Chiayi City East (including Gonghe) Market and Yonghe Market (hereinafter referred to as the two markets) are two of the most important traditional markets in the city. People have long developed the habit of riding scooter for shopping. Especially in the case of intensive and slow driving, businesses that use roads to set up vendors and consumers will be forced to inhale exhaust gas unintentionally. According to past traffic surveys, these two markets are the main hot zone for scooters. There are more than 10,000 vehicles entering and leaving the hot zone every day. They are also the main spots where high-polluting scooters appear.
Therefore. This year the Environmental Protection Bureau of Chiayi City Government (hereinafter referred to as the Environmental Protection Bureau) intends to promote through the air quality maintenance demonstration zone to control vehicles in the two markets in a gradual manner, so that people will gradually change their in-vehicle shopping habits and reduce their mental resistance in the setting of the air quality maintenance demonstration zone in the next 1-2 years. In addition, the high-tech license plate recognition system is used to screen the vehicles in traditional markets to master the user base, so as to draw up the reference for subsequent control strategies.
The implementation progress of the project ends on December 15th, and the progress of each quantitative goal is as follows: 531 audited uninspected vehicles, and 475 were responded. The response rate was 89.5%, with a progress rate of 106.2%; 5,134 uninspected vehicles for license plate identification in the traditional markets were notified, and 4,714 were responded. The response rate was 91.8%, and the progress rate was 102.7%. 2 sessions of community vehicle regular exhaust inspection promotion were completed; the progress rate was 100%. Cooperation with the community to hold 8 trial riding experience promotion activities was 100% completed.
At the entrances or exits of the traditional markets on the main roads, 6 sets of license plate recognition systems (4 sets in the East (including Gonghe) market and 2 sets in the Yonghe market) are set up, and a wireless network is configured for identification photo transmission. According to statistics of 6 fixed license plate recognition systems, from February 6th, 2020 to October 31th, 2020, 2,110,626 vehicles were recognized. If the repeated plates were deducted, the number of vehicle license plate recognition is 192,521. There is little difference in the average daily traffic volume between workdays and holidays at various locations. The average daily traffic volume per station is about 1,400 vehicles. Further analysis of the hourly average traffic volume in each market shows that peak traffic occurs during business hours from 7-11, and the traffic flow is about 170-100 vehicles/hr., and maintains a smooth traffic flow after 13:00. In addition, there is a small wave of traffic peek at 17:00 due to the evening market, which is about 88 vehicles/hr. The traffic volume during the opening hours accounts for about 65% of the traffic flow throughout the day; therefore, traffic control during the opening hours is very important.
After analyzing the sole data of the license plate numbers, it is found that the distribution of the two-stroke and four-stroke motorbikes is mostly four-stroke motorbikes, but the use ratio of two-stroke motorbikes is about 1% higher than that of other road surveys, and the proportion of uninspected vehicles for two-stroke motorbikes is about 17%, which is about 4 times that of four-stroke motorbikes. In addition, old vehicles (vehicles before Phase 4) accounted for a total of 27%, taking a considerable portion of vehicles in the two markets. In the early stage, direct control of old vehicles will inevitably lead to a greater backlash. Due to the above analysis and consideration of the impact of the control of the demonstration zone, this year's demonstration zone (East (including Gonghe) market) control plan does not prohibit uninspected two-stroke vehicles from entering the zone at all times. It has been announced on October 20th that the East (including Gonghe) market is a demonstration zone for air quality maintenance in Chiayi City. The control range expands from Heping Road in the east to Wufeng North Road in the west, and Minzu Road (Guanghua Road) in the south to Gongming Road in the north. Two-stroke vehicles that have not completed the annual regular inspection are not allowed to enter this area. The control method is to set up license plate recognition systems and personnel inspections in the control area, and screen out two-stroke vehicles that have not completed the regular exhaust inspection, and notify the owner to complete the regular inspection within certain time limit. If there is no improvement within the time limit, the vehicle owner will be fined according to the provisions of Article 44 of the Air Pollution Control Act.
