It is estimated that there are more than 70,000 construction engineering machines (referred to as construction machines hereafter) throughout Taiwan. Most of these machines are imported from Japan (more than 50%), and most of them belong to the higher age machines (more than 10 years, about 58.8%). For the control of pollution from construction machines, this project is an effort to help the Environmental Protection Administration for the establishment of a control framework that covers the pollution control on construction machines that were imported and are still in use. Among them, about 3,000 construction machines are imported each year. With reference to the Japanese Phase 3 standard, the air pollutant emission standards (draft) for imported machines are developed. The pollutants are controlled as black smoke. With the implementation of the pollution control strategy, it is estimated to reduce the emission of TSP by 252.5 tons and NOx by 1,523.4 tons every year.
In-use construction machines will be combined with self-management measures to encourage businesses to apply for black smoke test and obtain the mark from the local environmental protection agency. The plan establishes the “Guidelines for the implementation of the free acceleration smoke test of construction machines(執行施工機具無負載急加速量測黑煙不透光率指引)” and the “Standards for issuing self-management mark of construction machines(核發施工機具自主管理標章規範)” to encourage low-pollution construction machines to obtain self-management mark.
For the purpose of the project, the “Technical guide for improvement and control of air pollutant emission from construction machines(施工機具排放空氣污染物自主改善防制技術指引)” was developed to improve the highly polluting emission from construction machines. This guide provides instructions and tips on fuel control system tune-up, installation of diesel particulate filter (DPF) or eliminating old construction machines, as to speed up the improvement for the emission from in-use construction machines. In addition, the fuel control system was adjusted and the diesel particulate filter was installed for one excavator. The adjustments included injection pumps, injection nozzle and other items, and the improvement rate of opacity is 41.4%. The improvement rate of opacity by installing diesel particulate filter is 99%, and the condition and applicability of the diesel particulate filter need to be carefully evaluated before installation to ensure that the diesel particulate filter is safe to use.
