In response to the current air quality situation and characteristics of air pollutant transmission, this project reviewed the practical air quality and implementation status in Taiwan, collected and reviewed international laws and regulations of the response to poor air quality, public protection measures and pollution source control measures in recent years, and established economic incentive strategy for pollution reduction . Encouraged public and private places reduced emissions by their willingness. Assisted in revising the draft notice of the “Regulations of Emergency Prevention Measures for Serious Deterioration in Air Quality”. Revised content was including the central and local governments took various measures by the law while in poor air quality. Increased the industries of compulsory emission and load reduction, standardized the ratio and calculation method of load reduction and emission reduction, and implemented contingency effect. Stipulated that the local government informed the public of the health protection measures and increased the channels of announcement and methods of notification for the warning of air quality, and increased the “Regulation of Good Neighbors”, counties and cities of up and down wind assisted in the implementation of relevant contingency measures. Assisted in reviewing the approval procedures for adjusting gas consumption in the electricity industry, which can be carried out by reducing coal and increasing gas, and increased the response of strength and flexibility of air quality.
In order to analyse the local procedures and resources of response while in poor air quality, this project collected the pollution reduction control strategy and contingency measures for the air quality forecasts in different weather, the implementation status of regional air quality prevention measures in various counties and cities, the implementation results of poor air quality prevention, and check the central and local governments’ resources of audit. This project ensured the operation of the Central Air Quality Control Command Center, and assisted in handling of the "Inter-regional Cooperative Prevention and Response Team Conference for Air Pollution in Poor Air Quality Season" in the three districts of North, Central and South, central government supervised and broke the previous situation which local authorities were fighting alone, coordinated and integrated the needs and consensus of local authorities and various ministries, so as to enhanced the effectiveness of air pollution control.
