109年度臺南市加強街道揚塵洗街計畫

中文摘要 臺南市政府環境保護局為有效改善車行揚塵污染問題,並延續歷年施政方針,特專案辦理「109年度臺南市加強街道揚塵洗街計畫」,統計109年4月7日至110年4月6日間,本計畫規劃執行進度及達成狀況,如表一及表二所示,茲將現階段各項工作執行成果摘要說明如下: 一、本計畫執行道路洗街作業長度合計71,362.5公里,計畫進度總達成率為101.9%,總計洗街用水量為77,082.99噸,平均逐月單位長度(公里)用水量皆為1.08公噸,總平均單位用水量亦相同,均大於合約規範用水量。 二、本計畫共規劃有14處之合格放流水取水點,分別於109年5月、109年8月、109年11月及110年2月,完成4次水質檢測作業;各取水點懸浮固體(SS)濃度介於<2.5~39 mg/L之間,均符合本計畫用水規範;氫離子濃度(pH)介於6.7至8.9之間,亦均符合本計畫用水規範;溶氧量(DO)介於1.3~9.0mg/L之間,其中第2次水質檢測安平水資源中心(DO)為1.3 mg/L與官田水資源中心(DO)為2.5mg/L,此兩處水質不合格於收到局內函文暫停使用,於6/1取水複驗,檢測結果符合陸域地面丁類水質標準,pH為7.0~7.5,SS為2.5~9.4 mg/L,DO為5.8~6.8 mg/L,複驗合格於6/13開始取用。並於109年9月新增2處取水點,採樣檢測後pH為6.7~7.0,SS為<2.5mg/L,DO為4.0~6.2 mg/L,均符合陸域地面丁類水質標準。 三、進行道路髒污調查作業,共計完成道路普查分級共1,312條,合計4,406.20公里,其中A級道路共1,200條,計3,947公里(佔89.6%);B級道路共112條,計459.2公里(佔10.4%);且無C級道路。 四、109年度街塵檢測洗街前平均街塵介於0.3680~2.0645 g/m2,洗街後平均街塵介於0.1092~0.4823 g/m2,整體削減率為75.78%,由街塵檢測結果顯示,洗街作業前後街塵之去除效果,因各路段平均負荷量不同,在第一季去除效益整體較第二~四季低,主因洗街前道路街塵已低,能再清洗走之街塵可能有限,故第二季去除效率較高,但整體洗街作業削減率仍有75.78%以上成效。 五、彙整本市各主要道路維護權責單位洗掃長度,現階段本計畫共完成洗街作業總長度(統計至4月)達71,362.50公里、各區清潔隊合計執行洗掃作業312,999.14公里、交通部公路總局各工務段合計35,538.00公里、清管科委外掃街計畫執行掃街作業81,844.90公里、本市各工業區服務中心和企業道路認養合計執行洗掃作業27,408.06公里、營建工地道路認養合計執行39,521.73公里。總計本市推動洗掃作業總長度為572,383.33公里,詳表7.1.1-1;依據行政院環境保護署訂定之洗掃街作業對TSP削減之公式計算,推估可削減TSP達7,520.66公噸(因企業認養大多為環境清潔,對於懸浮微粒削減較為薄弱,故TSP削減量便不列入計算)。 六、計畫期間邀集農政單位、警政單位,一同辦理1場次協商會,及一同邀集代耕業者辦理3場次宣導會,分別為麻豆場、後壁場、新營場,由農業局「農機證/農機號牌辦理事宜」、警察局「農耕機具未懸掛號牌取締」及環保局「農耕機上路污染道路改善」進行宣導,共計聯合宣導80位業者、民眾參與。 七、本計畫依據109年08月28日分工協商會議決議,15區高農作公所需提出兩條示範道路,共計30條,計畫執行期間共計查獲11件次污染狀況,皆經第一次複查後改善故無進行插旗。 八、109年度問卷調查中,訪問洗街路段里長,調查中執行道路洗街作業之後,對於道路揚塵改善程度表達好以上等級佔81%;洗街車執行道路洗街作業,是否會造成您的困擾問項中表達不困擾及非常不困擾合計佔92%;並滿意洗街作業者佔81%,且100%肯定使用回收水洗街,可見計畫執行仍有其一定成效性。 九、本計畫現階段亦執行多項積極管制作業,包括:1.已完成舉辦4場次內部工作檢討會等相關會議;及2場次教育訓練;2.空品惡化緊急應變措施;3.協助局內進行宣導作業;5.配合環保署逸散污染源空氣污染物排放管制及減量計畫通報清掃作業。

Tainan City Project for Intensified Dust Flushing in 2020
