Abstract
The guidance and control work related to pollution control of sandstone sites has been carried out since August 5, 2020. The implementation results of the final report are collected until June 30, 2021. All tasks have been completed in accordance with regulations. Overall, this year's pollution violations of the sandstone sites decreased compared with previous year. The results of questionnaire survey displayed a positive rating of 77.4% in 2020, which was an increase of 6.1% compared with the positive rating of 71.3% in 2019. It shows that this plan incorporates technology monitoring into the implementation on pollution control of the sandstone zone, which not only reduces the frequency of pollution, but also is recognized by the public.
In this year, 64 sandstone sites were listed in strengthen management by regulations, of which 53 were in operation and 11 were temporarily suspended. There are 497 inspections annually, and the work progress is over 100%. The regulation compliance rate of sandstone sites was maintained at a high level of compliance between 96.3% and 100%. The number of violation points per month ranged from 8 to 42. The Environmental Protection Bureau of Pingtung County (PTEPB) has notified and punished 12 sandstone sites that have repeatedly violated regulations in the past two years. A total of 156 days of poor air quality forecasts and real-time notifications were received. The response mechanism for event days was activated, and the county's sandstone sites were notified to execute relevant emergency measures with a compliance rate of 98%. The pollution control task of sandstone vehicles was carried out 9 times, a total of 281 sandstone vehicles were either intercepted on the roadside or performed the follow-up shooting operations. The compliance rate ranged from 94% to 97%, and the overall compliance rate was 95%. The operators of sandstone sites were guided to implement the road maintenance tasks including the "Downstream of Ligang Bridge Sandstone Self-discipline Association", "Gaoshu Care Association", "Jiangnan Lane Self-discipline Association" and 20 other industry operators joining the road maintenance plan. The total number of road section of maintenance is 21 and the total length of maintenance is 22.43 km. The total length of road washing and sweeping operations maintained by the sandstone industry is 11,281.3 km. Performed 6 joint inspections across Pingtung County and Kaohsiung City, and seized 1 dredging project for repeated violations and executed punishment. The pollution inspection and notification mechanism by the village chiefs was promoted, 8 pollution cases were notified, of which 6 pollution violation cases of sandstone sites were found with immediate improvement after guidance, 2 road pollution cases to guide the right-of-way unit for improvement, and 1 road pollution case caused by transportation vehicle of a dredging project and notified the construction project control plan, a subproject of air quality control, to strengthen the control for improvement. Performed 9 aerial inspection and control operations with unmanned aerial vehicle (UAV) in the sandstone zone, and seized 14 violations of sandstone sites, including 4 cases along the provincial highway 3 in Gaoshu Township, 6 cases on Jiangnan Lane in Ligang Township, and 4 cases on Zhonghua Road in Ligang Township. This year, operators with defects detected by aerial patrol were listed as key inspection targets, and 4 companies were reported violations and were punished. The operations of air pollutants reduction of 5 sandstone sites were executed in field. Then the task team guided the operators to complete the relevant improvement work according to the suggestions of the committee members. The number of day-times of chromatic aberration caused by fugitive dust in 7 CCTVs was 68, with an average incidence rate of 4.2%. Compared with the 267 day-times of chromatic aberration of fugitive dust in 2008, the number of event day-times were decreased by 199 with a reduction rate of 75%.
The closed-circuit television (CCTV) monitoring system installed in front of 10 sandstone sites detected 65 violations of vehicles, and the violation rate accounted for 0.003% of the total number of monitored vehicles. Compared with the same period in 2019, the number of violations was 466, and the violation rate accounted for 0.028% of the total number of monitored vehicles. The overall rate of violations showed a sharp downward trend. Through the license plate recognition system in 2 concentrated area of sandstone sites, 4 sandstone vehicles that violated regulations were seized. Compared with the 10 violating vehicles seized in the same period in 2019, the violation rate has dropped by 60%.
For the notification and control operations of pollution seized by the CCTV monitoring located in the sandstone zone monitoring and command center, 221 notifications of air pollution related plans were completed, of which this plan received 122 notifications, and 99 cases for the construction engineering control plan. The inspectors of related plans immediately guided the operators to make improvements, and report to the monitoring and command center to close the case. The fugitive dust prevention teams reported 13 cases, of which 10 cases of color abnormal of street fugitive dust being the most, followed by 3 cases where the dust prevention net was not pulled down by 15 cm. There were 6 cases reported by Gaoshu Township, accounted for 46% of reported cases, followed by 4 and 3 cases reported by Ligang Township and Yanpu Township, respectively. The number of reported cases was lower than in the past. The annual TSP emissions from the sandstone sites in Pingtung County was 462.7 metric tons. By guiding 25 companies that violated regulations to repair their pollution prevention equipment, the TSP emissions was reduced by 156.4 metric tons.
