108-110年度桃園市農地土壤污染控制場址適當措施改善計畫(第4期)污染改善工作(乙)

中文摘要 本計畫主要目的為針對桃園市農地土壤污染之控制場址,藉由挖除法及耕犁法進行土壤污染改善工作,俾能解除列管。計畫範圍包含八德區、大園區、中壢區、平鎮區、新屋區、楊梅區、龜山區與蘆竹區共8個行政區,總計236筆坵塊,計畫開始時依合約內容於109年10月6日提送工作計畫書並於109年11月16日經環保局核備據以實施,後於110年5月4日完成第一次契約變更,本計畫統計至110年9月21日止已完成之內容包含:(一)236筆坵塊資料收集與現勘;(二)土壤離場處置計畫書於110年3月29日備查;(三)29筆坵塊完成TCLP採樣檢測作業,皆未超過事業廢棄物標準;(四)肥力分析共完成改善前12個土系(12個樣品)採樣,並於驗證通過後,依改善前後之肥力差值進行肥料添加或發放予農民地主;(五)236筆坵塊完成改善前地力、高程量測作業;(六)污染改善完成24.2136公頃(236筆坵塊)。

108-110 Taoyuan City Farmland Soil Pollution Control Site Appropriate Measures Improvement Plan (Phase 4) Pollution Improvement Work (B)

英文摘要 This project aimed to improve the heavy metal polluted restricted farmlands in Taoyuan. Remediation of the polluted farmland including soil exchange method and soil dilution method, and the former was mainly one. Aforementioned 236 farmlands were located in Bade district, Dayuan district, Zhongli district, Xinwu district, Yangmei district, Guishan district and Luzhu district. By the end of this project, tasks that were finished included (1) submitting a work plan, off-site treatment plan, monthly performance reports, daily activity logs, and progress reports, (2) holding discussions for farmers and landholders, (3) re-confirming the degree of heavy metal pollution of farmlands, (4) carrying site remediation by soil exchange and dilution method, self-verification, third-party-verification, fertilization, and finally (5) lifting site restriction. All work was conducted according to the contract. Besides, Taoyuan City Environment Protection Department (TYEPB) also held discussions at regular intervals to know well the work. Moreover, to avoid abnormal use of the restricted farmlands, we went around and inspected once two month. The achievements of this project included (1) re-confirming the degree of heavy metal pollution on 236 polluted farmlands. (2) holding 3 terms of discussions for farmers and landholders. (3) submitting off-site treatment plan. (4) analyzing soil fertility for 236 farmlands. (5) environmental monitoring from fourth quarter of 2020 to third quarter of 2021. (6) carrying site remediation on 236 numbers (24.2136 hectares) by soil exchange and dilution method. (7) passing self-verification, third-party-verification for 236 numbers of farmlands. (8) recovering soil fertility for 236 numbers of farmlands.
