109年度臺南市固定污染源許可審查及巡查管制計畫

中文摘要 本計畫執行期程為109年5月19日起至110年5月18日止,各章節工作成果統計分析,各項工作結果說明如下。 一、資料庫之擴建、維護更新 本年度須執行資料庫更新及維護的公私場所共670家(另擴充40家),本計畫專案小組至110年5月18日共完成691家現場清查作業現場查核(另擴充45家)。 完成691家(另擴充45家)清查資料庫更新後,全市固定污染源排放量如下:粒狀物為1436公噸/年,硫氧化物為1465.5公噸/年,氮氧化物為3545.1公噸/年,揮發性有機物為5860.3公噸/年。 二、許可作業 本計畫專案小組至110年5月18日共核發490張許可證,包括設置26張、變更15張、操作48張、異動一款158張、異動二款33張、展延144張、換補發40張、燃料許可26張,文書平均審查日數為13.6日/件,共協助環保局處理73件專責人員申請案件,另針對重點案件共有10件辦理專家學者審查。 在許可證查核部份,已完成559張許可證查核作業(包括501張環保局、58張南科管理局所核發),工廠現況與許可內容不符者有123個(張)製程許可證,整體不符合率為22 %。   三、排放量申報審查及查核作業 目前本計畫針對臺南市需排放量上網申報的公私場所共有341家進行排放量申報管制作業,109年第1季~109年第4季之應申報件數為1362件,申報率為100%,且全數完成審查,審查結果申報正確者1273家佔93.5%,限期補正資料者89家佔6.5%。 計畫期間共進行167家申報排放量查核,其中查核結果申報正確者150家佔89%,限期補正資料者17家佔11%。限期補正者,其原因為製程原燃物料申報狀況與現場不符(包含漏報、單位錯誤)共計17家 四、稽查檢測作業 計畫期間已完成排放管道(粒狀物、硫氧化物、氮氧化物)檢測20根次,其中有2根次超過排放標準,污染物種類為粒狀物,已提報環保局告發。另外抽測1根次戴奧辛,檢測結果超過排放標準,已提報環保局告發。另外考量秋冬為空品不良季節,故周界粒狀物均集中於11月~隔年1月期間進行,已完成周界粒狀物檢測6點次,均符合排放標準。在燃料油含硫份部分共完成15點次樣品抽驗,其中14點次均符合標準,1點次超標,已提報環保局告發。 五、逸散性粒狀物管制 本項目係針對「固定污染源逸散性粒狀污染物空氣污染防制設施管理辦法」規範行業別進行現場查核及輔導作業,計畫執行期間共查核160件次,其中129件次符合法規,31件次不符,各廠主要缺失以「車行路徑」、「堆置作業」及「車輛清洗」為最多,專案小組並進行不符改善後續追蹤,至5月18日已有24家完成改善,另外2家改善中,當中缺失記點超過10點告發件數為7件。 六、戴奧辛管制作業 台南市適用戴奧辛行業管制規範列管名單共53家(72根數),其中32家(40根數)為10月前須執行定檢之對象,均已完成定檢及報告書審查,另完成戴奧辛法規符合度查23家(26根),均符合排放標準。   七、異味陳情案件管制作業 計畫期間共完成異味巡查386件次,除了轄內重大陳情專案列管對象,業者於試車期間,增加巡查頻率至每週一次外。亦篩選13家主要為石化製程、瀝青拌合製程或飼料製造製程之屢遭異味陳情公私場所,運用紅外線氣體顯像儀檢測,並辦理專家輔導。在異味稽查檢測部分,共完成15點次(13點次管道及2點次周界),其中3點次未符合排放標準,均已提報環保局告發。 在屢遭異味陳情業者管制對象以108年度屢遭陳情次數前15大為主,專案小組統計109年1至12月止,異味陳情數為544件,相較於108年同時期異味陳情數統計708件,陳情總數已下降。 八、辦理宣導說明會 計畫期程內完成5場相關說明會,分別為「公私場所許可管制及查核重點」宣導說明會1場次、「逸散性粒狀污染物管理辦法」宣導說明會2場次、「固定源許可管制相關法規及查核原則」宣導說明會2場次。

英文摘要 This project, started from 19th May 2020 till 18th May 2021, was empowered by a contract which issued by the Bureau of Environmental Protection, Tainan City. We completed all work items before deadline. In order to make sure that the quality and quantity both met the requirements of the contract, we attended the monthly meeting of the Bureau, and followed internal QAQC plan. Schedule and quality of every work items also had been reviewed by the State Implement Plan, in order to ensure all requirements were met. Summaries of work items are as follows: 1. Database establishment, maintenance and updates The goal of this work item is to maintain and update the emission inventory of 670 plantsand to add new emission inventory of 40 plants in database. We maintained and updated the emission inventory of 691 plants and added new emission inventory of 45 plants in database. By the end of the project, annual emission quantities of different pollutants from stationary sources in Tainan City are as follows: 1,436tons of particles, 1,465.5tons of SOx, 3,545.1tons of NOx and 5,860.3tons of VOCs. 2. Stationary Sources Permits application documents examining and issuing, including permit inspection. 490 permits were issued, including 26 installation permits, 15 modified permits, 48 operation permits, 191 change permits, 144 renewed permits, 40 re-issued permits and 26 fuel use permits. The average review duration of the application documents was 13.6 days. 73 cases of air pollution qualified persons replacement were proposed and approved. For 10 significant cases of permit application, experts review was introduced to validate the content of the documents. Periodic inspection for operation permits has been performed for 559 operation permits. Among them, 123 operation permits didn’t meet the contents of permits, and the discrepancy of inspection was 22%. Furthermore, the plants were asked to modify and improve the inconformity. 3. Annual emissions quantities check for the premises. 341 premises are required to report emission inventory seasonally by regulation in Tainan City. The reporting rate, for a total of 1362 reports, is 100% from 1th quarter, 2020 till 4th quarter, 2020 We also checked all reports and found that 1273 of them (93.5%) were correct, 89 of them (6.5%) were asked to improve within a limited time. On-site inspection for the reports was conducted on 167 premises; 89% of them proved correct (150 premises), 11% of premises, which was asked to improve within a limited time, showed discrepancy. 4. Using standard air pollutant testing method to inspect plumes of stationary sources. We performed 2 plumes for dioxin testing. We also took 15 fuel samples from different plants to check if the sulfur content in the sample met the standard. 5. Control of Fugitive Dust Air Pollution from Stationary Pollution Sources. This work item is to inspect the premises which have been specified by Management Regulations of Air Pollution Control Facilities for Fugitive Particulate Emissions of Stationary Source and to help them improving the discrepancy. 160 patrols were paid and 31 of them met the regulation, the compliance rate of the regulation was 81%. 6. Reinforcing control of dioxin. There are 53 plants (73 plumes) in the dioxin control list. On-site regulation inspection was performed on 23 plants (26 plumes). 40 plumes were completed the testing. 7. Reinforcing control of the premises odor complaints regarding stationary sources from citizens Periodical check for the frequent odor complains factories list of stationary sources. 386 patrols were performed, including 4 industrial parks in Tainan City. Including13 stack and 2 outdoor odor inspections were performed, 3 of them was not compliance with the standard. 8. Other work items (1)5 articles regarding environmental protection were posted in newspapers. (2)To cooperate with polices and attorneys for comprehensive inspection for 14 times and checking the gravel trucks for cover net pulling compliance policy for 16 times. (3)To help determining if plumes meet the 8D/2D requirements when applying permits as well as if they should apply for permits. (4)To submit and summarize the work results as the Environmental Protection Administration (Taiwan) and the State Implement Plan required.
