The project conducts a comprehensive and in-depth review of the current status of operations in public and private companies and its entrusted inspection and environmental analysis institutions to enhance and develop the relevant audit specifications documents. The audit process will be further strengthened by carrying out inspection data review education training. By executing the audit process in the stationary/water pollution source, we could improve the audit system and upgrade the quality of environmental analysis data. The team has completed the guidance of audit process in the stationary pollution and water pollution sources and the guideline of sampling and analysis process in the underground storage tanks and groundwater monitoring wells. The "Inspection Committee Consensus Symposium (North / South) " was completed on May 8, 2020, and the instructions for the audit procedure of stationary/water pollution sources and the key points of report verification by the inspection institution were elucidated to improve the quality of inspection data and report. The "Pre-Study Inspector Conference " was accomplished on June 10, 2020. The conference invited the three area inspection teams to confirm the audit procedure of stationary/water pollution sources and the content of audit documents. Besides, we also confirmed the screening principles of underground storage tanks and groundwater monitoring wells with the Soil and Groundwater Remediation Fund Management Board. This project also has accomplished the “Practical Review Training Workshop on the Inspection Data from Various Pollution Sources” in the south and north areas to enhance the review capability of inspectors. Fifty stationary pollution sources and thirty water pollution sources have been checked until November 13th, 2020. Among those cases, there are 17 companies whose inspection results have been over the emission standards. Therefore, the test reports of the companies will be transferred to the inspectorate of the responsible area for the following processing. The inspection results of underground storage tanks showed that two sites were over the warning value of 500 ppmV. The inspection reports will be transmitted to the competent authority to make sure the possible reason for leakage. The thirty inspection institution checks were completed and no noteworthy shortage in most institutions. There are only part of laboratories needed to improve their QA/QC and will be evaluated by the Environmental Analysis Laboratory to make sure they meet the standards or not. The project also completed the 156 air quality blind tests in the air quality car, emission tunnel and duplicate tests in the car from August 28 to September 3, October 27 to November 2, November 3 and December 14 to December 15. Finally, the “Achievement Presentation of the Year” has been held on November 20. According to the analyses and advice from the meetings of this project, the audit guideline of inspection procedure will be proposed and completed to be a reference for the following policy management.
