109年度嘉義市空氣品質感測物聯網維運及應用計畫

中文摘要 本期主要四項工作重點,為(一) 既有250站巡檢維護、(二) 新建5具氣象監測儀、(三)熱區數據分析及(四)民眾版環境資訊查詢平台,分述如下。 (一)既有250站巡檢維護 1.第一季2、3月比對結果未檢核通過共有7台,分別為比對資料有缺失3台及4台比對結果BIAS(%)>50%。未過標準者須再進行一次巡檢比對或直接更換新品,其中計更換2台設備,其餘5台經補巡檢比對均有通過標準。 2.第二季未檢核通過共有2台,分別為比對資料有缺失1台及1台比對結果BIAS(%)>30%,後續已補掛檢測完成。 3.第三季因大氣污染濃度過低影響,當PM2.5濃度低於15μg/m3時,巡檢儀器與測站間一致性表現較不顯著,不易達到比對之標準,因此延至8月中旬才完成比對標準作業程序,數據合乎環保署標準規範,並於8月19日起開始巡檢作業,截至9月底共執行260台次,計有比對資料有缺失5台,5台因大氣環境濃度低於規範標準(≤15μg/m3)需再進行補掛測。 4.第四季已於10月及11月完成巡檢250台,11月未達標準6台設備,其中2台巡檢期間比對機接收率不足,4台比對結果BIAS(%)>30,已於12月份重新補做巡檢比對作業。 5.整體250站數據上傳完整率平均為98.6%,107年度200站完整率平均為98.6%,108年50站完整率平均為98.7%,符合契約規範「感測器有效資料完整率達90%以上」之目標 (二)新建5具氣象監測儀 1.3月份完成新建5具氣象監測儀,透過風向、風速等資料來輔助判別污染方向及擴散方向,進一步強化污染熱區分析,提升空氣污染治理效率。 (三)熱區數據分析 1.依嘉義市區域將感測器分12群,統計109年1月至11月PM2.5月平均,整體而言各區域污染物濃度差異不大,最高19.9μg/m3和最低17.6μg/m3僅差2.3μg/m3,而排序最高平均在車站交通及社區群組區域。 2.統計從1月至11月環保署監測站與其鄰近感測器(嘉大測站)進行日均值比對趨勢一致性高,其相關性分析中,嘉大測站-1之R2為0.94,嘉大測站-2之R2為0.90,皆具高度相關性。 3.統計109年1月至11月VOCs月平均,整體而言以東市場及市中心感測族群濃度相較為高,主要分布在東市場周邊,推測為民眾活動的移動源污染,以及長期追蹤的燒烤店貢獻。 4.已完成7件裁罰件次,裁罰金額共512,000元,已達成計畫查核點3件目標 (四)民眾版環境資訊查詢平台 1.為強化平台功能及操作之友善化,透過與環保局討論平台修正事項及後續調整規劃說明可參考第三章3.4節。 2.為強化平台操作之友善化,透過與環保局討論,滾動式更新調整平台功能,目前已完成五項優化工項。 3.已完成空氣品質宣導會或宣導活動7場次。

The maintenance project of internet of things for air quality monitoring in Chiayi City during 2020

英文摘要 There are four main priorities in this issue: (一) patrol and maintenance of existing 250 stations, (二) construction of 5 meteorological monitors, (三) analysis of hot zone data, and (四) public version of environmental information query platform. (一)patrol and maintenance of existing 250 stations, 1.The comparison results of the first quarter and March did not pass a total of 7 sets, which are 3 sets with missing data and 4 sets with BIAS(%)>50%. Those who have not passed the standard must perform another inspection and comparison or directly replace with new products, including replacement of 2 equipment, and the remaining 5 units have passed the standard after the supplementary inspection and comparison. 2.In the second quarter, there were 2 units that failed to pass the inspection. They were 1 unit with missing comparison data and 1 unit with BIAS(%)>30%. Subsequent testing has been completed.. 3.In the third quarter, the inspection operation started on August 19. As of the end of September, a total of 260 units have been implemented. (三)analysis of hot zone data 1.According to the Chiayi City area, the sensors are divided into 12 groups, and the monthly average of PM2.5 from January to November of 109 is calculated.
