The EPB (Environmental Protection Bureau) of Chiayi County (hereinafter referred to as the EPB) has been cooperating with the waste reduction and resource recovery policies of EPD (Environmental Protection Department) to implement the work of no littering, 2 days resource recovery per week and compulsory classification of garbage successively, through which the resource recovery rate was increased from 11.09% in 1993 (before promoting the compulsory waste classification) to 24.23% in 1998 year by year. In order to continuously promote the resource recovery, EPB has been striving for the subsidy from EPD since 1998 to promote the "Annual Waste Reduction and Resource Recovery Work Plan in 1998", it also took reducing the amount of garbage removal as the work objective in addition to continuously increasing the resource recovery rate, and promoted the "Waste Reduction, Resource Recovery Promotion and Advocacy Plan of Chiayi County in Year 2014" (the predecessor of this plan). Furthermore, EPB formulated the “Waste Reduction, Resource Recovery Promotion and Advocacy Plan of Chiayi County in Year 2020” (hereinafter referred to as the Plan) to continuously enhance the effectiveness of resource recovery in this county.
The plan is to guide, control and advocate in accordance with the designated business practices of the Waste Disposal Act, 2817 designated inspections have been carried out during the plan period, among which 1 company was found not to register with dry battery responsible enterprise and has been punished by informing, 7 have been tutored for site improvement and 4 have been exhorted for improvement. All of them have met the requirements after guidance and follow-up inspection. At the same time, 545 pieces of resource recovery related media advocacy were issued, 116 times of waste source reduction, resource recovery advocacy activities (seminars) and on-the-job educational training were carried out with 13,337 people participated, among which 63 resource recycling exchange activities were held, with 8,469 kg of pesticide waste containers, 889 kg of dry batteries, 2,100 button batteries and 8,820 pieces of CD ROMs, 180 pieces of lighting sources, 26 pieces of mobile power supplies, 522 pieces of mobile phones, 129 pieces of information items, 6 set of tablet computers, 17,341 kg of waste glass bottles and 85 kg of paper containers recycled.
Moreover, recycling facilities were set up in 10 construction sites and 10 pesticide dealers, and environmental protection associations were established in 2 schools to motivate the resource recovery on campus through the vitality and creativity of students. Meanwhile, 3 village resource recovery stations were added to guide 50 stations over the years to conduct continuous resource recycling and exchange activities with a total of 347,895 kg recovered, and 38 Beach (River) Cleaning Activities were carried out to cooperate with the recycling certification of marine waste PET bottles of EPD, with 1,274 people participated and 1,399 kg PET bottles recycled.
This plan is to assist EPB to cooperate with EPD in the performance appraisal of resource recovery so as to achieve the goal of 58% of the resource recovery rate set by the EPD. For this purpose, the target recovery rate of the county and township government offices was set and the resource recovery increment as well as waste reduction strategy were developed to inspect 24 garbage collection routes and broken bags. The preliminary review plan for resource recycling of township government offices was formulated to hold the review meeting of EPD resource recovery performance assessment and field survey so as to strengthen the policy of resource recovery and source reduction (waste reduction) in towns and cities of the county. The plan was implemented in accordance with the contract, the resource recovery rate has reached 59.26% in this year and the target set by EPD has been fulfilled. The garbage removal volume was 52,273 tons, 1,525 tons less than that of 53,798 tons in the same period of the previous year, with a reduction rate of 2.83%. And based on the implementation results of this year, difficulties in implementation has been summarized to put forward the improvement measures and suggestions of next year, which will be taken as the direction of source reduction and resource recovery promotion to continuously improve the performance of the county.
