109年度雲林縣固定污染源連續自動 監測設施(CEMS)查核管制計畫

中文摘要 本計畫於109年1月22日開始執行,工作內容包含監測設施汰換輔導及審查作業、監測設施設置及連線法規符合度查核、零點/全幅(Zero/Span)監督查核、不透光率監督查核、相對準確度測試(RATA)檢測作業與監督檢測、二氧化氮/一氧化氮(NO2/NO)轉化器效率查核作業、CEMS原始訊號擷取連線及模擬訊號測試、排放量驗證、輔導及法規說明會辦理。 排放管道法規符合度查核部分,查核意見均提請廠方進行改善,並列入追蹤表已掌控改善情形,其中塑化公司麥寮二廠公用廠及塑化公司麥寮一廠輕油廠因查核結果涉及數據採擷及處理系統(DAHS)汰換,需依規定於110年10月1日前完成汰換修正。塑化公司麥寮一廠公用廠月報上傳紀錄檔登載內容有誤,及台化公司海豐廠芳香烴三廠監測設施確認報告書中基本資料與現況不符,皆已向環保局提出修正申請。 零點/全幅(Zero/Span)監督查核部分,麥寮汽電股份有限公司P101及P201之SO2全幅偏移率偏高、塑化公司麥寮二廠公用廠P401之CO零點偏移率及P601之FLOW全幅偏移率偏高、塑化公司麥寮一廠公用廠P01A之NOX全幅偏移率偏高,皆已接近性能規格表規範,建議後續將建議列入查核對象,以確保監測數據之有效性。 針對相對準確度測試查核(RATA)檢測及監督作業,在監督查核部分,塑化公司麥寮一廠輕油廠P101排放管道氮氧化物與氧氣測項須進行須偏移校正因子(BAF)修正、麥寮汽電公司P101管道二氧化硫測項為10.07%(性能規範:≦15%)、塑化公司麥寮一廠輕油廠P801管道一氧化碳測項為5.45%(性能規範:≦7.5%)、塑化公司麥寮三廠公用廠PC01管道二氧化硫測項為10.41%(性能規範:≦15%)、塑化公司麥寮一廠公用廠P05A管道排放流率測項為8.55 %(性能規範:≦10%);在相對準確度檢測結果部分,塑化公司麥寮一廠公用廠P04A管道一氧化碳測項為4.72%(性能規範:≦5%)、麥寮汽電公司P401管道排放流率測項為8.85%(性能規範:≦10%)、南亞公司麥寮分公司P001管道一氧化碳測項為7.04%(性能規範:≦7.5%)及排放流率測項為9.85 %(性能規範:≦10%)及塑化公司麥寮一廠輕油廠P701管道氮氧化物測項為10.24%(性能規範:≦15%),雖未超出性能規格規範,但仍屬偏高,現場已有提醒廠方應注意設備狀況,並於後續執行監督查核時追蹤該廠相對準確度變化。 另外,針對原始訊號擷取比對部分,南亞公司麥寮分公司(P001)差值存在較為明顯之差異,而塑化公司麥寮三廠公用廠(PD01)氧氣誤差百分比平均值已達0.99 %(需≦1%),顯示兩廠設備仍存在需加強改善之空間。

Yunlin County Continuous Emission Monitoring Systems(CEMS) Check and control Plan in year 2020

英文摘要 The project was implemented on 22th January, 2020 with scope of works including monitoring facility replacement counseling and review assignments, monitoring facilities set up and connection of checking compliance with regulations, zero/span supervision, opacity rate supervision, Relative Accuracy Test Audit (RATA) testing, NO2/NO converter efficiency verification operations, CEMS original signal online, simulated signal testing, emission verification, counseling and handling legal briefing. In the part of the inspection of compliance with flue regulations, the inspection opinions were submitted to the factory for improvement and add the tracking table to control the situation. Among them, Formosa Mai-Liao Plant 2 and Naphtha Cracking Plant of Formosa Mai-Liao Plant 1 are due to the inspection results involving the DAHS replacement, the replacement and correction must been completed before 1st October, 2021. The monthly report from the Formosa Mai-Liao Plant 1 upload errors in the contents of the record, and the basic information in the confirmation report did not match the current situation from the ARO-3 of Formosa Chemicals & Fibre Corporation. Both of them had submitted the modify applications to Environmental Protection Bureau. In the part of the inspection of Zero/Span, the SO2 full-scale deviation rate in P101 and P201 of Mai-Liao Power Co., Ltd. was too high, so were the CO zero deviation rate of P401, the FLOW full-scale deviation rate of P601 in Formosa Mai-Liao Plant 2 and the NOX full-scale deviation rate of P01A in Formosa Mai-Liao Plant 1. They were all close to the specifications of the performance specification sheet. It was recommended that be included in the audit object in the future to ensure the validity of the monitoring data. For the Relative Accuracy Test Audit (RATA) test and supervision, in the part of supervision, the NO2/NO and O2 measurement items of the P101 emission pipeline of the Formosa Mai-Liao Plant 1 must be corrected by the Bias Adjustment Factor (BAF). Mai-Liao Power Co., Ltd. P101 pipeline SO2 measurement item was 10.07% (performance specification: ≦15%), and the Formosa Mai-Liao Plant 1 P801 pipeline CO measurement item was 5.45% (performance specification: ≦7.5%), the discharged pipes of Formosa Mai-Liao Plant3 PC01 SO2 was 10.41% (performance specification: ≦15%), and the P05A pipeline discharge flow rate measurement item of the Formosa Mai-Liao Plant 1 was 8.55% (performance specification: ≦15%); In the part of the relative accuracy test results, the P04A pipeline CO measurement item of the public plant of the Formosa Mai-Liao Plant 1 was 4.72% (performance specification: ≦5%), and the P401 pipeline emission flow rate measurement item of the Mai-Liao Power Co., Ltd. was 8.85% (performance specification: ≦10%), the CO measurement item of the P001 pipeline of the Nan Ya Plastics in Mai-Liao was 7.04% (performance specification: ≦7.5%) and the emission flow rate measurement item was 9.85% (performance specification: ≦10%) and the P701 pipeline nitrogen oxide measurement item of the Formosa Mai-Liao Plant 1 was 10.24% (performance specification: ≦15%). Although the results did not exceed the performance specification, but still too high. Furthermore, reminding the factories to be aware of the condition of the equipment, and the relative accuracy changes of the factories should be tracked during the follow-up supervision and inspection. In addition, for the part of original signal extraction and comparison, there was a significant difference between the Nan Ya Plastics in Mai-Liao (P001), and the average O2 error percentage of the Formosa Mai-Liao Plant3 (PD01) had reached 0.99%.
