109年度中石化(台鹼)安順廠整治場址 監督查核應變計畫

中文摘要 本計畫執行期程自109年6月30日起至110年12月29日止,共18個月。透過監督查核工作,督促中石化公司確依核定整治計畫執行,俾如期如質達整治目標;進行污染整治相關工作之監督驗證,包括整治施工期間之採樣監督驗證及整治後之驗證查核,以驗證整治成效;藉由定期環境監測作業,掌握環境品質避免造成居民生活環境之二次污染。茲就執行期間之工作成果摘要說明如下。 【審查污染整治相關計畫】部分,本計畫已協助環保局審查中石化公司所提送之污染整治相關計畫共計124份,包括污染整治計畫相關計畫47份、污染整治計畫執行進度報告5份、污染整治計畫月報34份、環境監測報告10份、實廠處理及驗證報告27份及其他文件1份,相關計畫經環保局審查完成據以實施。 【執行監督查核工作並設置駐場人員】部分,本計畫已出席或協助召開之相關會議共75場次,包含2場次整治執行進度居民說明會、8場次現場查核會議、9場次推動小組審查會、2場次專案小組會議、16場次驗證查核會議及38場次其他會議。每季核算中石化安順場址整治工程進度,目前落後工項共1項,分別為「污染土、底泥處理─熱處理(旋轉窯、裂解爐)」落後15.3%。駐場人員執行24小時整治場址監督查核工作,藉工地聯繫及缺失改善追蹤之雙重機制強化管理,共發出工地聯繫紀錄143件,類別包括作業品質缺失82件、環境巡邏缺失28件、勞工安全缺失6件及二次污染缺失27件,另開立整治施工品質缺失記點6件,相關聯繫及缺失均要求中石化公司於期限內改善完成。 【污染整治及周界管制區管理工作】部分,本計畫設置24組監視系統,監控場區及周邊停養魚塭區;駐場人員每日(含例假日)至少進行2次不定時巡邏並填寫巡邏紀錄表,管制區管理工作發生缺失(異常)項目包括環境巡檢11件及魚塭巡邏5件,總計16件。針對管制區周界圍籬於108年7月全數架設完成,迄今未有民眾誤入或垂釣等情事發生,因此要求中石化公司優先加強周邊圍籬維護修繕作業,俾避免因圍籬損壞造成民眾誤入。另合格土回填停養魚塭圍籬架設,已於109年10月完成圍籬防塵網架設作業,避免運輸期間揚塵污染。 【污染整治監督驗證】部分,本計畫執行期間熱處理實廠每月執行1組尾氣檢測,累計執行18次,其中109年8月因遭逢豪大雨造成場內積水與熱處理設備受損,故無法進行一般項目檢測作業;110年8月因第二套熱處理啟動試運轉及第一套熱處理系統修繕等原因,故無法進行戴奧辛及呋喃檢測作業,歷次檢測結果均符合排放標準。而熱處理處理土效能驗證作業完成32,317.55公噸,採樣數量共32組,驗證結果均符合土壤污染管制標準。濕處理實廠每半年執行1組尾氣檢測,累計執行3次,歷次檢測結果均符合排放標準,而濕處理處理土效能驗證作業完成89,764.48公噸,採樣數量共88組,驗證結果均符合土壤污染管制標準。 針對海水池B區底泥污染移除,本計畫於109年7月完成56點採樣驗證分析,計12點驗證未通過,已建議環保局責成中石化公司針對整治成效不彰問題進行檢討及提出因應改善對策,並限期改善。中石化公司於109年9月提送改善計畫,環保局於109年10月14日同意備查並限期於110年6月21日改善完成。中石化公司於110年2月再次提送待改善區域自主驗證合格竣工報告,本計畫協助環保局於110年3月完成海水池B區待改善區域複驗(計13網格)採樣,總計採樣18組分析汞及戴奧辛,本次驗證結果均符合整治計畫標準(戴奧辛<500 ng I-TEQ/kg、汞<10 mg/kg),另本次驗證費用已由中石化公司支付完成。 【整治期間之周界環境品質監測】部分,周界空氣品質每季執行3組,累計執行18組,監測結果均符合空氣品質管制標準,惟110年2月PM2.5部分測值有超過空氣品質標準情形,經與安南區整體空氣環境背景值比較有一致趨勢,研判非受本場址整治工程影響。 【應變必要措施及陳情案件處理】部分,綜合廢水效能原則每月抽檢1次,另執行2次汛期之緊急應變排放水採樣、2次新增砂濾系統排放水採樣及11次綜合廢水廠放流水功能查核/複驗,總計執行15次水質監測作業,場內排放水/放流水發生2次超標情況,其餘水質均符合整治計畫標準。 109年9月25日當地居民於第59次現場查核會議提到「憂心回填至停養魚塭區之合格土,遇水會造成戴奧辛或汞污染等問題」,本計畫依里民意見進行魚塭回填區土壤採樣作業,查證合格土遇水是否會再造成戴奧辛或汞污染等問題,本計畫於109年11月27日針對第一批熱處理廠處理效能合格土回填區域進行1組採樣,並檢測分析汞及戴奧辛,監測結果均低於管制標準。 中石化公司於110年11月提出五氯酚區I-1區及II-1區污染移除自主驗證竣工報告,環保局委託本計畫啟動應變措施,於110年11月召開五氯酚區I-1區及II-1區污染移除成效驗證會議,並依會議結論進行12點採樣進行分析汞及戴奧辛,其中五氯酚II-1區計3點之戴奧辛濃度超過土壤污染管制標準,未符合改善整治目標,本計畫已建議環保局責成中石化公司針對未符合區域執行改正措施,並重新向環保局申請複驗,屆時複驗所需費用應請中石化公司自行負擔。 【行政管理及人力支援】部分,完成派駐2名駐局人員及5名駐場人員,租用24組監視設備及1組無人飛行載具(UAV)協助場址監控管理,每月5日前提交上月工作月報,定期更新中石化專屬網頁內容,出席或協助召開之相關會議共75場。

The 109 annual plan of supervision and emergency response measures relating to China Petrochemical Development Co. An-Shun Remediation Site

英文摘要 The plan implementation schedule commenced from June 30, 2020, and ended on December 29, 2021, for a period of 18 months. The supervisory inspection work urged China Petrochemical Development Corporation to implement the remediation plan approved in order to meet the remediation objectives on time and on quality. The supervisory verification of pollution remediation-related works was conducted, including the supervision and verification of sample and post-remediation verification and inspection during the remediation construction period, to verify the effectiveness of remediation. Such routine environmental monitoring operations have controlled the environmental quality and prevented secondary pollution on the living environment of the residents. The current work results of the plan since the initial implementation (as of December 3, 2021) are summarized in the following description. With regards to the “Review Plan on Pollution Remediation,” the plan has assisted the Environmental Protection Administration to review 124 pollution remediation plans submitted by China Petrochemical Development Corporations, including 47 pollution remediation plan related projects, 5 pollution remediation plan implementation progress reports, 34 pollution remediation plan monthly reports, 10 environmental monitoring reports, 27 plant processing and certification reports, and one other document. The relevant plans were reviewed by the Environmental Protection Bureau for completion prior to implementation. With regards to “Execution of Supervisory Inspection Work and Establishment of On-Site Personnel,” the plan has assisted or been attended with calling 75 sessions of related conferences, including 2 sessions of remediation execution progress presentation to the residents, 8 sessions of site inspection conferences, 9 sessions of the promotional team review committee, 2 sessions of project team meetings, 16 sessions of certification and inspection meetings, and 38 sessions of other meetings. The progress of CPDC Anshun Site remediation is evaluated quarterly, and currently 1 projects are falling behind the schedule, namely “Soil and Sediment Pollution Treatment ─Thermal Treatment (Rotating kiln, cracking furnace)” behind by 15.3 %. The on-site personnel implemented 24-hour remediation site supervisory inspection work and adopted the dual mechanism strengthening management through construction site contact and follow-up on deficiency improvement. A total of 143 site contact records were issued, which categories included 82 cases of operation quality deficiency, 28 cases of environmental patrol deficiency, 6 cases of labor safety deficiency, and 27 cases of secondary pollution deficiency. Additionally, 6 cases of remediation construction quality deficiency records were issued, which relevant contact and deficiencies required CPDC to complete the improvement within the specified period. With regards to “Pollution Remediation and Peripheral Restricted Area Control Work,” the plan has set up 24 sets of monitoring systems to monitor the site and the peripheral suspended fish farms. The on-site personnel conduct at least 2 unscheduled patrols and complete the patrol records daily (including holidays and weekends). The deficiencies (anomaly) with the control work in restricted areas included 11 cases of environmental patrol inspection and 5 cases of fish farm patrol, totaling 16 cases. The fences surrounding the restricted area were completed in July 2019 and no public has entered by mistake or been fishing since. Hence, the CPDC is required to give priority to strengthening the peripheral fence maintenance and repair work to prevent public entrance by accident due to fence damage. Additionally, qualified soil was backfilled to the suspended fish farms with fences established. The fence dust-proof mesh was completed in October 2020 to avoid flying dust pollution during the transport period. With regards to “Pollution Remediation and Supervisory Verification,” the plan conducted the monthly execution of 1 exhaust testing at the thermal treatment plant 18 times during the implementation period. In particular, the torrential rain that took place in August 2020 resulted in puddles on the site and damage to thermal treatment equipment, and hence the general visual inspection process could not be carried out. Due to the activation of the pilot run in the second thermal treatment system and the repair of the first thermal treatment system in August 2021, the dioxins and furan testing process could not be carried out while the prior testing results all conformed to the emission standards. Moreover, the performance verification process for treated oil through thermal treatment was completed on 32,317.55 tons, with 32 groups of sample quantities drawn. The verification results conformed to the soil pollution control standards. The wet treatment plant executes 1 exhaust testing semi-annually with a total of 3 testings conducted. All prior test results conformed to the emission standards while the performance verification process of treated soil through wet treatment was completed on 89,764.48 tons, with 88 groups of sample quantities drawn. The verification results all conformed with the soil pollution control standards. For the sediment pollution removal from Zone B of the seawater pond, the plan completed the sampling verification analysis on 56 sites in July 2020 and a total of 12 sites failed the verification. The Environmental Protection Administration has been given the suggestion to require CPDC to review the poor remediation performance and propose response improvement actions with improvement required in the specified period. The CPDC submitted the improvement plan in September 2020 and the Environmental Protection Administration agreed to the review on October 14, 2020, and requested for improvement to be completed before June 21, 2021. The CPDC re-submitted the report on the autonomous inspection acceptance and completion on improvement-pending zones in February 2021. The plan assisted the Environmental Protection Bureau to complete the secondary inspection (totaling 13 mesh nets) with sampling in Zone B of the seawater pond in March 2021. A total of 18 groups of samples were analyzed for mercury and dioxins. These verification results all conformed to the remediation plan standards (dioxins <500 ng I-TEQ/kg, mercury <10 mg/kg). Additionally, CPDC has made payment for this verification fee. With regards to “Peripheral Environmental Quality Monitoring During the Remediation Period,” the peripheral air quality undergoes 3 sets of monitoring tests each quarter, totaling 18 sets. The monitoring results all conformed to the air quality control standards. Nonetheless, some test numbers of PM2.5 for February 2021 exceeded the air quality standards, which showed trends of consistency when compared with the overall air and environment background values in Annan District, which is determined not under the impact of the remediation project at the site. With regards to “Contingency Compulsory Measures and Petition Handling,” the comprehensive wastewater performance was tested randomly once a month while 2 emergency contingency drain water were sampled for two flooding periods, 2 new sand filter systems for drain water were sampled, and 11 times of comprehensive wastewater effluent were inspected/re-tested. A total of 15 times of water quality monitoring process has been conducted, with 2 on-site drain water/effluent exceeding the standards while all other water quality conformed to the remediation plan standards. The local residents mentioned “the concern for the qualified soil backfilling to the suspended fish farm will result in dioxins or mercury pollution in the presence of water” at the 59th site inspection meeting on September 25, 2020. The plan takes the opinions from the village residents and sampled the soil from the backfill zone at the fish farm, to verify if the qualified soil with water could result in dioxin or mercury pollution. The plan sampled one set from the first batch of qualified soil from the backfill zone, with a treated performance by the treatment plant on November 27, 2020. The plan also tested and analyzed the mercury and dioxin, yielding monitoring results lower than the control standards. CPDC proposed the report on the contamination removal autonomous inspection completion for Pentachlorophenol Zone I-1 and II-1 in November 2021. The Environmental Protection Administration entrusted the plan to activate the contingency measures and called for a conference on the contamination removal performance verification for Pentachlorophenol Zone I-1 and II-1 in November 2021 and conducted the sampling on 12 sites according to the conference conclusion with analysis on mercury and dioxins. In particular, the dioxin concentration in 3 sites of Pentachlorophenol Zone II-1 exceeded the soil pollution control standards and did not meet the objective of remediation improvement. The plan has suggested the Environmental Protection Administration require CPDC to reapply for secondary inspection from the Environmental Protection Administration for areas that did not conform to the execution improvement measures. CPDC shall pay for such fees required for secondary inspection. With regards to “Administrative Management and Human Resource Support,” 2 personnel and 5 personnel were dispatched to the bureau and the site respectively, rending 24 sets of monitoring equipment and 1 unmanned aerial vehicle for assisting with the site monitoring management. On the 5th of each month, the monthly work report from last month would be turned in to regularly update the dedicated page of the CPDC website. CPDC attended or assisted with calling 75 sessions of conferences.
