109年度加強街道揚塵洗掃作業暨規劃管理計畫│規劃與管理

中文摘要 摘要 本計畫自109年5月1日開始執行,截至110年4月30日本計畫所有工作項目均力求質與量的確保,除了落實各項監督查核的機制外,也積極橫向聯繫其他單位之執行狀況,以呈現本縣整體道路洗掃作業的狀況,本年度各工作項目均已完成工作目標及進度,以下就本計畫本年度執行成果摘要進行說明。 本計畫每日進行洗掃街車之監控查核作業,包含路徑、時間、速度與加水情形,掃街查核里程數為18,902.0km,洗街查核里程數為30,934.8km,洗掃查核進度為100%+;執行洗掃街作業現場查核次數為182次,查核掃街缺失以「清掃後殘留塵土或垃圾」共計21次為主,而洗街缺失則以「沖洗寬度未達3公尺」共計9次為主,其次為「未依預定行程作業」與「車速未控制於20km/hr之速限內」各計4次。對於查核時發現之缺失,均以口頭告誡方式要求工作人員立即改善,並於每月工作檢討會議中提出討論,針對屢犯缺失以違規記點及建議更換執行人員方式進行懲處,以確保洗掃作業品質。每月執行道路髒污程度普查,本年度A級道路乾淨度較上年度提升1.8%。109年平均街塵負荷量1.0g/m2較108年度1.04 g/m2降低0.04 g/m2,平均坋土負荷量0.27g/m2較108年度0.29 g/m2降低0.02 g/m2。執行36次洗掃後乾沉降落塵量變化方面,洗掃後第1小時較洗掃前之乾沉降落塵量,改善率介於減少6.0%~減少61.4%之間,平均改善率為減少25.9%;洗掃後第2小時較洗掃前,改善率介於增加2.8%~減少68.2%之間,平均改善率為減少19.6%;洗掃後第3小時較洗掃前,改善率介於增加9.9%~減少41.3%,平均改善率為減少10.4%。道路污染通報空污子計畫共計26件次,道路權責單位道路髒污路段計通報45件次,均完成改善。結合民間道路修補慈善義工隊,利用電話通報屏東市及鹽埔鄉道路坑洞31處,均完成修補,降低道路污染源。推動環保英雄擦髒污,結合16個社區及河川巡守隊志工,加強洗掃街車主要洗掃作業路線道路髒污點與作業死角處進行環境打掃,總清掃處次計176處次,掃街道長度共計348.8km,改善道路髒污點,提升道路乾淨度。執行洗掃街作業民眾滿意度問卷調查,滿意度為89.5%,較108年度提升2.2%。洗掃作業TSP削減量為653.9公噸,平均每月可削減TSP污染量54.5公噸;PM10污染物共削減了123.2公噸,平均每月可削減PM10污染量10.3公噸。本計畫提出農耕重機具道路污染3.0,透過CCTV掌握農田早鳥翻耕區資訊後,進行巡查輔導,協助環保局辦理1場農耕機具污染改善說明會,並提出機具農田翻耕夾帶泥土污染道路之改善作法,包括以接駁方式移動農耕機具、攜帶長柄鐵耙及大掃把與水桶、未接駁者攜帶抽水馬達組沖洗機具體泥土後再上路,統計本年度有執行萬丹鄉、新園鄉及崁頂鄉13處農田代耕業者,執行代耕後污染防制措施,包括3處攜帶抽水馬達沖洗機具及機具接駁、5處攜帶清理工具清理路面泥土及機具接駁、3處攜帶清理工具清理路面泥土,另有民眾陳情農耕機具污染道路,環保局依法告發處分,未來仍須加強宣導業者落實農田代耕道路污染防制,降低道路污染源,提升道路乾淨度。

The project of enhancing the washing and sweeping operations for street fugitive dust and their planning management in 2020 - planning and management

英文摘要 Abstract This project has been implemented since May 01, 2020. As of April 30 of 2021, various supervision and verification mechanisms are carried out to ensure the quality and quantity of all task items. In addition, the task team also actively contact with other units for their implementation results to present the status of overall road washing and sweeping operations of the Pingtung County. All task items in this year have been completed in accordance with the predetermined goals and progress. The results of this year are summarized and described as the followings. The task team conducts daily monitoring and verification operations of street washing and sweeping vehicles, including path, time, speed and water consumption. The street washing and sweeping mileage checked is 30,934.8 and 18,902.0 km, respectively, and their achievement rates are all over 100%. The number of on-site inspections of street washing and sweeping operations were 182 times. The defects of on-site inspection on street sweeping were mainly 21 times of “residual dust or garbage found after sweeping.” In terms of defects of street washing, there were mainly 9 times of "flushing width less than 3 meters," followed by "failure to operate according to the scheduled trip" and "vehicle speed not controlled within the speed limit of 20 km/hr" each counted 4 times. For deficiencies found during the inspection, the staff are required to improve immediately by verbal warnings, and discussed in the monthly work review meeting. For repeated deficiencies, the violation points will be punished and the executive staff recommended to be replaced to ensure the quality of washing and sweeping operations. A monthly survey of road pollution levels was carried out, and the road cleanliness of Class A of this year increased by 1.8% compared with that of the previous year. The average street dust loading of 1.0 g/m2 in 2020 was 0.04 g/m2 lower than that of 1.04 g/m2 in 2019, and the average silt loading of 0.27 g/m2 was 0.02 g/m2 lower than that of 0.29 g/m2 in 2019. In terms of the change in the amount of street dust by dry precipitation after 36 washing and sweeping operations, the street dust amounts by dry precipitation in the first hour after the washing and sweeping operations was reduced by 6.0 to 61.4% compared with that before the washing and sweeping operations, and the average reduction rate was 25.9%. In the second hour after washing and sweeping operations, the street dust amounts by dry precipitation was between an increase of 2.8% to a decrease of 68.2% compared with that before the washing and sweeping operations, and the average reduction rate was 19.6%. In the third hour after washing and sweeping operations, the street dust amounts by dry precipitation was between an increase of 9.9% to a decrease of 41.3% compared with that before the washing and sweeping operations, and the average reduction rate was 10.4%. The number of notifications of dirty road sections to the road authorities and to the relevant air pollution control plans were 45 and 26, respectively, all of which completed the improvement. Combine with the private road repair charity volunteer team, the 31 potholes in the roads of Pingtung City and Yanpu Township were notified by telephone, and all repairs were completed to reduce the source of road pollution. To promote the environmental protection heroes to wipe the dirt, combines with the volunteers from 16 community and river patrol teams to strengthen the cleaning of the dirty spots on the roads, and the operation dead corners of the main washing and sweeping routes of the street cleaning vehicles. The total number and length of street cleanings is 176 times and 348.8 km, respectively, which reduces the road dirty spots and improves the street cleanliness. Carrying out a questionnaire survey on people’s satisfaction with street washing and sweeping operations, the satisfaction rate was 89.5%, an increase of 2.2% from the previous year. The reduction of TSP by washing and sweeping operations was 653.9 metric tons, and the average monthly TSP loading could be reduced by 54.5 metric tons. A total of 123.2 metric tons of PM10 pollutants were reduced, and an average of 10.3 metric tons of PM10 loading per month could be reduced. This plan proposes road pollution prevention measures 3.0 with heavy farming machinery. After grasping the information of the farmland about to be plowed through CCTV, the task team will come to the farmland to conduct inspections and guidance in advance. In addition, the task team assisted the Environmental Protection Bureau of Pingtung County (PTEPB) to handle a farming machinery pollution improvement briefing, and proposed ways to improve the roads that were contaminated with soil entrained in machinery to plow farmland, including moving farming machinery with transfer vehicle, carrying long-handled iron rake, large broom and bucket, and carrying a pumping motor unit to wash the soil entrained in machinery before going on the road without transfer vehicle. This year, there were 13 farmlands plowed by farming machinery operators in Wandan Township, Xinyuan Township and Kanding Township, and the pollution prevention measures had been implemented, including carrying pumping motor to wash machinery and transfer vehicles at 3 farmlands, and carrying cleaning tools to clean the road dirt and transfer vehicles at 5 farmlands. Furthermore, People complained that the farming machinery polluted the roads and the PTEPB punished the pollution behaviors according to regulations. I In the future, it is still necessary to strengthen propaganda to farming machinery operators on road pollution prevention and control, reduce road pollution sources, and improve road cleanliness.
