109年度土壤及地下水污染調查及查證工作計畫-臺東縣

中文摘要 臺東縣環境保護局(以下簡稱環保局)之「土壤及地下水污染調查及查證工作計畫」為每年重要的污染防治專案計畫之一,本年度工作目標包括:定期監測土壤及地下水品質、列管場址巡查與管制、污染查證及改善成果驗證作業等,以達成臺東縣土地資源永續利用之目標。 為此,環保局為持續掌握轄內土壤及地下水污染狀況,於109年度委託裕山環境工程股份有限公司(以下簡稱本團隊)執行「109年度土壤及地下水污染調查及查證工作計畫-臺東縣」(以下簡稱本計畫),整體工作均符合合約規定,完成總進度100%,詳見摘表一所示。各項工作執行成果摘述如下: 一、土壤品質調查作業 豐邑牧場周邊農地(臺東市射馬干段71地號)及雞糞肥施作農地(臺東縣卑南鄉班鳩段1117地號)皆低於食用作物農地監測標準。建議明年度可依循沼渣沼液農地Cu、Zn一年內累積增加率較高農地為基礎加強留意管制,必要時進行土壤重金屬查證作業。 二、地下水品質調查作業 蘭嶼火力發電廠、馬蘭加油站、豐里加油站、長馨加油站及三仙台加油站之11口次關切污染物VOCs及TPH均低於地下水污染監測標準,建議針對蘭嶼火力發電廠V00064之地下水鐵、錳濃度宜再注意及確認。 三、監測井維護工作 本年度共完成35口監測井內部功能檢查、外觀巡查維護作業,各監測井狀況大多良好,主要為清除枯枝落葉、雜草及重新上漆;完成6口監測井設施修復作業(卑南國小、知本國小、巨大資源回收廠、豆腐店、綠島火力發電廠-3及志航加油站監測井)。完成6口內部功能維護作業(關山國小、福原國小、知本國小、鹿野國小、豐里國小及仁愛國小),針對微水試驗及井中攝影結果異常的監測井均已改善完成;完成3口監測井廢除作業,包含V00058 (台灣鐵路局)、V00059(鹿野公所-1)及V00091 (下南寮段400地號)。 四、地下儲槽污染潛勢查核作業、網路申報查核及現場稽巡查作業 本年度已完成網路申報查核,僅有1站大富岡加油站之負責人因債務問題已不知所蹤,名下財產悉數被債主向法院聲請查封,故未完成申報,其中共有8站審查結果為異常,包含馬蘭、富池、興盛、瑞洋、南迴、主成、台東及東進加油站,主要問題為誤繕數值造成儲油量數據核對不符,均已改善完成,經現場稽巡查作業與查證後研判無污染疑慮;現場稽巡查作業時發現4站設施設備缺失,包含志航、海端、馬蘭及成功加油站,主要為測漏管標號標示不清、加油槍數與地下儲槽線上系統基本資料不符、加油機底部有油漬及底盆塗層脫落,經輔導後均已完成改善,改善率達100%;完成20家加油站測漏管查核及2點次GC,查核結果顯示永利加油站污染潛勢分級為A,經查證後研判無污染疑慮。建議明年度針對海端、馬蘭、瑞洋及大富岡加油站等及其它較久、管理較差之業者應加強留意管制。 五、土壤及地下水查驗或驗證與緊急應變 (一)志航基地:監測井地下水調查結果皆低於地下水污染管制標準。 (二)豐里加油站:土壤調查結果皆低於土壤污染監測標準。 (三)瑞洋加油站:第一次查證後發現地下水簡易井中萘為0.351mg/L,超過地下水監測標準,總石油碳氫化合物為33.4 mg/L,超過地下水管制標準,立即請業者採取緊急應變措施,並以緊急應變費用設置1口標準井,經第二次查證後土壤及地下水濃度皆低於監測標準。 (四)關山鎮溪埔段798及761地號:土壤濃度皆低於土壤污染監測標準。 (五)臺東市新園段493及494地號:土壤濃度皆低於土壤污染監測標準。 六、辦理法規說明、教育訓練會議及新聞稿宣導 本年度共完成2場次法規說明會、2場次農民宣導會、2場次內部教育訓練及8場次學校宣導活動,並製作宣導品600份、掛軸2幅及故事書400本於會議中發放,另發佈新聞稿5則、參加廣播電台以擴大宣導層面,且完成協助環保局配合土壤及地下水污染整治基金管理會20週年慶,辦理展場及展品製作規劃提報。 七、資料庫更新 本團隊已依據執行成果並於工作項目結束後30天內依規定將監測井維護保養成果、水質檢測成果、加油站查核成果等成果匯入環保署土壤及地下水資訊管理系統中。 八、協助列管場址管理 本縣污染場址總數共計1處整治場址為綠島漁港加油站,現階段已完成1月至12月巡查作業,並記錄上傳SGM系統工作,供環保署參閱。 九、協助機關辦理土壤及地下水污染整治業務績效考評作業 現階段系統考評分數為82.5分,因考評系統端尚未將公告事業管理及地方特色作業與土水宣導業務列入計分,預計本年度可得99.5分。 十一、其他 本團隊已完成評選之承諾事項,針對土壤品質調查作業(豐邑牧場及卑南鄉斑鳩段1117地號)完成2點次XRF篩測作業。

Investigation and Verification of Soil and Groundwater Pollution in Taitung County in 109.

英文摘要 The "Soil and Groundwater Pollution Investigation and Verification Work Plan" of the Taitung County Environmental Protection Bureau (hereinafter referred to as the Environmental Protection Bureau) is one of the important annual pollution prevention and control projects. The work objectives of this year include: regular monitoring of soil and groundwater quality, Site inspection and control, pollution verification and improvement results verification operations, etc., to achieve the goal of sustainable use of land resources in Taitung County. To this end, the Environmental Protection Agency, in order to keep abreast of the soil and groundwater pollution in its jurisdiction, commissioned Yushan Environmental Engineering Co., Ltd. (hereinafter referred to as the team) in 109 to implement the "109 Soil and Groundwater Pollution Investigation and Verification Work Plan-Taitung "Counties" (hereinafter referred to as this plan), the overall work is in compliance with the contract requirements, and the total progress is 100%. See the summary table for details. The results of various tasks are summarized as follows: 1. Soil quality survey operations The farmland around Fengyi Ranch (No. 71, Shemagan Section, Taitung City) and chicken manure farmland (No. 1117, Banjiu Section, Beinan Township, Taitung County) are below the monitoring standards for food crop farmland. It is suggested that next year, we can follow the agricultural land with high cumulative increase rate of Cu and Zn in biogas residue and biogas slurry in one year as the basis to strengthen attention and control, and conduct soil heavy metal verification operations when necessary. 2. Groundwater quality survey operations The VOCs and TPH of the 11 secondary pollutants of concern at Lanyu Thermal Power Plant, Malan Gas Station, Fengli Gas Station, Changxin Gas Station and Sanxiantai Gas Station are all lower than the groundwater pollution monitoring standards. It is recommended to target Lanyu Thermal Power Plant V00064 The concentration of iron and manganese in the groundwater should be noted and confirmed. 3. Maintenance of monitoring wells In this year, a total of 35 monitoring wells have been inspected for internal functions and appearance inspections and maintenance. Most of the monitoring wells are in good condition, mainly for removing litter, weeds and repainting; completing the restoration of 6 monitoring wells (Beinan Elementary School) , Zhiben Elementary School, Giant Resource Recovery Plant, Tofu Shop, Ludao Thermal Power Plant-3 and Zhihang Gas Station Monitoring Well). Completed 6 internal functional maintenance operations (Guanshan Elementary School, Fuyuan Elementary School, Zhiben Elementary School, Luye Elementary School, Fengli Elementary School, and Renai Elementary School), and improved monitoring wells for abnormal water test and well photography results Completed; Completed the abolition of 3 monitoring wells, including V00058 (Taiwan Railway Administration), V00059 (Luye Gongsuo-1) and V00091 (Xia Nanliao Section 400). 4. Pollution potential check of underground storage tanks, online reporting and checking, and on-site inspections This year, the online declaration and verification have been completed. Only one person in charge of the Dafugang gas station has disappeared due to debt problems. The creditor requested the court to seize all the property under his name. Therefore, the declaration has not been completed. A total of 8 stations have been reviewed. Anomalies, including Malan, Fuchi, Xingsheng, Ruiyang, Nanhui, Zhucheng, Taitung, and Dongjin gas stations. The main problem is that the oil storage data does not match due to incorrect values. All of them have been improved and completed. After verification, it was judged that there was no concern about pollution; during on-site inspections, it was found that the facilities and equipment of 4 stations were missing, including Zhihang, Haiduan, Malan and Chenggong gas stations, mainly because of the unclear labeling of leak detection tubes, the number of fuel guns, and the underground storage tank The basic system information is inconsistent, the bottom of the tanker has oil stains, and the bottom pan coating is peeling off. After counseling, the improvement has been completed, with an improvement rate of 100%; 20 gas station leak detection tube inspections and 2 GC points have been completed. The inspection results show Wynn The gas station's pollution potential is classified as A, and after verification, it is determined that there is no concern about pollution. It is recommended that next year, Haiduan, Malan, Ruiyang and Dafugang gas stations, as well as other long-term, poorly managed businesses, should pay more attention to control. 5. Soil and groundwater inspection or verification and emergency response (1) Zhihang Base: The groundwater survey results of monitoring wells are all below the groundwater pollution control standards. (2) Fengli Gas Station: The soil survey results are all below the soil pollution monitoring standards. (3) Ruiyang Gas Station: After the first verification, it was found that the naphthalene in the groundwater simple well was 0.351mg/L, which exceeded the groundwater monitoring standard, and the total petroleum hydrocarbon was 33.4 mg/L, which exceeded the groundwater control standard. Please immediately ask the operator to take emergency measures. Contingency measures were taken, and a standard well was set up at the cost of emergency response. After the second verification, the soil and groundwater concentrations were lower than the monitoring standards. (4) 798 and 761 of Xipu Section of Guanshan Town: The soil concentration is lower than the soil pollution monitoring standard. (5) Numbers 493 and 494 of Xinyuan Section, Taitung City: The soil concentration is below the soil pollution monitoring standard. 6. Handle regulations, education and training meetings and press releases This year, we completed 2 legal briefings, 2 farmer publicity meetings, 2 internal education and training sessions, and 8 school publicity activities, and produced 600 publicity materials, 2 hanging scrolls and 400 story books for distribution at the conference. In addition, issued 5 press releases, participated in radio stations to expand the level of publicity, and completed assisting the Environmental Protection Agency to cooperate with the 20th anniversary of the Soil and Groundwater Pollution Remediation Fund Management Meeting to handle the exhibition and exhibit production planning and reporting. Seven, database update The team has incorporated the results of monitoring well maintenance, water quality testing, and gas station verification results into the soil and groundwater information management system of the Environmental Protection Agency based on the implementation results and within 30 days after the end of the work project. 8. Assist in managing the site management The total number of polluted sites in this county is one remediation site, which is the gas station at Ludao Fishing Port. The inspection operation from January to December has been completed at this stage, and the work of the SGM system has been recorded and uploaded for the EPA's reference. 9. Assist the agency in handling the performance evaluation of soil and groundwater pollution remediation operations At this stage, the system test score is 82.5 points, because the evaluation system has not yet included the announcement business management, local characteristic operations, and soil and water promotion business into the score, it is expected to get 99.5 points this year. 11. Other The team has completed the commitments for the selection, and completed two-point XRF screening operations for the soil quality survey operations (Fengyi Ranch and No. 1117, Peinan Township).
