up the task force.
