Given the concentration of life circle or the inconvenience of public transportation in remote areas in the past, motorcycles with the characteristics of mobility, expediency, and parking convenience have become the means of transportation relied on by the public in Taiwan. Coupled with the rapid development of industry and commerce, the number of registrations has grown rapidly. Especially in Chiayi City, which also has the above two characteristics and small in area but densely populated, so the number of motorcycles ranks second in the counties and cities of Taiwan.
There are currently 43 motorcycle exhaust inspection stations in Chiayi City to provide services for the public to complete the annual regular inspection of motorcycles. To effectively manage and supervise motorcycle inspection stations, In addition to managing the motorcycle inspection station to provide it with good test services and quality, it also conducts inspections, notifications, and propaganda. It also directs against the motorcycles in use but didn't inspect regularly in this city to fulfill the promotion of regular exhaust inspection and maintenance systems for locomotives. It is a pioneer in the whole country, with the Environmental Protection Bureau as the main body of the organization, and it includes in the city's regular inspection station for motorcycle exhaust. Chiayi City is the first to pass the international certification of TAF.
As of December 15, the progress of the implementation of the project of achieving each quantitative goal is as follows: the implementation of the control for those motorcycles which do not make the regular inspection as follows: 5,957vehicles have been patrolled inspection, with a progress achievement rate of 108.3%; 31 sessions have handled for the motorcycle interception inspection, with a progress achievement rate of 103.3%; 1,384vehicles have been inspected interception, with a failure rate of 7.2% and a progress achievement rate of 115.3%. 10,301 notifications of which do not make regular inspection motorcycle license plate recognition and 8,772 replies, with a reply rate of 85.2% and a progress achievement rate of 86.3%; 116,524 letters sent for the regular inspection postcard notification, with 2,987 returned and a return rate of 2.56%.
For improving the inspection quality of the motorcycle inspection station and the problems in the actual inspection and inspection station, the on-site real vehicle secret inspection operation has carried out for the motorcycle inspection station within the jurisdiction. We can use the on-site real vehicle inspection operation to investigate the lack of improvement in the inspection station, whether there are improper repairs or forced repairs, and an arbitrary increase in maintenance costs. Through this real vehicle inspection operation, the inspection station can improve the implementation of quality assurance and quality control for various operations such as inspection process and inspection quality, and improve the credibility of the inspection data. We have carried out on-site real vehicle inspection 43 stations, and 4 of them have violated the relevant operating regulations of the “Regulations Governing Motor Vehicle Air Pollutant and Noise Emission Testing Organization” according to the severity of the circumstances.
On December 12, 2019, the Environmental Protection Administration, Executive Yuan announced the "Regulations Governing the Subsidy of Replacement of Old Motorcycles." Since 2020, the government has given subsidies for replacing old motorcycles with electric two wheelers and phase VII fuel oil motorcycles. Chiayi City eliminated 8,997 old locomotives from January to December, 15 in 2020, reaching the Environmental Protection Administration’s annual approved target of 7,595 with 118.5%, ranking the second one in Taiwan. The estimated emission reductions are PM10 with 2.15 MT/year, PM2.5 with 1.63 MT/year, NOx with 8.52MT/year, NMHC with 41.75MT/year, and CO with 110.11MT/year.
