109年度環境教育認證精進及推展策略規劃專案工作計畫

中文摘要 我國「環境教育法」於99年通過,100年正式施行,至今已有九年的執行成效,將於明(110)年邁向第十年。為持續推動環境教育(人員、機構及設施場所)認證,以及研擬後續認證「新作為」策略之建議,本計畫目標在於蒐集、分析及綜觀利害關係者的需求及期許,逐步滾動環訓所策略規劃之研議,以利未來認證管理之施政策略方案、目標管理等推動之藍本。本計畫執行期間辦理各類型會議,蒐集產官學研各界對於環教認證現階段執行情形及未來十年發展趨勢之看法與建議,其中包括2次專家學者諮詢會議(計41人次),4區5場次北、中、南、東各區座談會(其中中區2場次,5場次合計164人次),以及1次精進研商會(計51人次),上述共計256人次。計畫執行團隊將各界所蒐集到的資料,針對三類認證(含人員、機構、設施場所)和六大面向(含組織營運、環教內涵、增能及輔導、申請及評鑑、跨域交流及擴大參與、市場定位及行銷)進行統整分析,並與環訓所共同研商環教認證未來十年的宗旨、願景、目標及策略。目前環訓所已依計畫執行過程中滾動結果,逐步調整部分實施策略,亦同時針對與法規相關之策略,提出「環境教育認證及管理相關辦法修正」建議。   本計畫同時為明(110)年的環境教育認證10週年企劃成果發表系列活動及行銷計畫,規劃環境教育認證中英文宣導簡冊,以及撰寫5篇專案文稿。另為配合政策宣傳及網路社群行銷環境教育認證,已完成3則網路貼圖(文),期提升組織及任務整體形象。

The Project for Improvement and Promotion of Environmental Education Certification through Strategic Planning in 2020

英文摘要 “Environmental Education Act” has been implemented nearly ten years in Taiwan. It’s the time to review, revise, and enhance EE certification and its quality towards a better outcome for next stage. This project aims to review the domestic and foreign literature of EE certification, and organize a series of formal and/or informal disalogues to collect external expectations and needs. Besides, through the process of strategic planning, the project execution team and the staff in the Environmental Professionals Training Institute, Environmental Protection Administration, Executive Yuan (abbreviated as EPTI) set the meeting at least once a month to digest the information collected along the time. It is expected to establish the organizational vision and goals for EE certification and to form feasible strategies and practices as well. During the project executing period, various types of meetings were held to collect opinions and suggestions on the current implementation of environmental education certification and the development trend of the next ten years from all stakeholders, including 2 expert and scholar consultation meetings (a total of 41 people), 4 district forums with north , central, south, and east areas (164 persons in total), and 1 stakeholder meeting for ‘The Next Perspective for EE Quality Enhancement’ (51 persons in total), totaling 256 peoplep involved. The project execution team targeted the three types of certification (including personnel, institutions, facilities and venues) and six aspects (including organizational operations, environmental education content, capacity building and counseling, application and evaluation, cross-field communications and participation, and market positioning and marketing) to conduct a comprehensive analysis, and jointly study the purpose, vision, goals and strategies of the environmental education certification for the next ten years. At present, the EPTI has gradually adjusted some implementation strategies in the documents of their current implementation plan. At the same time, in response to laws and regulations-related strategies, it is proposed to provide positive suggestions for "environmental education certification and management related measures amendment" The EPTI intends to accelerate EE certification and encourages environmental learning for all citizens.The vision is to establish a dynamic and cross-field EE resources platform, ensuring diversified and high quality outdoor and environmental learning. Thus, this project also planned and designed brochures of EE certification, disseminating the achievements of the past ten years, with expectation to enhance the overall image of the organization.
