This plan is formulated for four tasks: the inspection and advocacy of buffet and convenience stores within the jurisdiction of this county, the franchise subsidy project for paper tableware recycling friendly stores, the performance tracking after installation of recycling facilities and the cooperation with EPD (Environmental Protection Department) and EPB (Environmental Protection Bureau) in implementing major policies, which is expected to publicize the correct way of waste paper tableware recycling through the inspection, guidance, review and advocacy so as to improve the recycling effectiveness. The personnel and equipment concerned have been put in place on July 21, 2020 according to the contract (Letter No. 1090022363 dated July 24, 2020 issued by the EPB of Chiayi County agrees for reference) and the plan has been implemented for 4 months as of November 30, 2020 in line with the scheduled progress, and the summary of implementation results is as follows:
I. Information inspection of convenience and buffet stores
It aims at the inspection and guidance of buffet and convenience stores in the jurisdiction to confirm whether they are eligible subsidy objects through site investigation, the one to be subsidized and already applied for subsidy shall be listed and managed. In this plan, a total of 163 buffet and convenience stores have been checked, among them 84 have applied for subsidies, 7 will not applied for subsidies, 54 are not eligible objects and 18 have been closed down.
II. Guidance and installation of recycling facilities for friendly stores
It focuses on the subsidy and installation of recycling facilities for buffet and convenience stores who are eligible objects and have applied for subsidy, through which the recycling facilities for 84 stores who have applied for subsidy has been set up and these stores are required to fulfill the management responsibility accordingly.
III. Review after setting up recycling facilities in friendly stores
It is mainly to guide friendly stores to set up waste paper and tableware sorting and stacking facilities as well as review the operation of all stores and observe their behaviors so as to identify the possible impact of this plan on these stores after the establishment of facilities. A total of 84 friendly stores have been reviewed and tracked, and 840 effective environmental protection behavior questionnaires have been investigated.
IV. Subsidy briefing or press conference
It is to hold publicity and press conferences for buffet and convenience stores so that they can understand relevant subsidy norms and regulations. On September 11, a subsidy and regulation explanation meeting for paper tableware friendly stores was held in the EPB (Environmental Protection Bureau) of Chiayi County with 34 participants on that day; and on November 30, an achievement presentation meeting was held in Chiayi County EPB (Environmental Protection Bureau) with 15 participants to show their implementation results and to communicate with the administrator of EPB in a forum.
