(109-110年)原始數據共享倉儲系統功能擴充、維運及整合計畫

中文摘要 「原始數據共享倉儲(RDSW)」系統建置目的在於推動環保專案所產製之原始數據蒐整及管理等數位服務發展,使得蒐整之原始數據能妥善、完整、長期的保存與應用,以達到「共享專用」精神。 本計畫今年度將過去個別於「原始數據共享倉儲(RDSW)」系統與「環保專案成果報告資訊系統(EPR)」之結案作業與流程進行整併,提供一站式服務,讓委辦廠商與承辦人員可以在單一系統完成全部結案作業;其中,針對RDSW系統功能全面以.Net Core改寫外,同時配合實務需求建置新版單一入口網站,並優化包含專案總覽介面、資料及內容關鍵字查詢、統計展示及線上客服管理在內等多項功能;此外,因應整併後之操作流程調整,協助修訂環保署「L-L-2-4-02行政院環境保護署委辦專案資料蒐集標準作業流程」。 本年度另配合環評案監測資料擴大收容之需求,與環評書件查詢系統建立介接機制,並開發線上開案功能;同時增建「資料地圖」功能,提供視覺化統計圖、周邊環評案件資料檢視、環保署監測資料檢視與各類敏感地區圖層套疊等服務,讓環評委員能夠在「資料地圖」檢視各環評案監測資料,以發揮環評案監測資料蒐整最大效益,也避免豐富的數據資料落於無用境地。

2020–2021 Project on Function Expansion, Maintenance, and Integration of The Raw Data Share Warehouse System (RDSW)

英文摘要 The Raw Data Share Warehouse System (RDSW) is established to promote and develop the digital services for collecting and managing the raw data produced by environmental protection projects, so that the raw data can be preserved appropriately and completely for long-term preservation and application, embodying the spirit of “designated sharing.” In 2021, this project integrated the case-closing procedures of both the RDSW and the Environmental Protection Project Achievement Report (EPR) systems to provide one-stop services. The contractors and case officers could complete all the case closing operations in one system. In addition to comprehensively rebuilding the RDSW with the .Net Core framework, a new single portal website was established to meet the practical requirements. Several functions, including project overview interface, information and content keyword query, statistical data display, and online customer service management, were optimized. In response to the operation process adjustments due to system merging, this project assisted in revising the L-L-2-4-02 Standard Operating Procedures for Project Data Collection by the Environmental Protection Administration, Executive Yuan. Concerning the increasing demand on the storage capacity of monitoring data from environmental impact assessment cases, the Environmental Protection Administration (EPA) established a method connecting data with the Environmental Impact Assessment Inquiry System. The EPA also developed an online function for starting new cases. The newly added function Data Map provided numerous services, such as visualizing statistical maps, viewing periphery environmental impact assessment (EIA) case data, viewing EPA monitoring data, and overlaying maps of various sensitive areas. These functions allowed EIA committees to view the monitoring data of each EIA case in the Data Map, maximizing the leverage of EIA case monitoring data.
