109年金門縣氣候變遷宣導推廣計畫

中文摘要 一、環保公園低碳教育館氣候變遷宣導推廣 鑑於低碳島建設已成為金門縣發展的重點,為激發民眾對於金門低碳島及節能減碳之重視,金門縣設置第一座以低碳為主題的場域,即環保公園低碳教育館,透過活潑、互動的方式傳達各項低碳理念。為擴大推廣環保公園低碳教育館,並同時傳遞金門縣低碳理念,本計畫已辦理「氣候變遷大作戰!」共2場次活動。活動以氣候變遷減緩及調適為主題,藉由多元化的課程內容,激化學童對於氣候變遷的認識及重視,達成全面性紮根式的低碳環境教育。 另為促進推廣低碳教育館,製作768份宣導品-鑰匙圈拼圖,其設計係採用低碳教育館之獨特性,且兼具金門在地特色以及環境保護理念,共設計2種款式鑰匙圈,並配合低碳教育館活動進行發送,以利低碳教育館推廣作業。 二、環保公園低碳教育館展示設施維護改善及志工組織運作 本計畫自3月份起每月定時維護低碳教育館綠屋頂植栽維護作業,包括植栽修剪及除草作業(已完成10次)、施藥預防蟲害作業(已完成4次)、施肥作業(已完成4次)及護木漆粉刷作業(已完成1次)等。此外,安排低碳教育館志工解說服務,以維運低碳教育館內解說服務能量。 三、溫室氣體盤查作業 本計畫依據最新版縣市層級溫室氣體盤查計算指引,進行金門縣107年行政轄區溫室氣體盤查,並檢視過去數據與修正作業。本縣107年溫室氣體排放量盤查結果為387,601公噸CO2e/年,各部門佔比分別為:能源-住商及農林漁牧部門32.9%、能源-工業部門30.5%、能源-運輸能源部門25.7%、廢棄物部門7.5%、農業部門3.5%。觀察101-107年之排放趨勢,101-102年無明顯變化,來到103年增加,104年又趨於平緩;105年呈現微幅度增加後,直至107年成長幅度則無明顯變化。就人均排放量來看,呈現逐年下降之趨勢,顯示節能減碳之行動為實際落實且具有成效。而在國際碳揭露部分,已於11月10日將107年本縣溫室氣體盤查結果登錄於碳揭露計畫(Carbon Disclosure Project, CDP)。

2020 Kinmen Climate Change Promotion Project

英文摘要 1. Promote Low Conbon Education Hall at Environmental Park and climate change education In view of the fact that the construction of low-carbon island has become the focus of the development of Kinmen County, in order to inspire residents to pay attention to the Kinmen Low-Carbon Island and energy conservation and carbon reduction, Kinmen County had set up the first low-carbon theme site, namely “Low-Carbon Education Hall at Environmental Park”, to convey various low-carbon concepts in a lively and interactive way. In order to expand the promotion of the Low-Carbon Education Hall and convey the low-carbon concept of Kinmen County at the same time, this project has already implemented the "Climate Change Campaign!" for a total of 2 events. The theme of the events was climate change mitigation and adaptation. Through diversified courses, children’s awareness and attention to climate change will be enhanced, so as to achieve comprehensively rooted low-carbon environmental education. In addition, to promote the Low-Carbon Education Hall, 768 promotional items-key ring puzzles were produced. The design adopts the uniqueness of the Low-Carbon Education Hall and combines the local characteristics of Kinmen County and the concept of environmental protection. A total of two styles of key rings were designed and distributed to the public in conjunction with the activities of the Low-Carbon Education Hall. 2. Maintenance and improvement of the display facilities of the Low-Carbon Eeducation Hall and the operation of volunteer organization Since March 2020, this project has regularly maintained the green roof of the Low-Carbon Education Hall every month, including plant pruning and weeding operations (10 times completed), pesticide application and pest prevention operations (4 times completed), and fertilization operations ( 4 times completed) and wood guard paint painting operations (1 time completed). In addition, arrange volunteer commentary services in the Low-Carbon Education Hall to maintain the energy of the interpretation service. 3. Greenhouse gas inventory work Based on the latest version of the county and city level greenhouse gas inventory calculation guideline, this project cconducted the 2018 greenhouse gas inventory for the administrative district of Kinmen County, and reviewed the past data and made corrections. The results of the survey of greenhouse gas emissions in Kinmen County in 2018 were 387,601 metric tons of CO2e/year, and the proportions of each sector were: energy-residential and commercial, agriculture, forestry, fishery and animal husbandry sectors accounted for 32.9%, energy-industrial sectors accounted for 30.5%, energy-transportation sectors accounted for 25.7%, the waste sector accounted for 7.5%, and the agricultural sector accounted for 3.5%. From the analysis of emission trends from 2012 to 2018, there was no obvious change from 2012 to 2013, but it increased in 2014 and stabilized again in 2015. After a slight increase in 2016, there was no significant change until 2018. As far as per capita emissions are concerned, there was a trend of declining year by year, showing that the actions to save energy and reduce carbon were actually implemented and effective. Regarding international carbon disclosure, the results of the 2018 greenhouse gas inventory of Kinmen County were registered in the Carbon Disclosure Project (CDP) on November 10, 2020.
