109年度紙餐具循環友善店家補助計畫

中文摘要 中文摘要 廢紙餐具食用後,因殘留油污或菜渣,若店家無設置分類回收設施,民眾易將廢紙餐具併同垃圾丟棄,為促使民眾將食用後之廢紙餐具妥善分類回收,本計畫以清查輔導、建立示範、補助設置、加強宣導等為執行架構,規範自助餐店及便當店設置廢紙餐具回收設施,宣導民眾正確資源回收觀念,以強化廢紙餐具回收成效。 一、辦理登記列管對象輔導工作 為確認財政部營業(稅籍)登記營業項目為「便當、自助餐」之1,038家業者是否為應列管對象,清查結果總計681家為列管業者,357家非列管業者,為縮短列管對象補助申請行政作業時間,於清查過程及辦理說明會時,針對屬於列管補助對象者,現場提供紙本申請表,並說明填寫項目及應注意事項。 二、回收示範點追蹤工作 統計10家示範業者內用民眾回收情形,回收設施設置後,經調查290人,約有72.4%(210人)民眾會分類回收,但有27.6%(80人)仍無分類回收習慣,也顯示透過設置紙餐具回收設施、張貼分類標示及加強宣導,能夠規範業者回收紙餐具義務及改變民眾回收行為,以強化紙餐具回收成效。 三、辦理紙餐具循環友善店家加盟補助專案 (一)為求設備一致性,採由列管補助店家提出申請,本計畫統一購置寄送到各店家組裝設置,及張貼宣導海報、標誌貼紙於明顯並可供消費者辨識,已完成681家紙餐具回收設施設置(含10家示範業者),設置率達100%,以提供內用消費者落實分類回收紙餐具。 (二)為確保上述補助列管業者回收設施是否正常使用,本計畫派員前往追蹤複查,經查發現約有273家業者組裝後未把設施設置於回收點,而是放置其他物品使用,複查人員現場請業者立即改善,並再次告知業者應遵循餐飲業應設置紙餐具回收設施規格及其他應遵行事項草案辦理,避免影響消費者回收紙餐具之權利。 (三)針對非原1,038家業者進行清查及設施設置,本項工作於109年10月15日新增工作項目變更契約後執行,完成141家業者清查工作,經查30家屬於補助對象,已於11月20日前已將設施寄送至各補助店家及協助安裝。 四、辦理紙餐具回收宣導工作 為規範餐飲店業回收紙餐具、紙杯之義務及提升廢紙餐具回收成效,在宣導工作部分,針對業者已分別於6月22日及6月29日辦理3場次說明會,總計有92家業者參與,由於辦理說明會期間已完成約95%以上登記列管對象輔導清查工作,加上疫情等因素影響,使得參與家數不多。針對民眾宣導面,除拍攝紙餐具回收「清理、分類、堆疊」3步驟宣導影片外,今年度因受到疫情影響,宣導策略以網路宣導為主,自7月起每月於FB粉絲團辦理現煮時分享抽獎活動,共計辦理4次,總計分享數943次,觸及人數20,555人,平均每人分享貼文一次可觸及21.8人,統計辦理分享貼文活動期間,活動貼文比其他專頁貼文高出95%成效,也顯示透過FB粉絲團辦理互動活動可增加貼文曝光度及觸及人數,同時撰寫109年度高雄市環保局紙餐具循環友善店家補助計畫等4則網路簡短訊息,請各公所於網站登載簡短訊息,累計登載簡短訊息共計144則,另為擴大宣導效益於10月22日至11月19日期間分別透過BEST RADIO 好 事 聯 播 網(港都電台)及KISS RADIO等電台宣導紙餐具回收「清、分、疊」三步驟,宣導時間各30分鐘。 最後,期透過設置廢紙餐具回收設施及宣導「清理、分類、堆疊」回收3步驟,能同步改變外食人口環保習慣,促進店家及民眾重視廢紙餐具回收分類。
