Initially, the 2020 Taiwan-Southeast Asia Regional Cooperation and Training Program was designed to be from June 10 to December 10 of 2020 with tasks of hosting one Hazardous Material (HAZMAT) First Responder Operations (FRO) level training class (international class)and one training course (education class), visiting a Southeast Asian country (designated Vietnam), and establishing an exchanging personnel and teaching materials database, etc. However, the spread of the Covid-19 pandemic in 2020 created many strict border controls and epidemic prevention. This project encounters many difficulties. In order to continue the spirits of promoting our chemical incident training courses to Southeast Asian countries, this project has undergone three contract changes and the complete date was changed to December 20, 2022 with tasks of hosting one chemical incident training courses (education class) in 2020, one video conference class in 2021, another education class training course and one conference camp joining the Ministry of Education in 2022, assembling digital training materials, as well as the database of personnel and course materials.
From October 19 to 20, 2019, our team completed a training session with 42 participants from Vietnam, Indonesia, India, Pakistan, Thailand, and the Philippines (including 6 auditors). A video conference was completed with 72 participants on November 8, 2021. From January 17 to 19, 2022, we completed another training course (education class) with 31 participants from Vietnam, Indonesia, India, Nepal, Malaysia, and Pakistan (including 2 auditors). From Nov. 10 to 11, 2022, we completed a conference camp with 34 participants from various Environmental Protection Bureaus. The database and course materials were compiled along with digital class materials. This type of promoting the HAZMAT technology exchange and training classes should be continued towards those countries continuously in the future.
