“2020 Tainan City’s Construction sites Management and Inspecton Project” (the project) , which executed from May 13,2020 to April 30, 2021(the period), is a continuing project carried out the past years’ rountin on inspecting the construction sites and promoting latest relvent regulations. During the period, there are 7,808 new contruction sites decleard the Air Pollution Control Fees, is total amout of NT$ 298,513,342. The 6,547 cases of completed-contract construction sites with NT$24,219,189 in overpayment refunds NT$ 31,440,468 in total repayment. Besides, 1,292 cases of construction sites were an overdue declaration of air pollution control fees and been added delinquency charges to any amount not paid after the deadline. Over 1,292 cases had been imposed upon interest fee that did not pay within the deadline and over 30 days, a total amount of NT$ 3,215,782. Follow the above construction sites declared the air pollution control fees, which totaled NT$ 308,950,403. In addition, in terms of cloud system usage, the internet applying ratio is 35.47%, the payment notices ratio of internet cloud download is 63.62%, and the overall cloud system usage rate is 99.09%.
In terms of the safety inspections in construction sites, there are 12,558 sites under construction and 9,771 construction sites have been inc1uded within 18,851 times of the inspecting management, and control rate was 77.8%. With respect to conformity rate 90.7% rached acceptable levels of regulatory compliance construction of the first category was 90.7% and the second was 90.8%. Through the management pollutions of the project’s inspections were 19,297.03 tons, the control rate is 96.18% with the estimated PM10 emission of construction sites was 11,146.37 tons. After through the project's management, the actual emission downed from 12,222.6 tons to 7,840.86 tons, which shows that emission reducing rate was 60.92%.
Moreover, the project conducted the 82 construction sites in total among of 41,389.29-kilometer street sweeping and washing. The implementation rate of investing in waste soil was 97%, and 14 construction sites covered by 292,683m2 straw mats to reduce open- burning actually.
In the control of open-burning straw, the insoections of rice cultivation area were 20,803.85 hectares, and there were still 43 sites occurred straw open-buring that burned 11.5 hectares. Then, the project made “Non-Open-Burning Artic1e" agreement with 193 contracted farmers among 4 rice manufacturing associations, total rice paddy reached 807.25 hectares.However, the project held 15 small-scale public communication activities, and published 14 days news ticker and visted 120 chiefs of Village to boradcast.
On the other hand, the project conducted the barren land of investigation and consulting improvement, total of 63.76 hectare in 63 improvement sites, including 21.25 hectare of normail barren land and 42.51 hectare of river barren lands.
In terms of folklore pollution reduction work, the project held 2 session for cross-bureau coordinate meeting before the Chungyuan Festival ,and explained the detail works related to strengthening the removal of incense to avoid fire, removing plastic bags and other non-paper money items. Then, we held 1 explanatory conference to exchange and discuss the situation and suggestions for denotation instead of burning ghost money. Finally, conducted 1 award ceremony of return blessing. During the period of Chungyuan Festival, there are 731 units participated in the converge-burning acitivities. Most of them are from apartment building and community 277 times, followed by the temple 140 times. The total weight of converge-burning Ghost Money is 595.19 ton, inclusive of ossuaries, temples, communities, institutions, schools, companies,and markets. In order to maximazed the project’s publicity, the project encourage citizens to replace the ghost money with charity donations. The acitivities were not only attracted 4,388 people to participat, but also accumlated donation amout of NT$2,622,262. Then, project reduced 57,68 tons of ghost paper weight from such activities.
