109年彰化縣資源回收查核及管制工作計畫

中文摘要 為有效提昇彰化縣資源回收執行績效,本計畫協助辦理資源回收體系內業者查核及輔導工作,本計畫執行成果如下: (一)辦理資源回收及廚餘回收相關管理工作:經由109年實際執行後資源回收率較去年同期提升0.97%,廚餘回收率也較去年同期提升0.34%,而藉由本計畫之推動,協助環保局於垃圾減量資源回收相關政策法令之落實與回收管道管理等工作已有初步之執行績效。 (二)垃圾減量與回收相關宣導與推廣:本計畫分別針對一般民眾、社區、學校、機關團體及事業單位提出各種不同面向的宣導策略與執行建議,宣導方式由過去的多面向與多元宣導,逐漸把範圍縮小至特定對象及單位,期使藉由改變宣導方式能使本縣的做法及成果能再有更進一步的改善。 (三)垃圾減量與回收策略研擬工作:建議優先從學校推動樹枝落葉就地堆肥,另可朝全面推動生廚餘回收政策,因此可規劃優先推動垃圾車懸掛生熟廚餘回收桶、專車收運飲料店果皮茶葉渣,提供餐飲業者生熟廚餘回收桶等方式,對於降低垃圾中廚餘比例皆可有所助益。

Changhua County for Resource Recycling Inspection and Control Project (2020)

英文摘要 The purpose of this project is to effectively improve Changhua County's execution performance in resource recycling. This project assists in the inspection and counseling of the industry The results of the project's implementation are as follows: 1.Carrying out resource recycling and food waste recycling work: After actual implementation in 2020, resource recycling rate increased by 0.97% compared with the same period of the previous year. The food waste recycling rate increased by 0.34% compared with the same period of the previous year. In conclusion, with the promotion of this project, the Environmental Protection Bureau of Changhua County was assisted to achieve the preliminary performance in relevant policies and regulations on waste reduction、resource recycling and the management of various recycling channels. 2.Waste reduction and recycling-related advocacy and promotion: The project proposes advocacy strategies and implementation recommendations of various different orientations for the general public, communities, schools, government agencies, groups, and public institutions. The approach of advocacy is from the multi-faceted and diversified advocacy of the past to gradually narrow down the scope to specific targets and units, with the expectation that by changing the advocacy approach, the county's practices and results will be able to be further improved. 3.Research on waste reduction and recycling strategy: The project recommends that priority may be given to promotion of on-site piling up of fallen leaves and twigs at schools. There could also be a move made towards promotion of raw kitchen waste recycling policy. Hence, plans may be drawn up to promote raw and cooked kitchen waste recycling bins attached to garbage-collection vehicles, to have special vehicles collect and transport peel and tea leaves from beverage bars, and to provide catering industry operators with raw and cooked kitchen waste bins. All of these measures would have a beneficial effect on reducing the proportion of kitchen waste in regular garbage.
