109年新北市逸散性粒狀污染物管制計畫

中文摘要 新北市逸散性粒狀污染物管制計畫,執行期程12個月,目前執行人力共計3人,整體工作皆依計畫目標及規劃內容持續推動,執行成果摘要如下。 (一)作業機具資料盤查 固定逸散源施作機具清查作業已完成158台機具調查,調查新北轄區內堆置場(33輛)、預拌混凝土廠(10輛)、窯業(7輛)、塑膠業(21輛)、電廠(8輛)、臺北港區卸料(19輛)和營建工地(60輛),清查作業結果中以挖土機(63輛)、堆高機(32輛)、鏟裝機(29輛)為主,而清查機具中廠牌以Komatsu (62輛)、Kobelco(25輛)、Toyota(17輛)為主,其中日本進口佔近九成,目前調查機具的機齡10年以上者佔將近五成,機具本身皆為自行保養且採用中油合格油品。針對現場年份久之機具,會提醒業者加強機具維護保養及頻率,降低機具污染物排放風險,或是建議業者加裝濾煙器,減少作業期間污染物排放之情形。 (二)裸露地影像調查分析 應用衛星遙測技術進行裸露地調查作業,本計畫選用SPOT-6號之衛星影像產品,地點涵蓋八里、汐止、林口和樹林共4個區域。經NDVI 分析及 GIS 相關輔助圖資配合,於八里、汐止、林口和樹林共發現7處疑似裸露地。 (三)固定逸散源管理系統建置 固定逸散源管理系統建置工作,目前已完成列管資料系統、裸露地管理系統、巡查派遣系統、自主管理雲端管制系統、CCTV監控智慧管理系統等五部分功能,並已於109年4月24日完成辦理教育訓練說明會,可線上填報案件等相關審查事宜,並完成管理後台整合資料之完整性。帄台之建立也提供現場巡查人員執行線上查核作業,並可減少紙本作業以舒緩人力負荷,透過線上案件之填報,環保局也可即時掌握現場情況,在以往紙本作業上,業者於現場較不易瞭解缺失情況與方便性,透過線上填報系統,目前自主回報列管業者中,用以輔助現場巡查人員於作業效率上,大幅改善業者對於缺失之認知度,並可更快速了解狀況。 (四)固定逸散源法規符合度查核 執行固定逸散源逸散性法規符合度查核作業,目前已完成438件巡查作業。行政區分布結果中,以鶯歌區巡查次數最多,占比達22.1%、其次依序為八里區(15.5%)、汐止區(10.7%)、樹林區(8.0%)、三峽區(7.8%)和林口區(6.6%),合計約占總巡查件數70.8%。本年度執行結果,轄內管制對象巡查總計438處次,其中無缺失案件總計346處次,總巡查法規符合度為79.0%,需改善廠家經後續輔導後,204列管家數其法規符合度可達90.0%。 (五)企業參與自主管理及洗掃認養 彙整企業參與自主管理及洗掃認養情形,累計至109年11月份共93家業者洗掃認養,每個月帄均洗掃長度為610公里,參與業者中採以道路洗掃同時進行計42家,採洗街方式者為30家,其餘21家以掃街方式執行。洗掃頻率中35家為每日1次,45家每日2次以上,每週洗掃業者後續將輔導增加洗掃次數。而道路髒污分級中,執行期間內已巡查業者93家中,有75家業者列為A級,18家列為B級,並未有列為C級之業者。 為提升企業參與自主管理及洗掃認養狀況,後續精進建議輔導方式除巡查過程現場教學業者或電話通知外,將透過相關計畫辦理之宣導會議說明,使業者瞭解管理帄台的操作及回報內容。若有其必要將協請環保局以正式函文提醒業者線上提報,回報操作許可證核定內容之執行情形。

The particulate pollution control program of effusion in New Taipei City in 2019~2020

英文摘要 The New Taipei City Fugitive Granular Pollutants Control Plan has a 12-month implementation period. There are currently 3 people in total. The overall work is continuously promoted in accordance with the plan's goals and planning content. The summary of the implementation results is as follows. (1) Inventory of operating tool data The inventory of fixed fugitive source construction machinery has been completed. 158 machinery and tools have been investigated, and the storage yard (33 vehicles), ready-mixed concrete plants (10 vehicles), kilns (7 vehicles), plastics industry (21 vehicles), and power plants in the New Taipei area have been investigated. (8 vehicles), unloading (19 vehicles) and construction sites (60 vehicles) in the Taipei Port Area. The results of the inventory operation include excavators (63 vehicles), stackers (32 vehicles), and shovel loaders (29 vehicles). The main brands of inventory machines are Komatsu (62), Kobelco (25), Toyota (17), of which nearly 90% are imported from Japan, and nearly five of them are surveyed machines with more than 10 years of age. The equipment itself is self-maintained and uses CNPC qualified oil. For the equipment with a long history on site, the industry will be reminded to strengthen the maintenance and frequency of the equipment to reduce the risk of pollutant emission from the equipment, or it is recommended that the industry install a smoke filter to reduce the emission of pollutants during the operation. (2) Investigation and analysis of bare ground images Satellite telemetry technology is used to conduct surveys on bare areas. This project uses SPOT-6 satellite imagery products, covering 4 areas including Bali, Xizhi, Linkou and Shulin. After NDVI analysis and GIS related auxiliary maps, a total of 7 suspected bare areas were found in Bali, Xizhi, Linkou and Shulin. (3) Establishment of a fixed source management system The establishment of a fixed source management system has completed five functions including the train management system, the bare area management system, the inspection dispatch system, the self-management cloud control system, and the CCTV monitoring and intelligent management system. It was completed in April 109.
