109年屏東縣加強農業廢棄物露天燃燒稽查管制及紙錢減量焚燒處理計畫
| 中文摘要 | 本計畫目的係藉由農業廢棄物露天燃燒稽巡查管制作業及紙錢集中焚燒處理減量輔導作業，以改善農業廢棄物露天燃燒及紙錢焚燒的情況，進而維護本縣空氣品質。「109年度屏東縣加強農業廢棄物露天燃燒稽查管制及紙錢減量焚燒處理計畫」自109年1月1日開始執行至109年12月31日止，成果統計至11月25日，在農業廢棄物露天燃燒稽巡查管制作業方面，完成露天燃燒巡查件數共404件，其中露天燃燒案件前四名為枋寮鄉141件、佳冬鄉73件、林邊29件及南州鄉43件，佔總巡查件數67%，而查獲物種主要以蓮霧廢枝葉佔大宗。另運用GPS定位配合地理資訊系統(ArcGIS)，進行屏東縣農業廢棄物露天燃燒位置資料建檔工作，以掌控露天燃燒的行為及動態，完成5,000筆農民資料庫之建檔工作。除了稽巡查管制以外，亦需執行妥善處理輔導作業，針對易燃燒之果樹枝葉提供代工破碎處理，透過輔導及補助16個代工班執行破碎作業，完成533公頃；推動台糖出租農地自主管理，收集農地資料845公頃，並抽選301.66公頃出租農地進行查核，查核時皆未發現露天燃燒情事，顯示以租賃契約來約束承租人頗具成效；完成輔導5家農園加入環保農園；推動「屏東縣推動農業廢棄物妥善處理輔導方案」，並於本年度召開2次工作會議；宣導方面，於林邊鄉、東港鎮、佳冬鄉、高樹鄉及里港鄉辦理完成5場露天燃燒宣導會；並於10月完成1場次環保農園教育講習。 另外在紙錢集中焚燒處理減量輔導作業方面，今年度春節、清明節及中元節紙錢集中收運量達219.54公噸；篩選轄內廟宇進行親訪輔導紙錢減量，共有37家廟宇配合執行減量措施，且於中元節前夕完成4場次紙錢集中焚燒及減量宣導說明會。製作禁止露天燃燒、紙錢集中焚燒與減量相關活動中發送宣傳單、海報、宣導品，共完成1500份。目前整體計畫工作進度平均已達100%以上。 | ||

109 Project on the Inspection and Control of Open-Air Agricultural Waste Burning, and Reduction and Handling of Paper Money Incineration in Pingtung County
| 英文摘要 | The purpose of this project is to inspect and control open-air agricultural waste burning and encourage centralized and reduced paper money incineration to improve the air quality in the county. The “2020 Project on the Inspection and Control of Open-Air Agricultural Waste Burning, and Reduction and Handling of Paper Money Incineration in Pingtung County” began on Janyary 1th, 2020 and will run until December 31st of the same year. Result statistics were scheduled for November 25th. With respect to the inspection and control of open-air burning of agricultural waste, a total of 404 inspections took place. The townships with the highest instances of open-air burning were Fangliao Township with 141, Jiadong Township with 73, Linbian Township with 29 and Nanzhou Township with 43; these accounted for 67% of the total inspections. The inspections revealed that the materials being burned in most situations were branches and leaves from wax apple trees. GPS positioning was also used in coordination with the ArcGIS geographic information system to compile data on the locations in Pingtung County that open-air burning of agricultural waste is taking place and get a handle on the open-air burning behavior and trends. A database with information on 5,000 farmers was created. In addition to the inspection and control work, there was also a need to conduct counseling on proper treatment of materials and educate people on the hiring of third parties to shred branches and leaves. Through counseling and subsidization measures, 16 third-party agents conducted shredding work on agro-waste from a total of 533 hectares of farmland. Self-management of agriculture land rented out by the Taiwan Sugar Company was promoted and information collected on 845 hectares of agricultural land. 301.66 hectares of rented out land was selected to undergo inspections. During the inspections, no instances of open-air burning were discovered, demonstrating that placing such restrictions in the rent contracts is effective. The participants of five farms were counseled to sign up as Eco-Friendly Farms. The further promoting the “Pingtung County Guidance Project to Promote Proper Handling of Agro-Waste” and two working conferences were also convened in this year. In addition, five publicity campaigns were conducted on open-air burning were completed in Linbian Township, Donggang Town, Jiadong Township, Gaoshu Township and Ligang Township. Additionally, with respect to the centralization of and reduction of paper money incineration, this year, during the Chinese New Year, Tomb Sweeping Festival and Ghost Festival, centralized paper money incineration accounted for 219.54 tons. Temples within the jurisdiction were selected to conduct in-person counselling on the reduction of paper quantities. A total of 37 temples coordinated with the paper reduction measures, and on the eve of Ghost Festival, four explanatory sessions on centralized paper incineration and reduction were held. Publicity work included creating fliers, posters and publicity items on the prohibition of open-air agriculture waste burning, and the centralization and reduction of paper money burning. A total of 1,500 copies were made. The overall work progress for the project, on average, was above 100%. | ||
