109年度臺北市柴油車動力計排煙檢測及油品檢測計畫

中文摘要 移動污染源係造成都會區空氣品質劣化的主要原因之一,其中柴油車排放之黑煙最令民眾詬病,而本計畫藉由執行各項柴油車之稽查管制作業,藉以改善臺北市之空氣品質,給予市民乾淨清新之生活環境。 本計畫統計109年2月28日109年12月27日,已執行目視判煙稽查達51,690輛次,其中針對有污染之虞車輛共通知2,695輛次;另動力計檢測計8,062輛次;而路邊攔查計6,051輛次,路邊攔檢不透光率不合格數則為260輛次;至於油品送驗計63件,並無不合格油品,各項工作持續依進度執行。 在車隊管理方面,為強化物流業者配合意願,環保局透過行政誘因措施促使業者加強所屬貨車之維修保養作業,並每年取得自主管理標章,目標1年內標章取得率能提升至8成,以提升本市空氣品質。另進出焚化廠車輛主要仍以大貨車及小貨車為主,期別則以3-5期車為主。由於環保局車輛陸續安裝濾煙器並進行檢測,且配合110年空氣品質維護區之推動,環保局於109年7月優先要求所屬之車輛不論大小車皆須取得優級自主管理標章,截至109年11月底,環保局優級標章取得率約77.8%(456輛/586輛)。而本年度已累積49次公車場站稽查,總計稽查車輛數390輛,稽查不合格率為0.8%。109年7月底已將場站稽查時間由半天調整為1天,調整作法後原先預估舊制取消後不透光率不合格率會增加之情形並未發生,但告發率則由0.6%提升為0.9%。 至於補助方面,環保署109年修正補助辦法,本計畫持續依修正之補助辦法持續配合推動1-3期老舊車輛汰舊換新,今(109)年汰舊目標為252輛,統計至109年11月,累積已汰舊1-3期車計768輛,汰舊達成率為304.8%。而汰舊車輛中已申請補助計554輛,其中1輛重複申請,另13輛退件,目前完成審查計541輛,申請案件仍以汰舊換新申請所占比例最高為78.7%,若以期別來看,申請案件中仍以3期車申請所占比例最高為58.7%。 環保署109年亦修正燃油控制系統調修補助及加裝空氣污染防制設備補助,在大型柴油車調修燃油控制系統部分,目前臺北市已有3家保養廠通過認證(裕益汽車、東洋柴油噴射器及鴻達噴射器),然過去申請補助之條件為需檢測合格,且要有污染改善成效才可申請,導致過去均未有車主提出申請。於修法後,目前臺北市已有19件案件之申請,申請案件主要以萬國柴油噴射器所占比率最高為54.8%,另申請案件中主要以3期車為主占48.4%。另加裝濾煙器部分臺北市109年已完成濾煙器安裝並提出申請計5件,申請案件仍以公務機關為主占4件且車種均為大貨車,另民間單位占1件且為大貨車,經詢問該業者加裝原因表示係因台積電要求才予以安裝,顯示除政府推動公部門加裝濾煙器外,仍須透過民間企業共同要求才有助於突破。 環保局已重新公告空氣品質維護區,本市劃設區域包含臺北轉運站、市府轉運站、南港轉運站等3站及故宮博物院、忠烈祠、國父紀念館、陽明山公園、中正紀念堂以及101大樓等6處之大型停車場。管制對象包括所有期別之柴油大客車、柴油大貨車、柴油小貨車及當年度未定檢機車,而其中柴油大客貨車及小貨車,需取得優級以上之標章,另機車,不分期別應完成當年度之定檢。而空氣品質維護區預計於110年1月1日正式實行。 透過檢測不合格車輛之污染改善及檢驗前車輛調修,且依環保署建議年行駛里程,推估本計畫109年粒狀污染物(PM10)可削減43.62噸/年。

The Project of Inspection into the Diesel Vehicle’s Exhaust Emissions and Diesel Fuel

英文摘要 Mobile pollution source is one of the main reasons that cause the deterioration of air quality in urban areas. The dark exhausts from diesel-fueled vehicles are, among others, most resented. For this, it is the purpose of this program to improve the air quality of Taipei city and give back to citizens a clean and refreshed atmosphere by implementing audits on diesel-fueled vehicles. This program was in place from 28 Feb to 27 Dec 2020; during this period 51,690 vehicles were subject to visual inspections and 2,695 of them were identified for concern of air pollution and issued notifications. 8,062 vehicles were put to dynamo testing; 6,051 were pulled over for roadside inspections, and 260 of them were found failing the opacity test during roadside inspections. 63 samples were collected for fuel testing and none of them was identified for failure of testing. All inspection operations achieve the contract requirements. For fleet management, the Environmental Protection Bureau tries to help logistics businesses with the maintenance of their vehicles through a series of administrative incentives, while issuing self-management labels to these businesses every year; the goal is to help 80% of these businesses obtain the label in a year, as an effort to improve the air quality of the city. On the other hand, vehicles that access the incineration plant are mostly trucks of various sizes and these trucks are Stage 3 through 5 trucks. Most of the Bureau’s vehicles have been installed with exhaust filters and the Bureau asked all their vehicles, large or small, to have the self-management label of excellent grade by July 2020 for the promotion of air quality maintenance areas in 2021. Up to the end of November 2020, 456 out of the Bureau’s 586 vehicles have been issued the excellent grade label, accounting for 77.8%. 49 audits were performed this year on bus depots, 390 buses were inspected and the failure percentage was 0.8%. By the end of July 2020, the depot auditing time was increased from half a day to a full day. It was expected to see increased failures of opacity testing as the old system was cancelled, but fortunately that did not happen; the percentage of citation, however, increased from 0.6% to 0.9%. For subsidies, the Environmental Protection Administration amended the subsidy rules in 2020 and this program continues under the amended subsidy rules for the promotion of retiring Stage 1 through 3 vehicles. The retiring target this year (2020) is 252 vehicles and 768 Stage 1, 2 and 3 vehicles were retired up to November 2020 for 304.8% of retirement performance. The applications for retirement subsidy were submitted for 554 vehicles, but one repeated application was found and 13 rejected. 541 of these applications have been reviewed so far. 78.7% of these applications were submitted for replacement of old with new; by stage, 58.7% of the applications were for Stage 3 vehicles. EPA also amended the rules for subsidy for fuel control system tuning and installation of air pollution control equipment in 2020. 3 garages in Taipei City have been certified for the tuning of fuel control system in large diesel-fueled vehicles (Yue Ye Motors, Toyo Diesel Injectors and Hung-Da Injectors). However, previous criteria for application were that vehicles have to pass the required tests and demonstrate the performance in terms of air quality improvement, which made vehicle owners reluctant to submit the application. Now that the rules have been amended, 19 applications have been submitted in Taipei City alone; 54.8% of these applications were submitted by Wan Kuo Tech and 48.4% of these applications were submitted for Stage 3 vehicles. For the installation of exhaust filters, 5 vehicles were installed with the filters in 2020 in Taipei city and applications submitted for these vehicles. Most of the applications, or 4 to be precise, were submitted for government-operated vehicles and all of them were large trucks. One application was submitted by a private business and the vehicle was also a large truck. The truck operator was approached and asked why they installed the filter and it turned out it was the request by TSMC. This indicates it takes both the government and private businesses to work together for the installation of exhaust filters. The Environmental Protection Bureau rearranged the air quality maintenance areas, including Taipei Bus Station, Taipei City Hall Bus Station, Nangang Bus Station, and large parking facilities at National Palace Museum, National Revolutionary Martyrs' Shrine, Sun Yat-sen Memorial Hall, Yangmingshan Park, Chiang Kai Shek Memorial Hall, and Taipei 101 Tower. The subjects of control include diesel-fueled large passenger vehicles, large and small cargo vehicles of all stages and motorcycles that failed to report to annual inspections. For this, excellent grade label or higher is required for diesel-fueled large passenger vehicles, large and small cargo vehicles, and motorcycles, regardless of the stage, shall report to the annual inspection of the current year. The air quality maintenance areas are expected to be effective on 1 Jan 2021. Based on the pollution improvement from inspecting nonconforming vehicles and pre-inspection vehicle tuning, as well as the annual travel mileage suggested by EPA, it is estimated for this program to reduce 43.62 tons/year of particulate matters (PM10) in 2020.
