109年度嘉義縣有害空氣污染物監控暨污染清查防制計畫

中文摘要 本計畫工作期程自民國109年9月9日至109年12月31日止,本計畫各項工作進度之達成情形詳如表1所示,並說明執行成果如下: 一、揮發性有機污染物及有害空氣污染物監測作業(相關資料詳閱4.1節) 本計畫共完成2場次環保署新港空氣品質測站(秋、冬各1次,共2次)有害空氣污染物之監測作業,並分析揮發性有機化合物87項物種、醛類化合物16項物種、多環芳香烴17項物種及酸鹼氣體10項物種等,第1場次於9月28日~9月29日假環保署新港空氣品質測站執行有害空氣污染物之監測作業,分析結果如下所示。 1.執行揮發性有機化合物87項物種監測及分析作業,分析結果共有4項物種有濃度檢出,分別為甲醇、乙腈、丙酮及二氯甲烷,其中二氯甲烷檢出濃度為928ppb略高於固定污染源有害空氣污染物排放標準(草案)之濃度750 ppbv,其他83項物種均小於偵測極限或小於實驗室檢量線最低濃度值。 2.執行醛類化合物16項物種監測及分析作業,分析結果16項物種均小於偵測極限或小於實驗室檢量線最低濃度值。 3.執行多環芳香烴17項監測及分析作業,分析結果共有9項物種污染物檢出,分別為萘、苊烯、苊、芴、菲、蒽、苯駢苊、芘及䓛等物種,其於物種均小於偵測極限或小於實驗室檢量線最低濃度值。 4.執行酸鹼氣體10項監測及分析作業,分析結果共有1種污染物氨氣檢出,其於物種均小於偵測極限或小於實驗室檢量線最低濃度值。 第2場次於12月14日~12月15日假環保署新港空氣品質測站執行有害空氣污染物之監測作業,分析結果如下所示。 1.執行揮發性有機化合物87項物種監測及分析作業,分析結果共有2項物種有濃度檢出,分別為甲醇及丙酮,其他85項物種均小於偵測極限或小於實驗室檢量線最低濃度值。 2.執行醛類化合物16項物種監測及分析作業,分析結果16項物種均小於偵測極限或小於實驗室檢量線最低濃度值。 3.執行多環芳香烴17項監測及分析作業,分析結果共有8項物種污染物檢出,分別為萘、苊烯、苊、芴、菲、蒽、苯駢苊及芘等物種,其於物種均小於偵測極限或小於實驗室檢量線最低濃度值。 4.執行酸鹼氣體10項監測及分析作業,分析結果共有1種污染物氨氣檢出,其於物種均小於偵測極限或小於實驗室檢量線最低濃度值。 二、調查未列管工廠及燃料、輔助燃料使用對象(相關資料詳閱4.2節) 本計畫共完成154廠次未列管工廠燃料使用之調查作業,共執行低污染工廠巡查95廠、非列管(特登)工廠59廠,各鄉鎮未列管工廠之行業別分別為其他塑膠製品製造業30廠、橡膠及塑膠加工用機械設備製造業19廠、金屬製品製造業18廠、塑膠製品製造業11廠、塑膠皮板管材製造業7廠、機械設備製造業7廠、木竹製品製造業5廠、汽車及其零件製造業5廠、家俱製造業4廠、紙漿及紙製品製造業3廠、非金屬礦物製品製造業3廠、塑膠膜袋製造業3廠、食品製造業3廠、塑膠原料製造業1廠、塑膠外殼及配件製造業1廠、印刷製造業1廠、成衣及服飾品製造業1廠、其他化學製品製造業1廠、其他紡織製品製造業1廠、其他製造業1廠、塑膠膜製造業1廠、電力設備及配備製造業1廠、電子零件組裝製造業1廠及停工或歇業之工廠共26廠次。 本計畫清查之結果,共有2廠有燃燒設備,分別為食品製造業-三O屋股份有限公司使用燃燒設備(鍋爐),該廠屬非列管(特登)工廠,該廠生產之產品為各式豆沙餡料;經查該廠已向本局申請空污費之申報,查驗最近半年之申報,均有申報,申報金額為零。 第二廠為傢具製造業欣O企業股份有限公司二廠,該廠屬低污染工廠,該廠使用乾燥爐進行產品鐵架烘乾,燃料使用為天然氣,燃料年使用量為13,000度,經查該廠應列管,然廠方尚未進行申請,未來將委由環保局長期計畫後續追蹤管控。 三、餐飲業防制設備管制輔導作業(相關資料詳閱4.3節) 本計畫共完成135家餐飲業防制設備管制輔導作業,本計畫執行餐飲業巡查輔導之鄉鎮,以太保市37家次及朴子市35家次為最多、其次為民雄鄉27家次、新港鄉24家次、水上鄉10家次及六腳鄉2家次;就已清查對象之污染防制設備設置情形進行分析,僅有集氣設備業者共10家(佔7.4%),設有擋板、濾網及水幕式煙罩等業者共20家(佔14.8%),設有集氣設備+管末設備共32家(佔23.7%);設有集氣設備+前處理設備及管末設備之業者共53家(佔39.3%);未裝設任何防制設備之業者共7家(佔5.2%)及歇業或未營業共13家(佔9.6%)。 餐飲業巡查作業查核餐飲業者裝設前處理設備或管末設備共105家(佔77.8%),未裝設管末設備之業者為17家(佔12.6%)及歇業或未營業共13家(佔9.6%),合計共135家。 四、餐飲業實際改善作業(相關資料詳閱4.4節) 本計畫專案輔導後進行實際改善之業者,因業者均屬小型餐飲業業或攤販業者,因污染量較小且多數為承租之業者,裝設防制設備之空間有限,本計畫則建議裝設簡易水洗設備,設備較便宜且容易進行維護保養工作,經專案輔導共有20家餐飲業進行設備安裝及操作,推估其削減量分別為PM10 0.612公噸、PM2.5 0.421公噸、NMHC 2.3公噸,建議未來由常態計畫執行餐飲業稽巡查輔導作業時,應向餐飲業者宣導加強污染防制設備定期維護保養之工作。

The Hazardous Air Pollutants Emission Inventory Monitoring, Audit and Pollution Control Plan of 2010 in Chiayi County

英文摘要 The work period of this project is from September 9, 2020 to December 31, 2020. The progress of the work of this project is shown in Table 1, and the implementation results are as follows: 1. Monitoring of Volatile Organic Pollutants and Harmful Air Pollutants (see section 4.1 for details) This project has completed 2 sessions of the Environmental Protection Agency’s Xingang Air Quality Monitoring Station (1 time each in autumn and winter, 2 times in total) to monitor harmful air pollutants, and analyzed 87 species of volatile organic compounds and 16 species of aldehydes. , 17 species of polycyclic aromatic hydrocarbons and 10 species of acid-base gases, etc. The first session was performed at the Environmental Protection Agency's Xingang Air Quality Monitoring Station from September 28 to September 29 to monitor harmful air pollutants. The analysis results showed that a total of 9 species pollutants were detected, including naphthalene, acenaphthylene, acenaphthene, fluorene, phenanthrene, anthracene, phenylene, pyrene, and other species. Perform 10 monitoring and analysis tasks for acid and alkali gases, and the analysis results have a total of 1 pollutant ammonia detected, which is less than the detection limit or the lowest concentration value of the laboratory calibration line in the species. In the second session, the monitoring of harmful air pollutants was carried out at the Xingang Air Quality Monitoring Station of the Environmental Protection Agency from December 14th to December 15th. The plant is a non-tube (Tedeng) plant and the products are produced by this plant. It is a variety of bean paste fillings; after investigation, the factory has applied for the declaration of air pollution fee to this bureau, and the declaration of the most recent six months has been declared, and the declared amount is zero. The second factory is the second factory of the furniture manufacturing Xin O Enterprise Co., Ltd. This factory is a low-pollution factory. The factory uses a drying furnace to dry the products on the iron rack. The fuel uses natural gas. The annual fuel consumption is 13,000 degrees. The factory should be put under management, but the factory has not yet applied for it. In the future, it will be entrusted to the Environmental Protection Agency for long-term follow-up control. 3. Counseling work for the control of prevention and control equipment in the catering industry (see section 4.3 for details) A total of 135 catering industry prevention and control equipment control guidance tasks have been completed in this project. The number of villages and towns where catering industry inspection and guidance is carried out in this project is 37 in Taibao City and 35 in Puzi City, followed by 27 in Minxiong Township. , Xingang Township 24 times, Shui Township 10 times, and Liujiao Township 2 times; analysis of the installation situation of pollution prevention equipment of the inspected objects, there are only 10 gas gathering equipment companies (7.4%). There are 20 companies with baffles, filters and water curtain hoods (accounting for 14.8%), 32 companies with gas gathering equipment + pipe end equipment (23.7%); with gas gathering equipment + pre-treatment equipment There are a total of 53 companies (accounting for 39.3%) with end-of-pipe equipment; 7 companies without any control equipment (accounting for 5.2%) and a total of 13 companies closed or closed (accounting for 9.6%). The catering industry inspection operation checked 105 catering companies that installed pre-processing equipment or end-of-pipe equipment (77.8%), 17 companies that did not install end-of-pipe equipment (accounting for 12.6%) and a total of 13 closed or closed businesses ( (Accounting for 9.6%), a total of 135 companies.
