109-111年度空氣品質監測儀器品保查核作業計畫

中文摘要 本計畫執行期限自民國109年11月26日至111年11月25日止,計畫主要目的為針對環保署現有空氣品質監測站,執行不定期績效查核及功能檢查作業,確保監測數據準確度及維護作業品質。 本計畫主要工作目標包括:(1)執行監測儀器績效查核作業共176站及績效查核複查16站、(2)執行監測儀器功能檢查作共1408站及追蹤缺失改善狀況等。為使查核結果更貼近大氣監測濃度之數據準確度,本計畫要求繼續執行偏低濃度查核及測站零空氣查核比對兩項工作,進行34站次超低濃度查核。 績效查核作業主要藉由經驗證之稀釋系統及標準氣體或標準品對監測儀器執行查核,用以評估監測數據之準確度表現。本計畫共計完成176站次績效查核(3196查核項次)共79項次未符合允收標準,整體查核滿意率為97.5%,各儀器查核滿意率以氣狀物監測儀最高,校正器滿意率較低。近6年查核滿意率為97.0%、96.7%、95.4%、96.6%、97.0%與97.5%。 功能檢查作業主要藉由檢查人員逐項確認儀器狀況及維護項目之方式,用來評估測站監測儀器運轉狀況及維護作業品質。本計畫共計完成1408站次功能檢查(203254檢查項次) 共798項次未符合允收標準,缺失發生率為0.39%,近6年缺失發生率為0.65%、0.66%、0.55%、0.36%、0.38%與0.39%。 無論績效查核或功能檢查所發現之缺失項,維護單位均須依約在3~7日內完成改善,由環保署及本計畫執行缺失改善追蹤,並於每月維護會議針對缺失改善狀況及對數據影響程度進行檢討。

Quality Assurance Program for Taiwan Ambient Air Monitoring Network

英文摘要 This project was conducted from November 26th 2020 to November 25th 2022. The main objective of this project is aiming at non-routine inspection and auditing on all current Environmental Protection Administration’s Air Quality Monitoring Stations to ensure the quality control/quality assurance (QC/QA) programs were followed. The task mainly included: (1) auditing the monitoring instruments for 176 stations and performing the repeat auditions of monitoring instruments for 34 stations (2) performing the monitoring instruments functional check for 1408 stations , (3) conducting 34 ultra-low concentration checks . The performance audit used independent instruments and standards to inspect the deviation between the monitoring value and the standard value (accuracy). 176 stations were completed in two years, and out of the total of 3196 items audited, 79 items did not meet the QC/QA specifications. The acceptance rate was 96.8%, the acceptance rates of recent six years were 97.0%、96.7%、95.4%、96.6%、97.0% and 97.5%, respectively. The results of the performance audit demonstrated the quality of monitoring stations slightly decreased. The purpose of the functional check was mainly to focus on non-routine surveys and assessments on stations house maintenance, facility equipments, the document recording, the monitor operation conditions, the monitoring data check and the monitoring instruments accuracy inspection. Total of 1408functional checks were performed in two years and a total of 203254 items were conducted. Among all checked items, 798 items were found defective. The results of the functional check demonstrated the defective rate to be 0.39%. The defective rate of recent six years were 0.65%、0.66%、0.55%、0.36%、0.38% and 0.39%, respectively, which are all less than the specification of 0.7%, This result shows high quality in sustaining operation and maintenance of monitoring stations. All defects from the performance audit and functional check will be required to recheck between three days to seven days, The EPA and this project will track the results of defects improvement.
