The air pollutants continuous emission monitoring systems (hereinafter referred to as CEMS) for stationary source has applied to the control of large stationary sources in the United States and Germany since 1975. It can instantly continuously monitor the air pollutants emission status of stacks. Public and private places can monitor the air pollutant emissions and inspects the operation status of its control equipment by the CEMS. The competent authority can also simultaneously monitor the air pollutant emissions of stationary sources in the jurisdiction, and the public can view and supervise through the government information-disclosing platform. In order to improve the reliability of continuous emission monitoring data and strengthen the verification. The Environmental Protection Administration Executive Yuan (hereinafter referred to as EPA) has focused on strengthening the revision of regulations revision in the past two years. In addition, in order to enable relevant control measures to begin simultaneously after the announcement of the revision of regulations.
The major tasks in this year include:
(1) Assist in reviewing the management measures of air pollutants continuous emission monitoring system for stationary sources (hereinafter referred to as CEMS measures), improving the quality of CEMS monitoring data, and reviewing the regulations of emission standard for the optoelectronic and semiconductor industries with CEMS management objects, and completing the overall air pollutants monitoring and management system. (2) Cooperate with the revision of CEMS measures and review of the regulations emission standards, handle on-site inspection and guidance work, grasp the compliance status of CEMS measures for the public and private places and possible problems, and facilitate the promotion of control operations. (3) Assist to evaluate the effectiveness of CEMS control by local environmental protection bureaus (hereinafter referred to as EPBs), and handle the seminar of CEMS business and regulation revision for that public and private places can grasp the key points of regulation revisions, and improve the CEMS management and verification capabilities of EPBs. (4) Cooperate with the revision of CEMS measures and assist in updating CEMS information-related execution procedures and management systems, and maintain the various systems stably operation, and strengthen the management of monitoring data and public and private places information to improve the integrity of national CEMS data control.
On April 12, 2019, the EPA revised and issued the first phase of CEMS Measures that can be immediately adopted and agreed by all walks of life. In addition, we continue to focus on the four major directions of improving control capacity, strengthening data calculation management, data quality assurance and quality control, and implement data status control. On April 8 this year, the second phase of revision and release of CEMS Measures was completed. In order to align the relevant control measures, we focus on the regulations of emission standard for the optoelectronic industry and the semiconductor industry, the accreditation system of monitoring facility review agency, and the control of continuous parameter monitoring systems (CPMS) et al, and the various regulations analysis and amendment are synchronization with the revision of the CEMS Measures. In addition, through counseling in public and private places and visits to local EPBs, we can learn about the implementation and management of the revised regulations.
In order to assist in the promotion of CEMS measures, there were three legal amendment seminars have been conducted for public and private places in North, Central and South. In addition, in order to understand the regulation of emission standards for the optoelectronic and semiconductor industries, we handled two emission standard revision seminars for the optoelectronic and semiconductor industries, and there are 21 plants of improving CEMS setting operations with coached public and private places. There are 19 visits were made to the CEMS business implementation status of various local EPBs, and a collection of answers to questions about regulations was provided to make the public and private places and competent authorities can quickly grasp and understand the content of regulatory amendments. In addition, in response to the revision and update of the CEMS measures, the relevant transmission modules and de-archiving programs were updated synchronously, and the EPB monitoring data management system functions were expanded to add transmission raw data, transmission time record statistics, and the percentage in span of monitoring data distribution statistics. That will facilitate local EPBs to strengthen overall control operations.
