According to the modified announcement by Environmental Protection Administration Executive Yuan, R.O.C. (EPA) in 2014, air quality in Kaohsiung and Ping-Tung areas didn’t meet the air quality standards. "The Project of Total Quantity Control of Air Pollution in Kaohsiung and Ping-Tung Areas" was promulgated by EPA according to Article 8 of the Air Pollution Control Act on June 30th, 2015, and implemented in Kaohsiung and Ping-Tung as the primary area.
This project is accomplished by EPA with the aim of promoting “The Project of Total Quantity Control of Air Pollution in Kaohsiung and Ping-Tung Areas”, also including “The Criteria for The Authorization of The Pollutant Emissions Quantities of Existing Stationary Pollution Sources” and the “Regulations for the Authorization of the Emissions Reduction Quantities Difference for Banking, Offsetting or Trading” and other regulations of official announcement. The others are to assist the Environmental Protection Bureau Kaohsiung City Government (EPB) to promote and implement total quantity control in Kaohsiung and Ping-Tung areas, and also continue to improve and enhance the air quality in Kaohsiung city. Furthermore, this project provides a collection of examples of total quantity control of air pollution. Review and analysis contribute to the implementation method of the total quantity control as a reference in future work of enhancing the air quality in Kaohsiung city.
The main work during the implementation of this project was to handle the application, review, issuance, and management of documents of the project of total quantity control for factories (e.g., emissions approval, specified reduction, approval of reduction difference credit, and alternative method of pollution reduction). All applications accepted by the agency before the implementation date of the project need to complete review and issuance within the regulations time limit from the date of project implementation. Site surveys of factories should be implemented before the issuance of total quantity documents (e.g., emissions approval and difference credit of reduction). The others are to assist the agency to handle specific reduction situations for emissions of factories, alternative method results of specific reduction, and implementation situation of reduction promise.
In addition, depending on the implementation situation of the total quantity control, it is also necessary to handle the relevant review, issuance, and execution of the emission reduction credits of the exchange, trading, extension for factories. Site surveys of factories were implemented if the target of specific reduction didn't meet the standard. The relevant information on the webpage of this plan continued to maintain and update for inquiries and publicity by the authorities and factories. Model simulation analysis offered a review of the difference between before and after the implementation of total quantity control of air pollution. Also, assist agencies to develop autonomy regulations and cooperate in participating in work review meetings.
