109年度臺南市固定污染源空氣污染物連續自動監測功能查核管理計畫
| 中文摘要 | 日前環保署已於民國91年2月份公告第一批應與主管機關連線公私場所與煙道，臺南市轄區內符合環保署第一批公告應裝置連續自動監測設施之固定污染源，其中製程種類包含電弧爐及鍋爐發電程序等5家列管工廠，合計列管煙道9支。於民國91年7月17日公告第二批連線對象，主要為廢棄物處理製程，目前只有永康垃圾資源回收(焚化廠)及臺南市城西垃圾焚化廠2家工廠，合計列管煙道4支。統計至109年12月31日，各項工作說明如下： 監測儀器功能查核方面： 相對準確度測試查核(RATA)共完成12根次，完成率100%，目前以森霸電廠P004 Flow誤差9.3%(評等D)表現較差、琳得科P001與瀚宇彩晶G002與P001皆超過法規標準；不透光率校正誤差查核(OP)共完成13根次，完成率100%，低、中、高範圍合格率均為100%，以華新麗華P106低範圍查核誤差較大(2.56%)；標準氣體查核(CGA)共完成17根次，完成率100%，所有測項皆合格，以NMHC查核全數呈現負偏差；二氧化氮轉化率查核方面，共完成9根次，完成率100%，整體平均轉化率為95.75%。 對於查核偏移較大、轉化率較差之工廠已於查核後請廠商應加強維護保養作業，轉化率低時應更換相關耗材，發生BAF之煙道查核後也請廠商留意是否有系統性偏移之情形。 監督查核方面： 監督查核工作為工廠自行執行查核時到廠監督，確認工廠是否依法規確實執行，目前工作進度RATA共完成30根次完成率100%，OP共完成13根次完成率100%，目前定期檢測結果皆符合法規之要求。 監測資料品質方面： 平行比對7天共完成8根次與30天1根次，完成率100%。平行比對結果，各項目比對誤差皆小於1%；每月定期進行月報審查，並完成日、月報傳輸率及有效監測時數百分比統計，部分工廠因資料處理系統軟硬體異常或廠內異常停電，皆可能造成數據遺失或漏傳，目前日報與月報傳輸率皆能達到100%。月報表方面，公私場所皆能依月報審查意見進行修正；109年第一季至109年第四季有效率皆達85%以上；並比對CEMS排放量、許可核定量之差異性，對於差異過大之工廠皆提供比對資料供許可計畫參考。 法規符合度查核方面： 法規符合度查核目前共完成13根次，完成率100%。對於查核缺失部分亦持續追蹤輔導改善作業，並確認各廠改善情形，若缺失中有包含數據計算及承辦人員異動過於頻繁之工廠，持續加強查核輔作業，並於連線說明會加強輔導，藉以提升各廠法規符合率。 VOC連線輔導方面： 共完成住華與琳得科6家次，完成率100%，其中琳得科近4季自行RATA檢測結果中共3季超過法規標準，已請該廠確認儀器狀況並建議後續可進廠執行比對作業協助廠商確認問題原因。 | ||

Supervision and verification: Supervision and inspection work is carried out by the factory when the inspection is carried out by the factory to confirm whether the factory is actually implemented in accordance with the regulations. In terms of monthly statements, most public and private venues can amend themselves according to the monthly review opinions; the efficiency in 2020 reaches more than 85%; and the difference between CEMS emissions and license qualification number are compared; if too large, the factory are asked to provide comparison data for licensing projects. | ||
